TITLE
RESOLUTION AUTHORIZING THE COUNTY MAYOR OR THE MAYOR’S DESIGNESS TO ALLOW COUNTY EMPLOYEES TO CONTRIBUTE THE VALUE OF ACCRUED ANNUAL AND HOLIDAY LEAVE TIME TO THE COUNTY’S EMERGENCY DISASTER RELIEF FUND AUTHORIZED BY RESOLUTION R-1071-05 FOR THE PURPOSE OF ASSISTING VICTIMS OF HURRICANE IKE IN TEXAS; SETTING THE CAP OF SUCH CONTRIBUTIONS AT $250,000; AUTHORIZING THE COUNTY MANAGER TO ARRANGE FOR THE ALLOCATION OF FUNDS FROM THE VARIOUS DEPARTMENTS TO THE COUNTY’S EMERGENCY DISASTER RELIEF FUND; AND AUTHORIZING THE COUNTY MANAGER TO MAKE THE CONTRIBUTION FROM THE COUNTY’S EMERGENCY DISASTER RELIEF FUND TO THE AMERICAN RED CROSS TO AID IN THE RECOVERY FROM HURRICANE IKE IN TEXAS ON BEHALF OF THE EMPLOYEES OF MIAMI-DADE COUNTY

BODY
WHEREAS, the Board of County Commissioners passed resolution R-1071-05 for the purpose of establishing an Emergency Disaster Relief Fund so that County employees could contribute annual and holiday leave time to benefit victims of natural disasters and aid in rebuilding communities affected by natural disasters; and
WHEREAS, generous County employees took advantage of the fund established by R-1071-05 and contributed approximately $250,000 of their earned holiday and annual leave to the Red Cross Hurricane Katrina relief fund and are likely to continue to be generous to victims of Hurricane Ike; and
WHEREAS, this Board wishes to permit such contributions; and
WHEREAS, this Board finds a reasonable limit on such contributions to be $250,000,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board hereby authorizes the County Mayor or the Mayor’s designee to allow County employees to contribute the value of their accrued annual and holiday leave to the American Red Cross for the purpose of assisting the communities in Texas affected by Hurricane Ike in accordance with the limits set forth herein.
Section 2. The County Mayor or the Mayor’s designee shall make available forms for employees to complete in order to authorize time contributions to the American Red Cross. The authorization forms to be distributed by the County Mayor or the Mayor’s designee should include: (a) an explanation of the American Red Cross; (b) a statement that the Board of County Commissioners has approved contributions of leave time to the American Red Cross for the purpose of assisting communities in Texas affected by victims of Hurricane Ike; and (c) an explanation of the limits on such contributions.
Section 3. This Board limits the monetary amount of leave time to be redirected to the American Red Cross to $250,000. Contributions shall be accepted on a first-come, first-accepted basis until the maximum sum of $250,000 is reached.
Section 4. This Board directs the County Mayor or the Mayor’s designee to arrange for the allocation of funds from the various departments whose employees contributed to the County’s Emergency Disaster Relief Fund, and authorizes the County Mayor or the Mayor’s designee to make the donation of funds, up to the $250,000 cap, to the American Red Cross in the name of the employees of Miami-Dade County and to designate such donations to be used to assist the communities in Texas affected by Hurricane Ike. The County Mayor or the Mayor’s designee is to give at least five (5) days notice to this Board of his intention to present the funds to the American Red Cross, so that all interested members of this Board may attend the presentation.
