REPORT: | Assistant County Attorney Abigail Price-Williams read the foregoing proposed resolution into the record. Chairman Barreiro opened the public hearing and the following individual(s) appeared: Ms. Isabel Castellanos, mother of the late Osmany A. Castellanos, appeared before the Board and expressed sincere appreciation to the “Remember Me Foundation” for honoring her son by naming a street after him. She stated her son, the victim of a fatal boating accident on July 8, 2007, served the community as a Miami-Dade County lifeguard. She noted the Ozzie’s Angels, Inc. Foundation was established in her son’s honor to provide financial assistance for swimming lessons for children. There being no other persons to appear, the public hearing was closed. Commissioner Martinez expressed his gratitude to Ms. Castellanos for the privilege of honoring her son in this manner. Commissioner Sosa asked to be listed as a co-sponsor of this resolution. She noted efforts were underway in Tallahassee to revisit and change legislation that governed boating rules, to eliminate the occurrence of preventable accidents. There being no further questions or comments, the Board proceeded to vote. | ||||||

TITLE RESOLUTION CODESIGNATING SW 17TH STREET FROM SW 142ND AVENUE TO SW 143RD PLACE AS �OSMANY A. CASTELLANOS STREET� BODY WHEREAS, this Board had conducted a public hearing to consider codesignating SW 17th Street from SW 142nd Avenue to SW 143rd Place as Osmany A. Castellanos Street; and WHEREAS, Osmany A. Castellanos was born in Hialeah, Florida, to Isabel and Amado Castellanos on October 23, 1983; and WHEREAS, Osmany A. Castellanos grew up in the Westchester area where he attended Everglades Elementary and West Miami Middle School, graduating in 2002 from Miami Coral Park Senior High School; and WHEREAS, during his high school years, he held a job with Miami-Dade Park and Recreation Department; and WHEREAS, later, he continued working for Miami-Dade Park and Recreation Department as a lifeguard and in his spare time worked at Aquatics teaching handicapped children how to swim; and WHEREAS, Osmany A. Castellanos was always willing to help people, whether it was changing a stranger�s flat tire or taking a loan in his name to help a friend in financial need; and WHEREAS, willing to help his community, he had applied to become a policeman and a firefighter and had been placed on a waiting list; and WHEREAS, Osmany A. Castellanos tragically lost his life when he fell from a friend�s boat after it collided with a large wave on July 8, 2007; and WHEREAS, he will never be forgotten as a son, as a brother, as a friend, as a human being that was always willing to help and never asked for anything in return; and WHEREAS, this proposed codesignation is located in County Commission District 11, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. This Board finds that Osmany A. Castellanos has made a direct, significant lifetime contribution to this community. Section 2. This Board approves the co-designation of 17th Street from SW 142nd Avenue to SW 143rd Place as �Osmany A. Castellanos Street.� Section 3. The Clerk of the Board is hereby directed to transmit a certified copy of this resolution to the United States Postal Service, the Traffic Signals and Signs Division of the Public Works Department and Land Development Division of the Public Works Department, the Miami-Dade Police Department, and the Miami-Dade Fire Rescue Department. |
