TITLE RESOLUTION APPROVING A LOCAL AGENCY PROGRAM AGREEMENT BETWEEN MIAMI-DADE COUNTY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION TO PROVIDE THE COUNTY WITH FUNDING IN AN AMOUNT OF UP TO $300,000.00 FOR THE DESIGN OF A BICYCLE IMPROVEMENT/BICYCLE ROUTE PROJECT ALONG NW 21 AVENUE FROM NW 41 STREET TO NW 83 STREET; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE SAME AND EXERCISE THE PROVISIONS CONTAINED THEREIN BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves a Local Agency Program Agreement between Miami-Dade County and the Florida Department of Transportation, providing for reimbursement to the County of up to $300,000.00 for the design of a bicycle improvement/bicycle route demonstration project along NW 21 Avenue from NW 41 Street to NW 83 Street, in substantially the form attached hereto and made a part hereof; and authorizes the County Mayor or County Mayor�s designee to execute same for and on behalf of Miami-Dade County and to exercise the provisions contained therein. HEADER Date: To: Honorable Chairman Jose �Pepe� Diaz and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Local Agency Program Agreement with the Florida Department of Transportation for a Bike Boulevard Demo Project � Model City/Brownsville STAFF RECOMMENDATION Executive Summary The purpose of this item is for the Department of Transportation and Public Works (DTPW) to obtain authorization from the Board of County Commissioners (Board) for participation in a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for a Bike Boulevard Demo Project in the Brownsville area for an estimated design cost of $300,000. Recommendation It is recommended that the Board approve the attached resolution authorizing the execution of the LAP Agreement with FDOT for the design and construction of a bicycle improvement and route project in the Brownsville area, along NW 21 Avenue from NW 41 Street to NW 83 Street. Scope The project is located within Districts 2 and 3, which are represented by Commissioners Jean Monestime and Keon Hardemon, respectively. Delegated Authority In accordance with Section 2-8.3 of the Miami-Dade Code related to identifying delegation of Board authority, there are no authorities beyond that specified in the resolution which includes authority for the Mayor and Mayor�s designee to execute the agreement and receive and expend these and any additional funds should they become available. Fiscal Impact/Funding Source This project will be included in the development of the FY 2022-23 Proposed Budget and Multi-Year Capital Plan, Volume 2, Program # 2000000543, Roadway and Bridge Miscellaneous Countywide Improvements and Project # 3003015, Bike Boulevard Demo Project Model City/Brownsville, NW 21 Avenue Corridor. The project is estimated to cost $1,100,000 and will be funded by FDOT. This LAP Agreement is only for the design phase of the project, which is estimated at up to $300,000. A subsequent agreement for construction will be submitted for the balance of the project cost. Track Record/Monitor Joan M. Fabian, P.E., DTPW Project Manager, Highway Division will be responsible for monitoring this project. Background The project consists of bicycle improvements along NW 21 Avenue from NW 41 Street to NW 83 Street. The improvements shall include bicycle pavement marking (sharrows and signs), refresh of all existing crosswalks and pavement markings, high-visibility crosswalks, Wayfinding Sign with distances for school and parks, bicycle destination signs, curb ramps, detectable warning surfaces, curb radius/bulb-outs, stop bar relocation (to improve visibility), new crosswalks and a traffic circle.
