TITLE RESOLUTION RETROACTIVELY AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO APPLY FOR, RECEIVE, ACCEPT AND EXPEND $200,000.00 IN GRANT FUNDS DURING COUNTY FISCAL YEARS 2017-2018 AND 2018-2019 FROM THE FLORIDA DEPARTMENT OF FINANCIAL SERVICES, DIVISION OF THE STATE FIRE MARSHAL OFFICE TO REBUILD MIAMI-DADE FIRE RESCUE SWEETWATER STATION 29; RETROACTIVELY AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO APPLY FOR, RECEIVE, ACCEPT AND EXPEND ADDITIONAL FUNDS SHOULD THEY BECOME AVAILABLE UNDER THIS GRANT PROGRAM AND TO ENFORCE ANY OF THE TERMS CONTAINED HEREIN BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board retroactively authorizes the County Mayor and County Mayor�s designee to: (1) apply for, receive, accept and expend funds during County Fiscal Years 2017-2018 and 2018-2019 from the Florida Department of Financial Services, Division of the State Fire Marshal Office in the amount of $200,000.00 to rebuild the Miami-Dade Fire Rescue Sweetwater Station 29; (2) apply for, receive, accept and expend future additional funds should they become available through the grant program performance period; and (3) to enforce any of the terms contained in the grant agreement documents. Gimenez Mayor Subject: Resolution Retroactively Authorizing the County Mayor to Apply For, Receive and Expend $200,000.00 in Grant Funds from the State of Florida Department of Financial Services, Division of the State Fire Marshal Office to Rebuild Miami-Dade Fire Rescue Sweetwater Station 29 During County Fiscal Years 2017-2018 and 2018-2019 STAFF RECOMMENDATION RECOMMENDATION It is recommended that the Board of County Commissioners (Board) approve the attached resolution retroactively authorizing the County Mayor or County Mayor�s designee to apply for, receive and expend approximately $200,000.00 in grant funds from the State of Florida Department of Financial Services, Division of State Fire Marshal Office for the Rebuilding of Miami-Dade Fire Rescue (MDFR) Sweetwater Station 29 during County Fiscal Years (FY) 2017-2018 and 2018-2019. The performance period is from July 1, 2018 through June 30, 2021. This agreement requires retroactive approval since MDFR received the award letter on April 16, 2018. SCOPE The grant will provide countywide services. FISCAL IMPACT/FUNDING SOURCE This grant will provide state funding of $200,000.00 from the State of Florida Department of Financial Services Division of State Fire Marshal FY 2018-2019. A local contribution of $1,800,000.00 from Miami-Dade Fire Rescue District FY 2018 -2019 Budget and $4,000,000.00 funds from the Sunshine State Financing will be available. In the event that costs are incurred as a result of either or both of the parties performing their duties or responsibilities under this Agreement, each party agrees to be responsible for their own costs. DELEGATION OF AUTHORITY The County Mayor or County Mayor�s designee is authorized to apply for, receive, and expend grant funds, and execute related documents to implement the grant program, which may be required by grant guidelines or to further the purpose described in the funding request. Also, the County Mayor or County Mayor�s designee is authorized to execute any necessary amendments and/or modifications to the application documents that relate to receiving grant funds. TRACK RECORD/MONITOR The grant award will be monitored by Lisset Elliott, Grants Manager for MDFR. BACKGROUND In 2018 the Florida Legislature appropriated funds to support local fire departments. Funding was allocated to the Division of State Fire Marshal for distribution during the State of Florida FY 2018-2019 in the Fixed Capital Outlay category 2367A under the Grants and Aids to Local Governments and Non-State Entities. MDFR was awarded funds from the Division of State Fire Marshal�s Office to rebuild MDFR Sweetwater Station 29. Due to the state road widening project, Sweetwater Station 29 was demolished and replaced with temporary trailers. This funding will partially fund MDFR to rebuild a permanent fire station to replace the temporary trailers. MDFR provides fire suppression and emergency medical services to a population of approximately 70,868 residents within Sweetwater and the surrounding communities. The station will be staffed 24 hours per day seven days a week with 8 uniform personnel; 3 firefighters and 1 officer on the engine, 2 firefighters and 1 officer on the rescue, and 1 Battalion Chief. This will be a reimbursement-based grant and the state will not pay for construction until the project is completed by MDFR. ________________________ Maurice L. Kemp Deputy Mayor |
