Scope of Work: (Contractor must obtain and submit all permits prior to performing any work). The Little River (C-7) Basin Improvements Phase I Project Scope of Work for this contract consists of furnishing all supervision, labor, materials, tools, equipment and performing all operations required to construct the work in accordance with the contract documents. The County maintains approximately 168 miles of secondary canals which discharge into the South Florida Water Management District’s primary canal system. Canals that have eroded have a reduced capacity less than the original design. Improvements include raising top of bank elevations (enhance storage), removal of bottom sediment, filter fabric placement, upgrading culverts (enhance conveyance) and improving outfalls. Future conditions in a 2060 scenario with sea level rise have been used as a design criteria. This project includes survey, soil testing, design, permitting, construction and construction management. The work shall include removal of any vegetation, excavation of the top soil, installation of woven geotextile filter fabric, installation of bedding/rip-rap for rebuilding of the bank in accordance with these specifications and/or as directed by the Engineer. The contractor will provide copies of all receipts and weight tickets (in TONS) from the disposal site. In addition, Contractor will provide photos of the loaded trucks prior to the transport of debris/materials corresponding to its weight ticket/receipt from the approved disposal site. Temporary on-site staging of materials within the canal right-of-way may be allowed so long as it does not create a hazardous condition and upon prior approval by the Engineer. • The Contractor shall contract a surveyor to perform “pre and post” cross sections. • The Contractor shall remove and dispose of all debris, silt, litter, lumber, paper, auto parts, tree roots, and grass clipping, etc., from the designated areas in a legal manner to the satisfaction of the Engineer. No debris will be allowed to be stockpiled within public right-of-way, adjacent or on any private property. All debris shall be stockpiled in an approved staging site and the Contractor shall provide access to RER staff to inspect as needed. • The Contractor shall provide inlet protection. • The Contractor shall be responsible for obtaining all permits as well as preparing a Maintenance of Traffic Plan (M.O.T.) that shall be approved by the required permitting agency/agencies prior to initializing any work. The Contractor shall implement the approved M.O.T. prior to initiating work night or day. Furthermore, the approved plan shall be presented to the Engineer or Engineer’s Designee prior to initializing work as well. • The Contractor shall submit for approval by the Engineer a description of the type of materials and equipment to be used, and the method of procedure to be used in the performance of the work. • The Contractor shall submit As-built plans signed and sealed by a Professional Engineer. The Contractor shall abide by all conditions set forth on all the approved permits from Federal, State and Local governments that pertain to this project. The proposed sites for the work on this project will consist of improvement of approximately 2.1 miles of three secondary canals under Miami-Dade County control in the Little River (C-7) Basin including the Canal Spur, NW 127 Street Canal, and Spur Canal Spur No. 1 ( NW 118 Street to NW 119 Street). Miami Dade County reserves the right to decrease, increase or eliminate the raising of canal embankments located at or within any of the above areas mentioned. The proposed work must be performed by qualified personnel and in a professional and workmanlike manner in accordance with industry standards and practices.
