RESOLUTION APPROVING A CONTRACT AWARD RECOMMENDATION IN THE AMOUNT OF $349,656.55 TO PRO STRIPING USA CORP. FOR THE PEOPLE�S TRANSPORTATION PLAN PROJECT ENTITLED PAVEMENT MARKINGS INSTALLATION (PROJECT MCC 7040 PLAN � CICC 7040-0/07, REQUEST FOR PRICE QUOTATION NO. 20130178) AND AUTHORIZING THE USE OF CHARTER COUNTY TRANSPORTATION SURTAX FUNDS

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves the Contract Award Recommendation in the amount of $349,656.55 between Pro Striping USA Corp. and Miami-Dade County for the People�s Transportation Plan Project Entitled Pavement Markings Installation (Project MCC 7040 Plan � CICC 7040-0/07, RPQ No. 20130178) in substantially the form attached hereto and made a part hereof; and authorizing the use of Charter County Transportation Surtax Funds.

STAFF RECOMMENDATION
Recommendation
The attached Contract Award Recommendation for the People�s Transportation Plan (PTP) project entitled Pavement Markings Installation (Project MCC 7040 Plan - CICC 7040-0/07 Request for Price Quotation No. 20130178) in the amount of $349,656.55 to Pro Striping USA Corp., was prepared by the Public Works and Waste Management Department (PWWM) and is recommended for approval by the Board of County Commissioners (BCC).

This Contract Award Recommendation is placed for Committee review pursuant to Miami-Dade County Code Section 29-124(f).� This Contract Award Recommendation may only be considered by the BCC if the Citizens� Independent Transportation Trust (CITT) has forwarded a recommendation to the BCC prior to the date scheduled for BCC consideration or forty-five (45) days have elapsed since the filing with the Clerk of the Board of this contract award recommendation.� If the CITT has not forwarded a recommendation and forty-five (45) days have not elapsed since the filing of this award recommendation, I will request a withdrawal of this item.

Scope
The work to be performed under this Contract includes pavement markings and signage installation at various locations within Miami-Dade County.

Fiscal Impact/Funding Source
The fiscal impact will be approximately $349,656.55 and will be funded from Charter County Transportation Surtax Bond Sale Proceeds. The base contract amount is $300,809.42, with the total amount being inclusive of contingency and dedicated allowance amounts. There is no fiscal impact to operations or maintenance.

The proposed improvements qualify under the allowable work categories included in the PTP Neighborhood Improvements Section. The funding index code for this Project is, CPEPTP00PAVM (FY 2013-14 Adopted Capital Project 606910).

Delegation of Authority
No additional authority is being requested within the body of this Contract.

Track Record/Monitor
Pro Striping USA Corp. is performing work for PWWM at a satisfactory level. The Capital Improvements Information System (CIIS) database lists one (1) awarded construction contract from PWWM. The referenced database lists no contractor performance evaluations.


The Small Business Development Division (SBD) History of Violation�s report lists no violations for this contractor.

According to the Florida Department of State, Division of Corporations, Pro Striping USA Corp., Company Principal is Isidro A. Betancourt and the Company�s address is listed as 8163 NW 74 Avenue, Medley, Florida 33166.

Following PWWM�s standard operating procedures, after award of this Contract a pre-construction meeting will be scheduled. The person responsible for all PTP projects in PWWM is PTP Coordinator, Mr. Alejandro Martinez-Esteve, RA, LEED AP. Following completion of the award process, the project will be assigned to Mr. Joaquin Rabassa, Project Coordinator, for day-to-day responsibilities.

MANAGER'S BACKGROUND
Background
As part of the PTP Neighborhood Improvements initiative, PWWM continues to take advantage of various contracting mechanisms such as the Miscellaneous Construction Contracting process available under the MCC 7040 Program. Through this process, PWWM forwards a Request for Price Quotation (RPQ), by way of facsimile transmission, to a pool of pre-qualified Community Small Business Enterprise (CSBE) contractors for the respective trade. Additionally, all solicitations are available on-line through the Miami-Dade County portal under the �Procurement Solicitations� link. The project�s award evaluation is based upon the bid submitted by the lowest responsive, responsible bidder for the project.

PWWM staff determined that the scope of work for this Project qualified for a CSBE set-aside (Levels I, II and III). A Community Workforce Program Goal of ten percent has been established for this Project as several work locations fall within a Designated Target Area. On August 29, 2013, PWWM forwarded an RPQ for Pavement Markings Installation, utilizing the MCC 7040 Plan - CICC 7040-0/07 Contract, to a list of 616 pre-qualified firms. A total of one (1) firm purchased contract documents and three (3) firms proffered a bid.

On October 2, 2013, Pro Striping USA Corp. proffered the lowest responsive and responsible base bid of $300,809.42, 23 percent below the County�s cost estimate.�The second lowest bidder, Highway Striping, Inc. proffered a base bid of $355,081.00, nine (9) percent below the County�s cost estimate. The third lowest bidder, Berlo Industry, Inc. proffered a base bid of $554,616.53, 42 percent above the County�s cost estimate. Based on the results of the solicitation, PWWM issued a recommendation for award on October 24, 2013 for RPQ No. 20130178 to Pro Striping USA Corp., with the stipulation that approval for this project must be obtained from the CITT and the BCC.

The work to be accomplished for this project consists of, but is not limited to, furnishing all supervision, labor, required materials, equipment, and tools to perform all operations necessary for pavement markings and signage improvements. The work includes marking and remarking of existing streets and bike lanes at designated sites within the Miami-Dade County maintenance road system.
