TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO USE LEGALLY AVAILABLE FUNDING SOURCES TO REQUIRE THE PLACEMENT OF HAND SANITATION STATIONS OR HAND SANITATION WIPES AT ALL MIAMI-DADE COUNTY BUILDINGS AND TRANSIT STATIONS, AS WELL AS ON ALL MIAMI-DADE COUNTY BUSES, TRAINS AND METROMOVER VEHICLES TO THE MAXIMUM EXTENT POSSIBLE; URGING ALL BUSINESSES OPERATING IN MIAMI-DADE COUNTY TO PROVIDE HAND SANITATION STATIONS OR HAND SANITATION WIPES TO EMPLOYEES AND CUSTOMERS

BODY
WHEREAS, on March 1, 2020, Governor Ron DeSantis issued Executive Order 20-51, directing the State Surgeon General to declare a Public Health Emergency due to the discovery of the coronavirus disease 2019 (�COVID-19�) in Florida; and
WHEREAS, March 9, 2020, Governor Ron DeSantis issued Executive Order No. 20-52, declaring a State of Emergency for the State of Florida due to COVID-19; and
WHEREAS, on March 11, 2020, the World Health Organization determined that the COVID-19 outbreak constitutes a pandemic; and
WHEREAS, on March 12, 2020, the Mayor of Miami-Dade County declared a State of Emergency for all of Miami-Dade County; and
WHEREAS, on March 13, 2020, the President of the United States declared a national emergency concerning the COVID-19 pandemic; and
WHEREAS, there is ongoing scientific investigation of COVID-19, including how the new coronavirus is spread and the risks of mortality of those who are infected; and
WHEREAS, according to the United States Centers for Disease Control and Prevention (CDC), while the exact role of direct and indirect spread of COVID-19 between people that could be reduced by hand hygiene is unknown at this time, hand hygiene for infection prevention is an important and necessary part of the U.S. response to the international emergence of COVID-19; and
WHEREAS, CDC recommendations reflect the important role of hand hygiene to prevent the transmission of a wide range of harmful pathogens, including COVID-19; and
WHEREAS, according to the CDC, hand hygiene, including hand washing or the use of alcohol-based hand sanitizers, to prevent infections is related to reductions in the number of viable pathogens that transiently contaminate the hands; and
WHEREAS, the CDC advises that laboratory data demonstrate that alcohol-based hand sanitizers inactivate viruses that are genetically related to, and with similar physical properties as, the virus that causes COVID-19; and
WHEREAS, Miami-Dade County buildings are used daily by Miami-Dade County residents, employees and the general public for essential government business; and
WHEREAS, Miami-Dade County transit facilities and vehicles, including transit stations, buses, trains, and metromover vehicles, are widely used by both residents of and visitors to Miami-Dade County; and
WHEREAS, this Board believes that placement of hand sanitation stations or hand sanitation wipes at Miami-Dade County buildings and transit stations, as well as on all Miami-Dade County buses, trains and metromover vehicles, would support the crucial role of hand hygiene to combat the spread of COVID-19 and other infections; and
WHEREAS, this Board wishes to further express the importance of hand hygiene by urging all businesses operating in Miami-Dade County to provide hand sanitation stations or hand sanitation wipes for all employees and customers,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Adopts the foregoing recitals as if fully set forth herein.
Section 2. Directs the County Mayor or County Mayor�s designee to use legally available funding sources to place hand sanitation stations or hand sanitation wipes at all Miami-Dade County buildings and transit stations, as well as on all Miami-Dade County buses, trains and metromover vehicles to the maximum extent possible.
Section 3. Urges all businesses operating in Miami-Dade County to provide hand sanitation stations or hand sanitation wipes to all employees and customers.
Section 4. Directs the Clerk of the Board to transmit a certified copy of this resolution to the president/chief executive officer of the Greater Miami Chamber of Commerce.
