TITLE and Members, Board of County Commissioners From: Carlos A. Gimenez Mayor Subject: Resolution Retroactively Approving a 120-day No-Cost Extension for the Existing Intergovernmental Agreement between Miami-Dade County through the Community Action and Human Services Department and Florida International University Board of Trustees for the Completion of a Comprehensive Community Needs Assessment. STAFF RECOMMENDATION It is recommended that the Board of County Commissioners (Board) approve a 120-day no-cost extension, from May 1, 2020 through and including Monday, August 31, 2020, for the existing Intergovernmental Agreement (Agreement) between Miami-Dade County through the Community Action and Human Services Department (CAHSD) and Florida International University Board of Trustees (FIU) for the completion of a Comprehensive Community Needs Assessment, which is required for various grants, including, but not limited to, Head Start/Early Head Start and Community Service Block Grant. It is further recommended that the Board authorize the County Mayor or County Mayor�s designee to execute the First Amendment to the Agreement, in substantially the form attached hereto as Exhibit A. Scope FIU is conducting the Comprehensive Community Needs Assessment countywide. Fiscal Impact/Funding Source There is no anticipated fiscal impact to the County. The cost to complete the Comprehensive Community Needs Assessment is $125,000.00, including the extension period. Said amount is allocated in and will be paid from the current Head Start/Early Head Start and Community Services Block Grant program budgets. Track Record/Monitor This Agreement will be monitored by Annika S. Holder, Assistant Director of CAHSD, to ensure program and fiscal compliance with Agreement requirements. Background CAHSD is the largest provider of comprehensive social services in Miami-Dade County. CAHSD or its predecessor agency, has been a grantee for the Head Start program for more than 53 years and Early Head Start program for over 25 years. Additionally, for more than 55 years, CAHSD has been the designated Community Action Agency (CAA) for Miami-Dade County, one of 32 in the state of Florida. CAA designation is a requirement to receive Community Services Block Grant and other related funding. Both programs require a full comprehensive Community Needs Assessment every five years to retain existing funding and apply for new and expansion funding. On November 19, 2019, through Resolution No. R-1247-19, this Board ratified the County Mayor�s or County Mayor�s designee�s execution of the Agreement for the completion of a Comprehensive Community Needs Assessment. The assessment was expected to be completed by April 30, 2020. However, the coronavirus disease 2019 (COVID-19) pandemic disrupted the completion of the Comprehensive Community Needs Assessment. As such, an extension is necessary to complete the assessment. The parties have determined that 120 days, at no additional cost, will be sufficient for the completion of the required Comprehensive Community Needs Assessment. __________________ Maurice L.
