REPORT: First Assistant County Attorney Abigail Price-Williams read into the record the title of the foregoing proposed resolution. Chairwoman Sosa opened the public hearing and called for persons wishing to be heard on the foregoing proposed resolution. Commissioner Monestime asked for a moment of personal privilege to recognize the North Miami Councilwoman, Marie Erlande Steril. Mr. Mathew Becherer, President, Miami Speedway, 1 Speedway Boulevard, Homestead, appeared before the Board members and shared his experience in leading this team, which he commended on the way they handled this facility. He commented on the scope and scale of this project, and on the work with community stakeholders that must have been required to realize such an endeavor. He highlighted the positive impact of Mr. Ralph Sanchez on the community, and urged the Board to ensure that his legacy would live on by renaming this major thoroughfare Miami Speedway in honor of Mr. Sanchez’ dream. In conclusion, Mr. Becherer stated that on behalf of Mr. Al Garcia, Vice President, Miami Speedway, the remaining team, International Speedway Corporation, and senior management, he wanted to express full support for this proposed resolution. Ms. Patricia Sanchez, daughter of Mr. Ralph Sanchez, 1106 Placitas Avenue, appeared before the Board members on behalf of the Sanchez family and expressed her appreciation to the Board members for considering this proposed resolution which would give recognition to her father’s life work. She thanked Commissioner Moss for sponsoring this project and the commissioners, specifically Commissioner Souto for his friendship and support. She commented on her father’s quote, “If your dreams don’t scare you, they’re not big enough,” that encouraged many. In conclusion, Ms. Sanchez expressed her admiration for her father who was a businessman who never compromised his values, and a citizen of Miami-Dade County who truly cared for the community that offered him a home, and her hope that his legacy would impact generations to come. Chairwoman Sosa commended the work accomplished by Mr. Sanchez, and his commitment to his family. Ms. Carmen Baldilia, President, Operation Pedro Pan Grouping, appeared before the Board members and presented a proclamation in honor of Mr. Ralph Sanchez and his contributions, which she read into the record. Seeing no other persons wishing to appear before the BCC, Chairwoman Sosa closed the public hearing. Commissioner Moss thanked everyone who attended today’s (5/7) meeting to show support for this item. He also provided a brief overview of Mr. Sanchez’ history, specifically in 1983 when he founded the Grand Prix, Miami. He commented on Mr. Sanchez’ many contributions in working with County officials to build the Miami Homestead Motor Speedway. He noted Mr. Sanchez’ legacy would live on and stated that it was an honor to put forth this proposed resolution to rename SW 137 Avenue, Ralph Sanchez Speed Way. Vice Chair Bell commended the work of Mr. Sanchez and she congratulated his family. She noted it was her pleasure to be a co-prime sponsor for this item. Commissioner Souto spoke in support of this item and commended the work of Mr. Sanchez. Commissioner Bovo commended the work of Mr. Sanchez and noted he was a type of titan within the community. Hearing no further discussion, the Board members proceeded to vote on the foregoing proposed resolution, as presented.

TITLE
RESOLUTION CODESIGNATING THE PORTION OF SW 137TH AVENUE BETWEEN U.S. 1 AND ALEX MUXO BOULEVARD IN HOMESTEAD CURRENTLY KNOWN AS SPEEDWAY BOULEVARD AS ''RALPH SANCHEZ SPEEDWAY BOULEVARD'' AND URGING THE CITY OF HOMESTEAD TO JOIN IN THIS CODESIGNATION

BODY
WHEREAS, Mr. Ralph Sanchez, the founder of the Homestead-Miami Speedway who recently passed away, contributed significantly to the Miami-Dade economy by popularizing and bringing motor sports to the County; and
WHEREAS, Mr. Sanchez was the force behind bringing the NASCAR and Grand Prix races to the County; and
WHEREAS, Mr. Sanchez is credited with establishing South Florida as one of auto racing�s premier destinations and helping to revitalize the Homestead area following the devastating effects of Hurricane Andrew; and
WHEREAS, various news reports have heralded Mr. Sanchez as a Miami racing legend; and
WHEREAS, Section 2-1 of the Code of Miami-Dade County permits codesignation of a road to honor an outstanding individual, following research by the Commission Auditor on the outstanding individual and a public hearing on the co-designation; and
WHEREAS, Speedway Boulevard is the portion of SW 137th Avenue between U.S. 1 and Alex Muxo Boulevard (''Speedway Boulevard'') and is a County road located within the City of Homestead; and
WHEREAS, this proposed codesignation is located in County Commission District 9; and
WHEREAS, this Board would like to honor Mr. Sanchez�s lifetime accomplishments and his contribution to the Miami-Dade community by codesignating Speedway Boulevard as ''Ralph Sanchez Speedway Boulevard,''
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Having considered this matter at a public hearing, codesignates Speedway Boulevard, the portion of SW 137th Avenue between U.S. 1 and Alex Muxo Boulevard, as ''Ralph Sanchez Speedway Boulevard,'' hereby replacing the road name ''Speedway Boulevard'' with ''Ralph Sanchez Speedway Boulevard.''
Section 2. Urges the City of Homestead to join in this codesignation.
Section 3. Directs the Clerk of the Board to send certified copies of this Resolution to the Mayor of the City of Homestead, Members of the Homestead City Council, the City of Homestead Public Works & Engineering Department, the City of Homestead Police Department, the City of Homestead Development Services Department, the United States Postal Service, the Traffic Signals and Signs Division of the Miami-Dade Public Works and Waste Management Department, the Zoning and Platting Division of the Miami-Dade Department of Regulatory and Economic Resources, the Miami-Dade Police Department, and the Miami-Dade Fire Rescue Department.
