TITLE
RESOLUTION SUPPORTING THE EFFORTS OF UNITED STATES SENATOR MARCO RUBIO IN URGING UNITED STATES ATTORNEY GENERAL WILLIAM BARR TO CREATE A SPECIAL TASK FORCE TO INVESTIGATE AND PROSECUTE CRIMES COMMITTED BY VENEZUELA�S MADURO REGIME

BODY
WHEREAS, on June 7, 2019, United States Senator Marco Rubio (R � Florida), as a matter of regional stability and national security, sent a letter to United States Attorney General William Barr urging him to prioritize the investigation and prosecution of Nicol�s Maduro and his regime; and
WHEREAS, Maduro continues to illegitimately hold himself out as the president of Venezuela; and
WHEREAS, on January 23, 2019, Juan Guaid� became the legitimate interim president and head of the National Assembly of Venezuela; and
WHEREAS, this Board joined the United States and numerous countries in recognizing Juan Guaid� as the rightful interim president of Venezuela and will continue to recognize Venezuela�s legitimately elected National Assembly; and�
WHEREAS, the Maduro regime created an immense humanitarian crisis and continues to profit from its many crimes against Venezuela, its citizens, and humanity, including:
* Illegal mining and trafficking of minerals;
* Transnational drug trafficking;
* Theft of substantial sums of money from the Venezuelan government;
* Illegal detainment, torture, and murder of political opponents; and
* Providing safe haven to United States-designated Foreign Terrorist Organizations; and
WHEREAS, the Maduro regime threatens not only Venezuela and its citizens but also the United States and people well beyond the borders of Venezuela, including allies of the United States in the region, and is a threat to democracy, regional stability, and our own national security; and
WHEREAS, the consolidation of efforts into a special task force will allow the United States Department of Justice to more effectively support and empower its investigators and prosecutors to serve justice on the Maduro regime; and
WHEREAS, this Board has repeatedly taken steps to condemn the actions of the Maduro regime while supporting diplomatic efforts to promote democracy, human rights, and freedom in Venezuela; and
WHEREAS, this Board supports the creation of a special task force to investigate and prosecute crimes committed by the Maduro regime,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Supports the efforts of United States Senator Marco Rubio in urging United States Attorney General William Barr to create a special task force to investigate and prosecute crimes committed by Venezuela�s Maduro regime.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the members of the Florida Congressional Delegation.
