WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board approves the funding of forty (40) grants for a total of $354,484 from the FY 1996-97 Tourist Development Council Grants Program-Room Tax Plan and Surtax Category to promote Dade County tourism by funding tourist-oriented cultural, sporting, television and special event/promotions as follows:

and authorizes the County Manager to execute grant agreements with each grantee for and on behalf of Dade County, Florida following County Attorney approval of form and legal sufficiency; and to exercise the cancellation provisions contained therein.

County Manager Recommendations

STAFF RECOMMENDATION
It is recommended that the Board approve the funding of forty (40) grants for a total of $354,484 from the Tourist Development Room Tax Plan and Surtax Category as recommended by the Tourist Development Council (TDC).

MANAGER'S BACKGROUND
The Dade County Tourist Development Council, chaired by Chairperson Gwen Margolis, convened on March 21, 1997 to review $878,700 in requests for funding assistance from forty-three (43) applicants. The Council recommended the funding of forty grant requests for a total of $354,484 from the Tourist Development Room Tax Plan and Surtax Category. The Council determined that the recommended grants would support tourist-oriented cultural, sporting, television and special event/promotions which would promote and enhance Dade County as an attractive tourist destination. The Tourist Development Council Grants Program provides funding assistance to organizations and projects which promote Dade County tourism by sponsoring tourist-oriented cultural, sporting, television and special event/promotions such as visual and performing arts including theater, concerts, recitals, opera, dance, art exhibitions, festivals and other tourist-related activities (Tourist Development Room Tax Plan of 1978, as amended, Part 2).

An executed grant agreement containing terms and conditions for the awarding of each grant will be negotiated with and signed by the grantee; submitted to the County Attorney for approval of form and legal sufficiency and, will subsequently be submitted for execution of the grant agreement by the County Manager or his designees.

Attached is a list of the applicant organizations, the respective projects and the grant amounts recommended by the Tourist Development Council.

10th Annual America's Birthday Bash

Bayfront Park Management Trust will host the 10th Anniversary edition of the annual America's Birthday Bash. Funds will be used to support advertising and promotions.

Champion Sports Productions, Inc. $19,000
Homestead Challenge

The Homestead Challenge promises to be the largest gathering of College Baseball Teams anywhere in the United States. Funds will be applied towards several components including marketing and promotion.

City of Miami Police Department $13,500
Host City Night

Funds are requested for the welcoming night of a major conference of Black Law Enforcement Executives. The event will "sell" Miami cultures, food, music, and entertainment. Funds will be used to fund sound and equipment, design and printing and other expenses.

Colombian American Service Association (C.A.S.A.),Inc. $6,000
Festival Independencia de Colombia

Funds will be used to support advertising expenses affiliated with Festival Independencia de Colombia. This festival will take place at Tamiami Park and feature the music and folkloric dances of Colombia.

Concert Association of Florida, Inc. $9,000
New York Philharmonic Latin American Tour Kick-Off

Funds are requested in support of artists' fees and marketing costs affiliated with the Dade County performance of the New York Philharmonic and the kick-off of its Latin American tour.

Creative Tennis Marketing, Inc. $15,000
Funds are requested for this major showcase of American Junior tennis which brings over 425 players. Funds will be used to support a variety of program items including marketing, commentators and staff expenses.

Family Christian Association of America, Inc. $8,000
FCAA International Sports Festival
Funding is sought for this annual event which will this year be anchored with an appearance of the Harlem Globetrotters basketball team. The event will include an array of sporting competitions for youths, ages 10 to 16 years.

Feria Internacional de Andalucia, Inc. $7,000
The International Fair of Andalucia
Feria Internacional de Andalucia is an event which celebrates the culture of Andalucia, the southern most region of Spain. Funds are requested in support of electrical installations for the venue.

Florida Dance Association, Inc. $3,000
Florida Dance Festival
The advance planning grant of $7,500 is requested to support the initial research and development of an international marketing campaign to promote the relocation of the Florida Dance Festival.

