TITLE RESOLUTION RATIFYING THE MAYOR OR MAYOR�S DESIGNEE�S ACTION TO APPLY FOR, RECEIVE, AND EXPEND $524,974 UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES GRANT FUNDS; AUTHORIZING THE MAYOR OR MAYOR�S DESIGNEE TO EXECUTE SUCH CONTRACTS, AGREEMENTS, MEMORANDA OF UNDERSTANDING, AND AMENDMENTS AFTER APPROVAL BY THE COUNTY ATTORNEY; AUTHORIZING THE MAYOR OR THE MAYOR�S DESIGNEE TO APPLY FOR, RECEIVE, AND EXPEND ADDITIONAL FUNDS THAT MAY BECOME AVAILABLE BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratify the Mayor or Mayor�s designee�s action to apply for, receive, and expend United States Department of Health and Human Services, Centers for Disease Control and Prevention, �Health Impact Assessment to Foster Healthy Community Design� grant program funds in the amount of $524,974; authorizes the Mayor or the Mayor�s designee to execute such contracts, agreements, Memoranda of Understanding (MOU), and amendments, after approval by the County Attorney, as required by program guidelines; authorizes the Mayor or the Mayor�s designee to apply for, receive, and expend additional funds that may become available; and authorizes the Mayor or the Mayor�s designee to file and execute any amendments to the application; for and on behalf of the County; and to exercise amendments, modifications, renewal, cancellation, and termination clauses of any contracts and agreements, subject to the approval of the County Attorney�s Office. Hudak County Manager Subject: Miami-Dade County Health Impact Assessment to Foster Healthy Community Design Grant Application STAFF RECOMMENDATION Recommendation It is recommended that the Board of County Commissioners (Board) ratify the Mayor or Mayor�s designee�s action to apply for, receive, and expend grant funds from United States Department of Health and Human Services Center for Disease Control and Prevention (CDC) under their �Health Impact Assessment to Foster Healthy Community Design� grant program in the amount of $524,974 over a three-year period. It is further recommended that the Board authorize the Mayor or the Mayor�s designee to execute such contracts, agreements, Memoranda of Understanding (MOU), and amendments, after approval by the County Attorney, as required by program guidelines. It is also recommended that the Board authorize the Mayor or the Mayor�s designee to apply for, receive, and expend additional funds that may become available during the term of the grant; to file and execute any amendments to the application for and on behalf of the County; and to exercise amendments, modifications, renewal, cancellation, and termination clauses of any contracts and agreements, subject to the approval of the County Attorney�s Office. Scope This project initiative will be implemented jointly by three County Departments: Office of Countywide Healthcare Planning (OCHP), Park and Recreation, and the Government Information Center, with support from the Miami-Dade County Health Department. The project goal is to improve the health and wellness of County residents through evidence-based research, assessments, recommendations, planning, and policy decisions; leading to strategies that mitigate against harmful environmental and health impacts, resulting from urban planning, design, and land use of �built environments.� Fiscal Impact/Funding Source This grant will provide a one-year award in the amount of $167,187 with continuation funding for two subsequent years in the amounts of $177,998 (year 2) and $179,789 (year 3), contingent upon funding appropriation. The project request over three years is $524,974. Although local match was not required, an in-kind, leveraged contribution includes OCHP personnel salaries and fringe benefits in the amounts of $44,677 (year 1), $48,531 (year 2), and $52,176 (year 3). Track Record/Monitor OCHP will coordinate project implementation and management. OCHP will handle the disbursement and expenditure of grant funds, and manage programmatic and fiscal reporting in accordance with project reporting and auditing procedures stipulated by the U.S. Department of Health and Human Services. MANAGER'S BACKGROUND Background This grant program corresponds to the Healthy Community Design Initiative (HCDI) within CDC�s National Center for Environmental Health and its dedicated efforts toward understanding and improving the relationship between community design and public health. HCDI focuses its efforts on three major components of the �built environment� - transportation, land-use, and parks and public spaces. Too often health outcomes are not given consideration during decision making in community design policies and programs. The way a community is designed affects, through environmental and behavioral intermediaries, injuries, physical activity, and health outcomes related to pollution exposure. Project Goals include: 1) analyze existing policies, development processes, and nutrition environments to incorporate healthy community design principles and encourage physical activity and health promotion strategies in order to integrate prospective health impact assessment strategies into community design and planning; 2) establish partnerships at the municipal level to support healthy community design and health impact assessment initiatives in at-risk areas with a focus on active living and the health benefits from physical activity; and 3) assess and share existing strategies for mobilizing the community in support of safe routes to parks, complete streets, bicycle paths, and improved signage and pedestrian connections to farmers� markets. A project website will broaden and strengthen policy and environmental change efforts in target neighborhoods, schools, cities and towns, and showcase the initiative as a replicable model for jurisdictions across the nation. The short turnaround time imposed by the March 28, 2011 application deadline did not allow sufficient time for the processing of the resolution, and its submission to the Board prior to submission of the application. _________________________________ Special Assistant to the County Manager |
