TITLE and Members, Board of County Commissioners From: Carlos A. Gimenez Mayor Subject: Resolution Authorizing the County Mayor or the County Mayor�s Designee to Execute a Public Transportation Grant Agreement with the Florida Department of Transportation to Provide $335,000 for Parking Space Counter Systems at Northside and Santa Clara Metrorail Parking Garages STAFF RECOMMENDATION It is recommended that the Board of County Commissioners (Board) approve the terms of and authorize the County Mayor or County Mayor�s designee to execute a Public Transportation Grant Agreement (Agreement), in substantially the form attached hereto, with the Florida Department of Transportation (FDOT) to provide $335,000 in Park and Ride Lot Program funding for the installation of Parking Space Counter Systems at the Santa Clara and Northside Metrorail Stations. It is anticipated that Charter County Transportation Surtax (Surtax) funds may be used as the matching funds for this project. At the appropriate time, the contract intended to be funded with said matching Surtax funds, as well as any required amendments to the Five-Year Implementation Plan, will be forwarded to the Citizens� Independent Transportation Trust for its review and recommendation and subsequently to this Board for approval. Scope The project is within County Commission Districts 2 and 3, represented by Commissioner Jean Monestime and Chairwoman Audrey M. Edmonson, respectively. However, the impact of the project benefits the riding public and is, therefore, countywide in nature. Fiscal Impact/Funding Source The estimated project cost is $937,400; this Agreement will provide $335,000. The State Participation Rate is 50 percent and the required local match of $335,000 is anticipated to be provided using Surtax Funds for a total Agreement of $670,000. The additional $267,400 needed to complete this project will also be provided using Surtax funds. This project is included in the FY 2019-20 Adopted Budget and Multi-Year Capital Plan under Metrorail Stations and Systems Improvements (Project Number 2000000104 - Site Number 3002566). The estimated annual operating and maintenance cost for this project is $20,000 and will be funded out of the Department of Transportation and Public Works (DTPW) operating budget. Track Record/Monitor The Grant Manager for this Agreement is Ed Carson, Department of Transportation and Public Works (DTPW), Financial Services. Background The State Park and Ride Lot Program is authorized in Chapter 341 of the Florida Statutes and is designed to encourage the use of transit, carpools, vanpools and other high occupancy vehicle modes by providing safe and convenient parking facilities for commuters. The Parking Space Counter System is a stand-alone network of space available signs and controllers that integrate with commercially available vehicle detection equipment. Implementation of this project allows Metrorail customers to view real-time parking availability of these two additional stations integrated on the existing Transit GO app and Transit website. This project is consistent with federal, state and local initiatives, which uses technology to improve transit travel time and reliability. On June 18, 2013, the Board approved resolution R-486-13 authorizing the execution of an agreement with FDOT to provide $600,000 for the installation of Parking Space Counters and Real-Time Dynamic Message Signs system at five Metrorail Stations (Dadeland South, Dadeland North, South Miami, Earlington Heights and Okeechobee). The project has been completed at all five stations. This Agreement will provide $335,000.00 to install the Parking Space Counter Systems at the Santa Clara and Northside Metrorail parking garages. If the item is approved, the total State contribution to date for the Parking Counters at Metrorail Stations project will be $935,000. The Parking Counters at Northside and Santa Clara Metrorail Stations project is scheduled for completion in 2022.