Florida International University-Athletic Department $2,000
FIU Women's Basketball Holiday Classic Tournament
Funds are requested to support hotel/lodging, advertising, radio broadcast, team guarantees, opening reception and other events for the FIU Holiday Classic.

Florida International University-Athletic Department $1,766
FIU Women's Basketball Sun & Fun Holiday Classic Tournament
Funds are requested for this tournament which brings women's basketball teams from around the nation to compete. Funds will be used to address marketing and other costs.

Florida International University/IPMCS $18,000
Third Interamerican Conference of Mayors
Funds are requested for the Third Interamerican Conference of Mayors, a gathering of more than 400 municipal leaders from all over the hemisphere. These funds will be used to address translation, space rental and travel for speakers costs.

Florida Shakespeare Theatre 1996-97 Season
Funds are requested in support of a season of 5 productions at the historic Biltmore Hotel.

Greater Miami Billfish Tournament, Inc. $7,322
The Greater Miami Billfish Tournament
Funds are requested in support of this large fishing tournament which kicks off the South Florida fishing season. Funds will be directed towards marketing costs.

Greater Miami Convention & Visitors Bureau, Inc. $24,000
MIDEM Latin America & Caribbean
MIDEM Latin America and Caribbean Music Market is one of the largest music industry trade shows in the world. The event draws record companies, publishers, agents, managers, artists, etc. Funds will be used towards special events coordination and marketing.

Greater Miami Host Committee, Inc. $10,000
Dade Day in Tallahassee
Funds are requested in support of a Paella Festival in Tallahassee during Dade Days.

Jamaica Awareness, Inc. $8,500
Miami Reggae Festival
Funds are requested towards marketing and artists' fees for this major celebration of reggae and other Caribbean music forms. This festival has grown to be one of the largest in the states and draws reggae music lovers from the Caribbean, Canada, and several states.

Links Foundation, Inc. $9,698
Wade in the Water Project
Funds are requested to support artistic, advertising and marketing consultant costs for the Smithsonian traveling exhibit "Wade in the Water: African American Sacred Music traditions" and to implement a comprehensive cultural and educational program for the project.

The 2nd Annual Sun & Sand International Kite Festival
Funds are requested in support of marketing expenses for this international festival of kite flying on South Beach.

Miami Beach Chamber of Commerce $7,500
10th Annual Taste of the Beach
The 10th Annual Taste of the Beach features culinary and ice sculpting demonstrations, farmer's market, health and fitness pavilion and two days of entertainment with an emphasis on jazz. Funds will be applied towards marketing, technical personnel and equipment rental.

Miami Chamber Symphony, Inc. $4,500
Miami Chamber Symphony World Premiere
The Miami Chamber Symphony is seeking support for musician's salaries for its world premiere concert featuring the Miami String Quartet performing new work.

Miami Hispanic Ballet Corporation $3,360
International Ballet Festival of Miami
Funds are requested for the 2nd Annual International Ballet Festival of Miami at the Dade County Auditorium on September 19-21, 1997. Funds will be used for technical/production expenses and space rental.

Miami Northwest Express Track Club, Inc. $8,000
22nd Annual Northwest Track & Field Classic
Funds are requested in support of this international sports event that involves male and female athletes 5 to 80 from the Caribbean, the United States and U.S. Virgin Islands. Funds will cover several areas of expenses affiliated with the tournament.

DanceAfrica Miami Festival
Funding for requested for travel, lodging and marketing aspects of the second annual "DanceAfrica Miami Festival." The "DanceAfrica" Festival is the largest annual assemblage of African-American dance, music and culture in the nation.

Miami/Bahamas Goombay Festival in Coconut Grove, Inc. $8,500
21st Annual Miami/Bahamas Goombay Festival
Funds are requested in support of the 3-day weekend Miami Bahamas Goombay Festival in Coconut Grove. This festival features food, music, arts & crafts and other special events. Ancillary activities include a golf tournament, sailing regatta, and scholarship beauty pageant.

