TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO STUDY THE ISSUE OF ACCEPTING PAYMENTS THROUGH MOBILE PAYMENT AND DIGITAL WALLET SYSTEMS AND TO PROVIDE A REPORT TO THE BOARD ON THE COST AND FEASIBILITY OF ACCEPTING SUCH PAYMENT METHODS AND WHETHER THE MAYOR RECOMMENDS THE IMPLEMENTATION OF SUCH A POLICY BODY WHEREAS, mobile devices, such as smartphones, wearable devices, and tablets, are increasingly being relied upon for a growing number of everyday tasks; and WHEREAS, in response to the public�s growing use and dependence on mobile devices, companies like Apple, Samsung, and Google have unveiled technology that allows their mobile devices to make secure transactions and thereby replace the magnetic stripe or chip technology on credit or debit cards; and WHEREAS, software developers, such as PayPal, Venmo, and Square, and financial institutions, such as Bank of America, JP Morgan Chase, and Well Fargo, have also developed apps that allow users to transfer funds via mobile devices; and WHEREAS, these innovations are frequently referred to as �mobile payment� or �digital wallet� systems; and WHEREAS, a growing number of retail establishments have begun accepting payments from mobile devices through �mobile payment� or �digital wallet� systems; and WHEREAS, enabling Miami-Dade County to accept payments from �mobile payment� or �digital wallet� systems has the potential to enhance convenience for members of the public in areas with high volumes of transactions, such as mass transit stations and County-operated tourist destinations; and WHEREAS, given that this technology is still relatively nascent, however, additional study on the cost, feasibility, and security of these systems is merited prior to the adoption of any of these new payment methods, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. The County Mayor or Mayor�s designee is directed to study the issue of Miami-Dade County accepting payments through �mobile payment� and �digital wallet� systems, and submit a report to the Board. The report shall, at a minimum, (1) determine the County departments or County-operated facilities that would most benefit from being able to accept payments through �mobile payment� and �digital wallet� systems; (2) assess the cost and feasibility of enabling Miami-Dade County to accept these payment methods at those locations; (3) evaluate the potential impact that acceptance of these payment methods will have on security, primarily whether they increase, decrease, or have no effect on the risk for identity theft; (4) provide information about other jurisdictions or current departments that have begun to accept these payment methods; and (5) advise whether, based on the foregoing, the County Mayor recommends accepting payments through �mobile payment� and �digital wallet� systems. Section 2. The County Mayor or Mayor�s designee is further directed to submit this report to the Board within 90 days of the effective date of this resolution and to place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65. |
