TITLE
RESOLUTION DIRECTING THE MAYOR OR MAYOR�S DESIGNEE TO DEVELOP AND IMPLEMENT A DISTRIBUTION PLAN FOR THE PROMOTION OF THE MIAMI-DADE COUNTY�S MEMBER COUNTY AGREEMENT WITH THE NATIONAL ASSOCIATION OF COUNTIES (NACO) AND THE PRESCRIPTION DRUG PROGRAM THEREUNDER AND DISSEMINATION OF INFORMATION TO MIAMI-DADE COUNTY RESIDENTS REGARDING THE PROGRAM

WHEREAS, on November 16, 2010, this Board adopted Resolution No. R-1134-10 (the ''Resolution'') approving the execution of a Member County Agreement (''Agreement'') that allows Miami-Dade County as a member of the National Association of Counties (''NACO'') to participate in the NACO Discount Prescription Drug Program which is managed by CareMarkPCS Health, L.L.C. (the ''Prescription Drug Program''); and
WHEREAS, although the Agreement has not expired and is currently in effect, this Board is concerned that Miami-Dade County residents to a great extent are unaware of the Prescription Drug Program, or are not adequately knowledgeable of or better informed about the Prescription Drug Program�s tremendous prescription medication benefits that are available to them; and
WHEREAS, as the cost of prescription medications continues to rise, Miami-Dade County residents who are uninsured, underinsured or otherwise lack sufficient access to prescription drug benefits are faced with increased financial pressures on their families and household budgets as they seek to acquire medications to treat chronic and other illnesses, and, in some situations, causing residents to forego acquiring and taking prescribed medications; and
WHEREAS, by its adoption of the Resolution accessing the Prescription Drug Program, this Board took an initial step to provide a vehicle to assist those Miami-Dade County residents who lack prescription drug benefits and to assist residents in defraying the cost of prescribed medications; and
WHEREAS, this Board desires to increase participation in the Prescription Drug Program by better and increased promotion of the program and its benefits that are available to Miami-Dade County residents,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Directs the Mayor or Mayor�s designee to develop and implement a distribution plan, the goal of which is better and increased promotion of the Prescription Drug Program. The distribution plan, among other things, shall provide for the dissemination of brochures, pamphlets, booklets and other material related to the Prescription Drug Program at locations throughout Miami-Dade County where the County delivers services or distributes other types of written material or information to the public.
Section 2. Directs the Mayor or Mayor�s designee to report the status of the distribution plan within sixty (60) days of the effective date of this resolution at the Health and Social Services Committee regarding the steps taken to accomplish the purposes of this resolution.
