TITLE
RESOLUTION APPROVING THE STATE ROAD CODESIGNATION OF NW 135TH STREET (STATE ROAD 916) FROM NW 7TH AVENUE TO NE 6th AVENUE AS �ROI HENRI CHRISTOPHE BOULEVARD� AND NW 135TH STREET (STATE ROAD 916) FROM NE 6TH AVENUE TO US HIGHWAY 1 (BISCAYNE BOULEVARD) AS �CAPOIS-LA-MORT BOULEVARD�

BODY
WHEREAS, during the 2005 regular session, the Florida Legislature passed House Bill 385, which codesignated NW 135th Street (State Road 916) from NW 7th Avenue to NE 6th Avenue as �Roi Henri Christophe Boulevard� and NW 135th Street (State Road 916) from NE 6th Avenue to US Highway 1 (Biscayne Boulevard) as �Capois-La-Mort Boulevard�; and WHEREAS, Henri Christophe was a key leader in the Haitian revolution, which succeeded in gaining independence for Haiti in 1804; and
WHEREAS, Henri Christophe was instrumental in creating the State of Haiti, a separate nation in the northern part of Haiti; and
WHEREAS, Henri Christophe was the leader of the State of Haiti until his death on October 8, 1820; and
WHEREAS, Capois-La-Mort was born into slavery in Port-de-Paix in 1766; and
WHEREAS, Capois-La-Mort began his military career in 1793, quickly climbing to the rank of Captain of the 3rd Battalion due to his heroic acts; and
WHEREAS, throughout his life, Capois-La-Mort was a model of extraordinary courage and bravery, until his death on October 19, 1806; and
WHEREAS, section 334.071, Florida Statutes, provides that the installation of road designation signs shall be contingent on the applicable county or city commission passing a resolution in support of the particular honorary road designation; and
WHEREAS, the designated portions of NW 135th Street are state roads located in the City of North Miami; and
WHEREAS, the legislation directs the Florida Department of Transportation to erect suitable markers for these street designations; and
WHEREAS, the City of North Miami supports the codesignation, and wants the County to install signage indicating this codesignation on county street signs and traffic signal mast arms (City of North Miami resolution attached and incorporated); and
WHEREAS, these codesignations are located in County Commission District 2,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Approves the State codesignations of NW 135th Street (State Road 916) from NW 7th Avenue to NE 6th Avenue as �Roi Henri Christophe Boulevard� and NW 135th Street (State Road 916) from NE 6th Avenue to US Highway 1 (Biscayne Boulevard) as �Capois-La-Mort Boulevard.�
Section 2. Directs the Clerk of the Board to send certified copies of this Resolution to the Secretary of the Florida Department of Transportation, the Clerk of the City of North Miami, the City Manager of the City of North Miami, the United States Postal Service, the Traffic Signals and Signs Division of the Public Works and Waste Management Department and Land Development/ Right-of-Way Division of the Public Works and Waste Management Department, the North Miami Police Department, and the Miami-Dade County Fire Rescue Department.
