REPORT: Assistant County Attorney Cynthia Johnson-Stacks read the foregoing discussion item and its companion report Item 7A into the record, for simultaneous consideration. Ms. Shalley Jones Horn, Director, Housing and Community Development Department, informed committee members that 75 percent of the housing lottery winners resided in the northern areas of the County and were finding it difficult to identify homes to purchase, since 75 percent of the foreclosed properties were located in the southern end of the County. Additionally, she noted this problem was compounded by the need for winners to find foreclosed homes requiring minimum rehab. Ms. Horn pointed out that the department would extend the 120-day deadline for choosing a home to purchase, upon request. Chairwoman Edmonson questioned how the Neighborhood Stabilization Program funds were being used to leverage private funds and what incentives were being used to encourage public/private partnerships. Ms. Horn noted the County had a pool of 19 vendors currently in the public/private partnership. She explained that the vendor would provide a first mortgage for properties through private financing or tax credits, and the County would provide the second mortgage. Ms. Horn clarified that the department was currently working with 15 of the lenders in the pool, to supply the first mortgage for the lottery winners. Commissioner Rolle asked the Housing and Community Development Department Director to provide him with a detailed report of the findings of the audit conducted on November 20, 2009, by the United States Housing and Urban Development (US HUD) Inspector General’s Office, including staff’s response to each of the issues raised. He also asked the director to research to determine whether the foreclosed property located in District 2 on NW 6th Avenue was included in the Neighborhood Stabilization Program (NSP) and if not, to provide him with the process required to include it. Ms. Horn noted staff would provide a copy of the quarterly performance reports at committee meetings. Regarding Agenda Item 7A, Ms. Horn noted the Lincoln Gardens public housing development would be rebuilt following its demolition. She further noted that the municipalities of South Miami, Florida City, and Opa-locka were contracted to manage the other sites in the Neighborhood Stabilization Program (NSP). Ms. Horn informed committee members that the HOPE VI Groundbreaking ceremony was scheduled for February 5, 2010. Mr. Gregg Fortner, Director, Miami-Dade Public Housing Agency (MDPHA), advised that outreach was being included in the procurement process, and noted the department was looking at using Workforce Development funds to provide opportunities for local residents, and Small and Minority Business Enterprises. Chairwoman Edmonson asked the Miami-Dade Public Housing Agency Director to provide Committee members with a detailed copy of the budget for the HOPE VI Project. Commissioner Rolle indicated he hoped MDPHA would keep Overnight Success, Inc.apprised of those Small Business Enterprise opportunities with the HOPE VI Project.
