REPORT: Assistant County Attorney Bruce Libhaber read the foregoing item into the record. Commissioner Monestime suggested the Mayor’s office implement a plan to increase the progress made as a result of this program. Hearing no further comments or questions, the Council members proceeded to vote on the foregoing resolution, as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO DEVELOP A PLAN TO INCREASE THE LOCATION OF SHOTSPOTTERS IN AREAS OF ADDITIONAL CONCERN

BODY
WHEREAS, ShotSpotter is a high-tech gunfire detection system that uses a network of acoustic sensors in three high-incident geographic areas in unincorporated Miami-Dade County to track gunfire and alert the Miami-Dade Police Department (�MDPD�) to possible shootings in Miami-Dade County; and
WHEREAS, ShotSpotter employs qualified professionals to review each acoustic incident by listening to the recording to confirm suspected gunfire and, upon confirmation, notify the MDPD�s Real Time Crime Center; and
WHEREAS, within 45 seconds of firing of a gunshot, ShotSpotter notifies the MDPD of the incident and can transmit that data directly to the smart phones of officers; and
WHEREAS, in addition to providing the MDPD immediate notice of gunfire, ShotSpotter also provides detailed information regarding the gunshots to the MDPD including the latitude, longitude and street address of the recorded incident, the exact time of the gunshot, the number of shots fired, the position of the shooter, the speed of the bullet, the direction of the bullet and gunshot incident history and pattern analysis of the location; and
WHEREAS, ShotSpotter technology permits the MDPD to pinpoint specific locations, expedite response times to incidents, assist in the apprehension of suspects, and improve the collection of forensic gunshot evidence; and
WHEREAS, ShotSpotter enables the MDPD to quickly deploy officers in high-crime areas where gunshots are often unreported to the police; and
WHEREAS, on September 20, 2016, this Board approved Resolution No. R-845-16, Award of Acoustic Gunshot Detection Solution to ShotSpotter, Inc. to detect gunshots in three high incident geographic zones in unincorporated Miami-Dade County; and
WHEREAS, pursuant to the contract provisions with ShotSpotter Inc., the County may include additional gunshot detection zones at an additional cost; and
WHEREAS, Miami-Dade County would benefit from additional gunshot detection zones,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Directs the County Mayor or County Mayor�s designee to develop a plan to increase the locations of ShotSpotters in areas of additional concern. The plan shall include, among other relevant and related matters, identification additional areas of concern, the costs associated with placement of ShotSpotter in each area of concern and the identification of potential funding sources. The County Mayor or County Mayor�s designee is encouraged to collaborate with the State Attorney�s Office to develop the plan.
Section 2. Directs the County Mayor or County Mayor�s designee to provide a written report and the development plan explained in Section 1 above to this Board within 60 days of the effective date of this resolution and place the completed report and development plan on an agenda of the Board pursuant to Ordinance No. 14-65.