Miss Universe, L.P., L.L.P. $35,000
The 1997 Miss Universe Pageant
The Miss Universe Pageant is an internationally recognized pageant that plans to bring 85 contestants and media representatives from all over the world. The show will air on the CBS television network and will be distributed by Paramount Pictures to 78 countries. Funds are requested for space rental at the Miami Beach Convention Center.

Museum of Science, Inc. $7,000
Atom's Family
Funds will be used to market this national touring exhibition about energy which will have its debut in Miami. This event will be produced in collaboration with NBC or CBS.

National Black College Alumni Reunion, Inc. $4,400
Black College Showcase
This event brings historically Black colleges and universities throughout the United States to South Florida for a weekend of workshops, seminars and a college fair. It also includes an "on-site" admissions session where students will have the opportunity to be accepted on-site.

New World Symphony, Inc. $2,800
New World Symphony's Free Concert at South Pointe Park
Funds are requested for the fourth annual free South Pointe Park concert, "The Portofino Classic," an event which features world-renown musicians, Broadway tunes and other popular music or light opera. Funds will be used towards marketing assistance.

North Dade Chamber of Commerce, Inc. $7,500
Fun 'n Florida Sun (Formerly Coconuts Festival)
The 7th annual festival at Haulover Beach Park is held on the second weekend in June and opens the summer season with a myriad of beachfront activities designed to promote the tropical lifestyle of Greater Miami and the Beaches. It includes an open ocean fishing tournament, scuba diving treasure hunt and reef sweep, watersports demonstrations, music and mainstage entertainment.

Orange Bowl Committee, Inc. $9,000
Orange Bowl Summer Splash
The focus of this event is to annually showcase the Greater Miami community to the country's leading collegiate commissioners, athletic directors and head football coaches and others while experiencing South Florida's finest golf courses. Funds will be used to address space rental, in-county, design and printing and signs.

Paula Carter's Pro Bowl-Homestead, Ltd. $5,683
Brunswick World Team Challenge
Approximately 500 hundred bowlers will come from all over the United States for this celebrated bowling tournament. Funds will be used to underwrite required sponsor fees for the tournament.

Performing Entertainment Through Education (P.E.T.E.) Inc. $4,000
Hallelujah Alive '97
Funds are requested to produce an exhibition of music, cultural art, dance, public speaking and other performances by national recording artists.

Radio Peace Catholic Broadcasting, Inc. $5,000
La Primera Feria Internacional de la Radio Y TV
This event will focus on media relations between Latin America, the Caribbean and Dade County. Funds will be used to address marketing and advertising.

Rodeo Association of Homestead, Inc. $2,700
48th Annual Homestead Championship Rodeo
Funds are requested for the 48th rodeo featuring seven events as well as other family activities at Harris Field. Funds are requested for marketing.

Saint Patrick's Day Committee, Inc. $7,100
St. Patrick's Day Parade and Festival
Funding will be used to support personnel, advertising, design and printing and concert fees for the St. Patrick's Day Parade.

Sunrise Community Promotions, Inc. $4,000
"The Lighter than Air Showcase of Performers" at the Great Sunrise Balloon Race
Funds will be used to support the cultural component of the annual Great Sunrise Balloon Race including staging, hotels, advertising and light and sound equipment, etc.

Teatro Avante, Inc. $8,500
XII International Hispanic Theatre Festival
The International Hispanic Theatre festival features productions of contemporary and classic works by Hispanic playwrights throughout the world. It will host 12-18 productions. Funds will be used for several aspects of the festival including marketing and lodging.

Tournament of the Americas, Inc. $3,322
Golf Tournament of the Americas
This is an international amateur tournament which brings players from 24 countries. Funds are requested in support of public relations.

University of Miami-Athletic Department $8,000
1997 NCAA Baseball Regional
Funds are sought to address several components of this baseball tournament which brings six teams from across the county to compete for a berth in the College World Series.
