REPORT:	First Assistant County Attorney Abigail Price-Williams read the title of the foregoing resolution into the record. Chairman Martinez relinquished the chair to Commissioner Diaz. Commissioner Diaz opened the public hearing. There being no one wishing to speak, the public hearing was closed, and the Board proceeded to vote. Chairman Martinez continued chairing the meeting. At a later time during the meeting, Commissioner Monestime recognized and thanked Ms. Lillie Williams for her work and involvement with the community. Ms. Williams apologized for her absence at the presentation of the resolution that declared the naming of the Head Start Center as the “Lillie M. Williams Head Start/Early Head Start Center” due to a previous County-related commitment. She asked for the community’s support in her endeavors.

TITLE
RESOLUTION APPROVING THE NAMING OF THE ARCOLA LAKES HEAD START/EARLY HEAD START CENTER AS THE �LILLIE M. WILLIAMS HEAD START/EARLY HEAD START CENTER AT ARCOLA LAKES� AFTER PUBLIC HEARING AND THREE-FIFTHS VOTE OF BOARD MEMBERS PRESENT

BODY

WHEREAS, Ms. Lillie M. Williams has served on the Community Action Agency Board, an advisory board to the Board of County Commissioners (�the Commission�), for more than forty years championing the Head Start/Early Head Start Program; and
WHEREAS, Ms. Lillie M. Williams also served the residents of Miami-Dade County in a professional capacity as a charge nurse at Jackson Memorial Hospital for more than thirty years; and
WHEREAS, Ms. Lillie M. Williams, or �Ms. Lillie,� as she is affectionately known in the community, has dedicated her life to advocating on behalf of low income children, individuals, and families; and
WHEREAS, the Miami-Dade Community Action Agency Board recognizes the public service career of Ms. Lillie M. Williams and passed a resolution recommending that the Commission dedicate the Arcola Lakes Head Start/Early Head Center in her honor; and
WHEREAS, the Arcola Lakes Head Start/Early Head Start Center is a County-owned property currently under construction at 770 NW 83rd Street, Miami, Florida 33150; and
WHEREAS, Section 2-1, Rule 9.02(d) of the Code of Miami-Dade County, Florida, states that the Commission may, by a three-fifths vote of Board members present, name a County facility or property after a living individual who has not served as an elected official within the past five years and who �has made a direct, significant lifetime contribution to this community;� and
WHEREAS, Section 2-1, Rule 4.01(j)(2), of the Code of Miami-Dade County, Florida, states that the naming of a County facility or property is not subject to the committee requirement; and
WHEREAS, Section 2-1, Rule 9.02(a) of the Code of Miami-Dade County, Florida, states that resolutions regarding the proposed naming of a County facility or property shall be considered at a public hearing,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Finds that Ms. Lillie M. Williams has made a direct, significant lifetime contribution to this community.
Section 2. Having considered this matter at a public hearing and by a three-fifths vote of the Board members present, names the Arcola Lakes Head Start/Early Head Start Center currently under construction at 770 NW 83rd Street, Miami, Florida 33150 as the �Lillie M. Williams Head Start/Early Head Start Center at Arcola Lakes.�
