REPORT: Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Ms. Miriam Singer, Assistant Director, Internal Services Department, noted this proposal should be amended to reduce the amount of the allocation requested by Miami-Dade Transit from $700,000 to $400,000, and to change the total contract value to $1,138,000. Commissioner Suarez questioned whether this proposal included the use of People’s Transportation Plan (PTP) funds. Ms. Miriam Singer, Assistant Director, Internal Services Department, noted this proposal would use PTP and operating funds. Hearing no other questions or comments, the Committee proceeded to vote on this proposed resolution as amended.

RESOLUTION AUTHORIZING AWARD OF COMPETITIVE CONTRACTS AND CONTRACT MODIFICATIONS, AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXERCISE OPTIONS-TO-RENEW ESTABLISHED THEREUNDER FOR PURCHASE OF GOODS AND SERVICES, AND AUTHORIZING THE USE OF CHARTER COUNTY TRANSPORTATION SURTAX FUNDS [SEE ORIGINAL ITEM UNDER FILE NO. 112203]

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board authorizes award of competitive contracts and contract modifications, authorizes the County Mayor or County Mayor�s designee to exercise options-to-renew established thereunder for the purchase of goods and services, and authorizes the use of Charter County Transportation Surtax Funds.

This item was amended at the November 8, 2011 Internal Management and Fiscal Responsibility Committee Meeting to reduce Miami-Dade Transit�s allocation under Item 4 - Towing Services (County Vehicles) from $700,000 to $400,000.

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners approve the attached competitive contract modifications.
Contract amounts and department allocations represent the maximum spending authority based on past utilization. This action does not guarantee that the total contract amount/value will be expended by County departments and/or agencies.

Scope
The impact of the items in the accompanying Competitive Contract Modifications Package is countywide in nature.

Fiscal Impact/Funding Source
Funding will be expended only if departmental budgets can support the expenditures approved in their Resource Allocation Plan adopted annually by the Board. There is no additional fiscal impact beyond what is stated on the individual items in this package. Allocations have been rounded consistent with standard auditing practices.

Track Record/Monitor
There are no known performance issues with the vendors recommended for award in the Competitive Contract Modifications Package. Each department�s contract manager is reflected in the Competitive Contract Modifications Package.

Delegated Authority
If this item is approved, the County Mayor or County Mayor�s designee will have the authority to exercise, in their discretion, subsequent options-to-renew (OTR) and extend contracts for purchase of goods and services in accordance with the terms and conditions of the each contract.

MANAGER'S BACKGROUND
Background

COMPETITIVE CONTRACT MODIFICATIONS
A competitive contract modification is an award of a supplemental allocation for goods or services within the scope of the original contract award.

Item 1: Medical and Industrial Gases is to modify this contract to add an allocation funded by MDT Operating funds to allow the Miami-Dade Transit Department to purchase medical and industrial gases. The additional amount being requested is $5,000.


Item 2: Traffic Cones is to modify this contract to add an allocation funded by MDT Operating funds to allow the Miami-Dade Transit Department to purchase traffic cones. The additional amount being requested is $6,000.

Item 3: Various Laboratory Instruments is to modify this contract for additional spending authority to allow the Miami-Dade Police Department to continue purchase of lab instruments, equipment and related maintenance services. The additional amount being requested is $98,000.

Item 4: Towing Services (County Vehicles) is to modify this contract to add an allocation funded by MDT Operating funds to allow the Miami-Dade Transit Department to purchase towing services. The additional amount being requested is $400,000.
