REPORT: Vice Chair Bell noted once she discovered that Miami-Dade County was the only County within the State of Florida charging jurors to park, she immediately started working with the Administration on this item. She further noted the fiscal impact on the County would be approximately $172,000 annually, and this new policy would commence on October 1, 2013 for the next fiscal budget. She said that this item would provide free parking for any visit related to jury duty at the facilities owned and operated by this County, including on site and at Metro Rail stations away from the site. Vice Chair Bell thanked her colleagues for supporting this item. She said that the instructions and information on free parking for jurors would be printed on the jury summons.

TITLE
RESOLUTION ESTABLISHING COUNTY POLICY TO PROVIDE FREE JUROR PARKING AT COUNTY-OWNED AND COUNTY-OPERATED PARKING FACILITIES, INCLUDING, BUT NOT LIMITED TO, MIAMI-DADE TRANSIT METRORAIL PARKING FACILITIES, COMMENCING ON OCTOBER 1, 2013; AND DIRECTING COUNTY MAYOR TO INCLUDE RECOMMENDED PLAN FOR IMPLEMENTATION OF SUCH FREE JUROR PARKING POLICY IN MAYOR�S PROPOSED FISCAL YEAR 2013-14 COUNTY BUDGET

WHEREAS, Miami-Dade County is the only county in the State of Florida that charges its jurors for parking; and
WHEREAS, the County currently charges $5.00 a day for jury parking at County-owned and County-operated parking facilities; and
WHEREAS, the County wishes to recognize the important service our residents are preforming by participating in the judicial process; and
WHEREAS, it is estimated that the fiscal impact for providing free parking to jurors in County-owned and County-operated parking facilities is $172,000.00 annually, exclusive of Miami-Dade Transit Metrorail parking facilities; and
WHEREAS, this Board wishes to establish a policy to provide free parking at County-owned and County-operated parking facilities for persons called to report for jury duty and/or serve as jurors in the 11th Judicial Circuit of Florida, including Miami-Dade Transit Metrorail parking facilities, commencing on October 1, 2013; and
WHEREAS, this Board desires to direct the County Mayor or the County Mayor�s designee to analyze alternatives to provide free parking at County-owned and County-operated parking facilities for persons called to report for jury duty and/or serve as jurors in the 11th Judicial Circuit of Florida, including Miami-Dade Transit Metrorail parking facilities, and thereafter, to recommend the best plan for implementation of a free juror parking policy commencing October 1, 2013, which recommendation shall be included as part of the Mayor�s proposed fiscal year 2013-14 County budget; and
WHEREAS, the administration and the Clerk�s office have already commenced the preliminary work necessary to prepare a plan of implementation for such policy,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated in this resolution and are approved.
Section 2. This Board hereby establishes as its policy the provision of free parking at County-owned and County-operated parking facilities for persons called to report for jury duty and/or serve as jurors in the 11th Judicial Circuit of Florida, including, but not limited to, Miami-Dade Transit Metrorail parking facilities, commencing on October 1, 2013 (the ''Policy'').
Section 3. This Board hereby directs the County Mayor or the County Mayor�s designee to analyze alternatives to implement the free juror parking Policy, and to include the Mayor�s recommended plan for implementation of such free juror parking Policy as part of the Mayor�s proposed fiscal year 2013-14 County budget.
The plan set forth in the Mayor�s proposed budget shall at a minimum include details regarding: the fiscal impact of implementation the free juror parking Policy and the funding source(s) identified to fund the implementation; and logistical considerations, such as necessary amendments, if any, to the juror summons, and modifications to parking operations at the County-owned and County-operated facilities to properly identify jurors and exempt them from payment.
