Scope of Work: (Contractor must obtain and submit all permits prior to performing any work). The project consists of furnishing all materials, labor, and equipment necessary to Upgrade to Sewage Pump Station No. 0469, including, but not limited to providing uninterrupted bypass pumping capabilities for the existing pump station flow during all construction time and until the new pump station is completely operational. The scope of work consists of demolition of an existing pump station which includes, trimming of any branches the existing tree in private property that overhang and interfere with the onsite work, this task must be performed by a certified arborist, removal of the existing wet well as shown in plan, demolition of the existing pump building, demolition of the existing emergency pump discharge box, equipment, piping, fittings, conduits and all other existing pump station appurtenances as deemed necessary; removal of 12” D.I.P. Gravity Sewer (influent) and portion of existing 6" D.I. Force Main. Removal, transport, and legal disposal of construction and demolition material debris, including asphalt pavements, concrete pavement, miscellaneous concrete, unsuitable and excess backfill material, pipes, valves, pumps, discarded electrical and mechanical equipment, and sod; and furnishing and placing suitable backfill as necessary. The project also includes, the furnishing and installation of permanent sheet piling; and devices to monitor vibration; furnishing and installing a new concrete wet well and valve vault with concrete protective coating and top slab with H-20 loading aluminum access hatch for the wet well and the valve vault; furnishing and installing a new dual 45 hp. submersible pumps and related equipment, all piping, fittings and appurtenances for a new pump station, discharge and emergency connection; furnishing and installing 39 LF of 12” P.V.C C-900 influent sanitary sewer line; providing new water service (BY City of North Miami Beach forces at Contractor’s expense), new water meter, new concrete slab, backflow preventer assembly, hose bibb and protective cover; furnishing and installing new control panel, electrical service and main disconnect, motor connection box and S.C.A.D.A. antenna, concrete slab and mounting structures. The contractor will install RTU enclosure and will coordinate with MD-WASD staff for the installation, start-up and testing of RTU. The contractor is also responsible for the implementation and maintenance of a Storm Water Pollution Prevention Plan; and will provide an MOT Plan; start up and testing; and other appurtenant and miscellaneous items and work as necessary for a complete, satisfactory, and fully functional installation. Pumping Station 0469 is located at 16425 Biscayne Blvd, North Miami Beach, Section 16, Township 52S, Range 42E, Miami-Dade County, Florida. EXPERIENCE REQUIREMENTS P16277 UPGRADE TO PUMP STATION NO. 0469 1.01 MINIMUM REQUIREMENTS OF THE BIDDER A. License Requirements 1. At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active: a. Certificate of Competency from the County's Construction Trades Qualifying Board as a General Engineering Contractor or as a Pipeline Engineering Contractor. The Pipeline Engineering Contractor shall subcontract with a qualified contractor any work which is incidental to the pipeline specialty but is specified in the aforementioned Code as being the work of other than that of the Engineering Specialty for which certified or b. Certification, as a General Contractor or as an Underground Utility and Excavation Contractor or as a Plumbing Contractor, provided by the State of Florida Construction Industry Licensing Board, pursuant to the provisions of Florida Statutes Chapter 489.115. B. Experience 1. In addition to the license requirements in Section 1.01, A above, the Bidder must have successfully completed the installation of a minimum of two (2) pump stations within private property Pump Station Easements within the last five (5) years, meeting the following requirements: a. Experience shall include the installation of an eight (8) feet diameter and fifteen (15) feet deep wet well (minimum), valve vault and sanitary sewer connections greater than twelve (12) feet of depth, while utilizing the installation of sheet piling, dewatering and/or commercial divers. b. In addition to submittal requirements stated elsewhere, to qualify for work on this Contract the Bidder shall be experienced in raw sewage pump station construction, including the installation of submersible pumps, and medium voltage electrical power systems. The Bidder shall also be experienced in the installation of concrete wet wells over fifteen (15) feet deep utilizing shoring, sheet piling, and similar shoring systems, working within utility easements, and construction methods to minimize noise, dust, and other impacts to surrounding residential neighborhoods. 2. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project's Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in the public right of-way is similar in detail to the Project's Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by: a. Providing a detailed description of at least three (3) projects similar in detail to the Project's Scope of Work described in these Solicitation Documents and in which the Bidder's identified personnel is currently engaged or has completed within the past ten (10) years. List and describe the aforementioned projects and state whether the work was performed for the County, other government clients, or private entities. For each project listed, the pipe installation shall have been completed and accepted by the project owner prior to the bid submittal date. The description must identify for each project: 1) The identified personnel and their assigned role and responsibilities for the listed project 2) The client’s name and address including a contact person and phone number for reference. 3) Description of work 4) Total dollar value of the contract 5) Contract duration 6) Statement or notation of whether Bidder's referenced personnel is/was employed by the prime contractor or subcontractor, and 7) For completed projects, provide letters of certification of final acceptance or similar project closure documentation issued by the client and available Contractor's performance evaluations. 3. The County reserves the right to request additional information and/or contact listed persons pertaining to the bidder’s experience.
