REPORT: First Assistant County Attorney Geri Bonzon- Keenan read the foregoing proposed resolution into the record. It was moved by Commissioner Bovo that the foregoing proposed resolution be adopted as presented. This motion was seconded by Chairman Monestime, he then opened the floor for public comment and the following individuals appeared: Mr. William Clark 1155 NW 126 Street North Miami, FL, was honored that a park was being named after Dr. Woodard. He spoke highly about Dr. Woodard and labeled him a mentor, a father away from home, and a very strong presence in the community. Mr. Harlan Woodard, 1241 NW 99 Street Miami, FL, thanked the Commission for this honor ,thanked Commissioner Moss for his personal phone calls during his father’s sickness and he also thanked the members of the community for their efforts in bringing forth this moment of recognition. Commissioners Moss, Jordan, Sosa, Bovo, Edmonson, Diaz and Levine Cava requested to be added as co-sponsors for this item. Chairman Monestime thanked Mr. William Clark for all of his work in the community and for bringing this matter to the attention of the Board.

TITLE
RESOLUTION APPROVING THE NAMING OF TWIN LAKES PARK, LOCATED AT NW 99TH STREET AND NW 12TH AVENUE, MIAMI, FL 33147 IN DISTRICT 2, AS ''ARTHUR WOODARD PARK'', AFTER A PUBLIC HEARING, AND DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO INSTALL AN APPROPRIATE MARKER AT THE PARK INDICATING THE NAME OF THE PARK

BODY

WHEREAS, Arthur Woodard was born in Live Oak, Florida on July 30, 1928, and he moved to the Perrine area of Miami-Dade County as a toddler; and
WHEREAS, after graduating high school in 1946, Arthur Woodard served in the U.S. Army and attended Florida A&M, where he played and excelled on the football team and obtained a Bachelor of Science in Physical Education; and
WHEREAS, right away, Arthur Woodard and his wife moved to the small Florida panhandle town of DeFuniak Springs and taught at Tivoli High School; and
WHEREAS, at Tivoli High School, Arthur Woodard served as head coach of football, basketball, baseball, and track and was named Coach of the Year and inducted into the Florida High School Athletics Hall of Fame; and
WHEREAS, then, in 1968, Arthur Woodward, his wife, and his two children moved back down to South Florida where he first became the PE teacher at Allapattah Elementary School and then assistant football coach and athletic director at Miami Central High, assistant principal at Miami Edison and principal at Miami Douglas MacArthur High School-North, a position he held until his retirement in 1991; and
WHEREAS, Arthur Woodward knew that the key out of poverty was education, and he relentlessly pushed kids to do better and be better; and
WHEREAS, Arthur Woodard also cared about his community; after Hurricane Andrew devastated West Perrine in 1992, he helped lead efforts to host the Orange Blossom Classic Festival parade in West Perrine in 1994; and
WHEREAS, also, for decades beginning in 1969, he maintained a neglected patch of private land in his neighborhood so that families could use the lakefront property to play and picnic, and he hoped it would become a true County park; and
WHEREAS, it is only appropriate and fitting then, as the community approaches the one year anniversary of the death of Arthur Woodard on October 8, 2014, that this Board preserve his legacy and dream by naming Twin Lakes Park located at NW 99th Street and NW 12th Avenue, Miami, Florida 33147 (the �Park�) after him,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board, after a public hearing, desires to honor Arthur Woodard�s legacy by approving the naming of the Park as the �Arthur Woodard Park� and further directs the County Mayor or Mayor�s designee to install an appropriate marker at the Park indicating the designation and name of the Park.
