TITLE
RESOLUTION AUTHORIZING ADDITIONAL TIME AND EXPENDITURE AUTHORITY IN A TOTAL AMOUNT UP TO $1,653,000.00 FOR CONTRACTS TO PURCHASE LAUNDRY SERVICES; FORENSIC CASEWORK FOR DNA ANALYSIS; AND TIRES; AND ADDITIONAL TIME AND EXPENDITURE AUTHORITY IN A TOTAL AMOUNT UP TO $133,936,000.00 FOR PREQUALIFICATION POOL CONTRACTS TO PURCHASE AIR COMPRESSORS, PARTS AND ACCESSORIES; VETERINARY AND PHARMACEUTICAL SUPPLIES; PARTS AND REPAIR SERVICES FOR TRANSIT BUSES AND OTHER SUPPORT EQUIPMENT; PUMPS AND MOTORS; AND SPECIALTY PURPOSE TRUCKS

BODY
WHEREAS, the County Mayor recommends to this Board to authorize additional expenditure authority for the purchase of goods and services,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:

Section 1. This Board authorizes additional time and expenditure authority as set forth in items 1.1 through 1.3 of the incorporated memorandum in an amount up to $1,653,000.00 for contracts to purchase laundry services; forensic casework for DNA analysis; and tires.

Section 2. This Board authorizes additional time and expenditure authority as set forth in items 2.1 through 2.5 of the incorporated memorandum in an amount up to $133,936,000.00 for prequalification pools to purchase air compressors, parts and accessories; veterinary and pharmaceutical supplies; parts and repair services for Transit buses and other support equipment; pumps and motors; and specialty purpose trucks.

Section 3. This Board authorizes the County Mayor or County Mayor�s designee to execute contracts for the items approved herein and exercise all provisions of the contracts contained therein in accordance with the terms and conditions of such contracts, Section 2-8.1 of the County Code, and Implementing Order 3-38.

Section 4. This Board authorizes the County Mayor or County Mayor�s designee to conduct spot bids, award subsequent contracts, and add vendors to the pool at any time, subject to ratification by the Board on a bi-annual basis, for the pools set forth in items 2.1 through 2.5 of the incorporated memorandum.

Prequalification Pool Contracts for Purchase of Goods and Services

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners (Board) authorize time extensions for a contract and prequalification pool, and additional expenditure authority, with authority to exercise option-to-renew (OTR) periods, as described below and in more detail in the accompanying attachments.

Section 1 - Time and Expenditure Authority Increase
The items in this section will increase time and expenditure authority for contracts to continue purchasing goods and services. The additional expenditure authority is for goods and services allowed under the original terms and conditions of the contract, but for which the funding necessary requires Board authorization. The total additional expenditure amount requested for these contracts is $1,653,000.

Item 1.1 � Laundry Services: Requests additional expenditure authority in the amount of $122,000 to allow the Juvenile Services Department to continue purchasing commercial laundry services.

Item 1.2 � Forensic Casework for DNA Analysis: Extends this contract for an additional six months so the Miami-Dade Police Department may continue to purchase forensic testing services. The amount requested for the six-month extension is $300,000.

Item 1.3 � Tires: Extends this contract for an additional four months so various County departments may continue to purchase tires for County-owned fleet. The amount requested for the four-month extension is $1,231,000.

Section 2 - Prequalification Pool Extension
The items in this section extend prequalification pools established for the purchase of goods and services, and increase expenditure authority. The total additional expenditure amount requested for the prequalification pools is $133,936,000.

Item 2.1 � Air Compressors, Parts, Accessories, Repairs - Prequalification: Requests additional expenditure authority in the amount of $2,000,000 to allow the Water and Sewer Department (WASD) to purchase a replacement 2,000-horsepower air compressor that has reached the end of its useful life for the South District Wastewater Treatment Plant

Item 2.2 � Veterinary & Pharmaceutical Supplies - Prequalification: Requests additional expenditure authority in the amount of $2,250,000 to allow the Animal Services Department to continue purchasing a variety of veterinary medical and pharmaceutical supplies.

Item 2.3 � Parts and Repair Services for Transit Buses and other Support Equipment - Prequalification: Extends this prequalification pool for an additional five years so Miami-Dade Transit and other County departments may continue to use this pool to purchase repair services, replacement parts, products and supplies for buses and support equipment. The amount requested for the five-year extension is $112,686,000.

Item 2.4 � Pumps & Motors, Purchase, Repairs and Parts - Prequalification: Requests additional expenditure authority in the amount of $12,000,000 to allow WASD to continue purchasing pumps, motors and related items.

Item 2.5 � Special Purpose Trucks - Prequalification: Extends this prequalification pool for an additional five years so the Internal Services Department may continue to use this pool to purchase special purpose trucks on behalf of various County departments on an as-needed basis. The amount requested for the five-year extension is $5,000,000.

The impact of the items is countywide in nature.

The allocations and funding sources, by department, is listed in the attached items.

Track Record/Monitor
There are no known performance/compliance issues with the vendors recommended for award in this package. Each department�s contract manager is reflected in the attached items.

Delegated Authority
If this item is approved, the County Mayor or County Mayor�s designee will have the authority to exercise all provisions of the contracts, Section 2-8.1 of the County Code and Implementing Order 3-38.

Additionally, upon approval of the item in Section 2, vendors will continue to participate in spot market competitions. The County Mayor or the County Mayor�s designee will have the authority to solicit pricing and award contracts up to an aggregate contract amount of the allocation authorized by the Board. The County Mayor or the County Mayor�s designee may also add qualified vendors to the pool at any time during the term of the contract, subject to bi-annual ratification by the Board.

Due Diligence
Due diligence was conducted in accordance with the Internal Services Department�s Procurement Guidelines to determine Contractor responsibility, including verifying corporate status and review of performance or compliance issues.� The lists referenced include�convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties.� There were no adverse findings relating to Contractor responsibility. This information is provided pursuant to R-187-12.
