1.04 DESCRIPTION OF WORK
The project consists of furnishing all materials, labor, and equipment necessary
to upgrade Sewage Pump Station No. 0150, including, but not limited to,
providing uninterrupted by-pass pumping capabilities for the pump station peak
flow during all construction times and until the new pump station is completely
operational and accepted by the Department. The current dry/wet well
configuration will be converted into a submersible pump station. Removal top
section of existing wetwell, removal of portion of existing force mains;
demolition of portion of the existing dry well pump station structure including,
but not limited to the following: the existing pumping equipment and
appurtenances, piping and fittings, conduits, and all other items deemed
necessary to be removed; site preparation, clearing and grubbing as
necessary; furnishing and installing new valve vault structure including
concrete top slab and access hatch. Furnishing and installing new wet well top
slab and hatch. The project scope includes furnishing all labor, material and
equipment including, but not limited to, furnishing and installing 6-inch ductile
iron pipe, valves and fittings for sewage force main; making a connection to the
existing 6-inch force main; perform maintenance of traffic (as required);
temporary and permanent paving repairs (as required) Contractor shall
maintain the site clear of construction and demolition material and debris,
including concrete pavement, miscellaneous concrete, unsuitable and excess
backfill material, pipes, valves, pumps, disposal of product water, and
discarded electrical and mechanical. Contractor must provide transportation
and legal disposal of all discarded material, site preparation, clearing and
grubbing as necessary.
The project also includes furnishing and install two (2) new submersible pumps
Flygt NP3202.095 w/unclog impeller diameter 290 mm, 45 horsepower motors
New concrete top slabs for the valve vault and wet well, and access hatches
continuous traffic rated H20, all pipe, fittings, and appurtenances for the new
pump station and valve vault including all discharge piping, emergency pump
out piping connections, backflow preventer and hose bibb; furnish and install
new control panel, service entrance rated main circuit breaker, meter can, main
disconnect switch, motor connection box, power and control conduits and
wiring, raceways and grounding system, and the required concrete slabs and
mounting structures. Furnish and install the RTU enclosure (provided by the
Department) and the SCADA antenna. The project shall include site restoration
to existing or better conditions new landscape, pump station start up and
testing, and any other appurtenant and miscellaneous items and work for a
complete, satisfactory, and functional installation. Sewage Pump Station 0150
located at 9560 N.W. 25 Street Doral, FL 33172, Section 33, Township 53 S,
Range 40 E.
A. It is the intent of the Department to obtain a complete and working installation
under this Project and any items of labor, equipment or materials which may
reasonably be assumed as necessary to accomplish this end shall be supplied
whether or not they are specifically shown on the Plans or stated herein.
1.07 MINIMUM REQUIREMENTS OF THE BIDDER
A. Qualifications shall be submitted with the Bids. Submit experience history with a
minimum of references along with the bid. The work shall have been completed
with the Contractor’s own forces or key personnel.
B. The Contractor shall submit to WASD at the time of submitting the bid, name of
the Manufactured and the time it takes to create a product and deliver it to the job
site, if the Bids submitted without entry the name of Manufactured and the Lead
Time, will be considered non-responsive. (if apply)

Contracts
A. License Requirements
1. At the time of Bid and pursuant to the requirements of Section 10-3 of
the Code of Miami-Dade County, Florida and these Solicitation and
Contract Documents, the Bidder must hold a valid, current, and active:
a. Certificate of Competency from the County's Construction
Trades Qualifying Board as a General Engineering Contractor or
as a Pipeline Engineering Contractor. The Pipeline Engineering
Contractor shall subcontract with a qualified contractor any work
which is incidental to the pipeline specialty but is specified in the
aforementioned Code as being the work of other than that of the
Engineering Specialty for which certified;
or
b. Certification, as a General Contractor or as an Underground
Utility and Excavation Contractor, provided by the State of
Florida Construction Industry Licensing Board, pursuant to the
provisions of Florida Statutes Chapter 489.115.
B. Primary Trade Related Work
1. CICC 7040 MCC Contracts - CICC 7360 MCC Contracts:
a. In accordance with "Issuance of Work Under the Contract" and
"Subcontracting of Work: Post Award", E., of the "Special
Conditions," this Project might be considered a multiple trade
project. None of the primary trade related work shall be
subcontracted. Only ancillary work required to complete this
Project may be subcontracted with prior approval from the
Department and the Miami-Dade County Internal Services
Department.
2. Open Competitive Contracts:
a. This Project might be considered a multiple trade project. None
of the primary trade related work shall be subcontracted. Only
ancillary work required to complete this Project may be
subcontracted with prior approval from the Department
Joint Participation Agreements (JPA) - Interlocal Master Agreements
A. License Requirements

1.08 MINIMUM CONSTRUCTION EXPERIENCE OF THE CONTRACTOR
A. With his bid, the successful Bidder shall submit proof that his/her firm has at least
the minimum successful contract experience as required below for this Contract
being bid. Such proof shall consist of a list of projects, completed prior to the bid
date, with the names and telephone numbers of the owners or representatives that
the OWNER can contact to confirm the listed experience.
B. In addition to submittal requirements stated elsewhere, to qualify for work on
this Contract, the Bidder shall be experienced in raw sewage pump station
construction, including the installation of submersible pumps, and medium voltage
electrical power systems.
C. The Bidder must have successfully completed the installation of a minimum of
two (2) pump stations within private property Pump Station Easements within the
last five (5) years.
D. The Bidder must demonstrate that it has full-time personnel with the necessary
experience to perform the Project’s Scope of Work. The Bidder shall provide a list
of no less than three (3) references who can confirm that the bidder has
successfully upgraded pump stations. Each reference shall include the following:
contact’s name, telephone number, e-mail address, and location of pump
stations
E. The experience of key senior personnel with other firms may be counted toward
the experience requirement, if acceptable to the ENGINEER. Should such
evidence not be satisfactory to the ENGINEER, whose decision shall be final.
F. The Bidder or Bidder’s By-pass Pumping subcontractor or vendor shall have
established, operated and maintained at least three (3) successful by-pass
pumping operations, including at least (1) by-pass pumping operation receiving
flows from two different Manholes. The Contractor shall have had primary
responsibility for the by-pass operation and the operation shall have been
completed successfully without spills or overflow. Submit experience history with
the Bid Package. A Prime Contractor may bid the project with a qualified
subcontractor that will be responsible for the by-pass pumping operation. The
qualifications of the subcontractor shall be submitted with the bid. The Prime
Contractor shall be responsible for having the qualified subcontractor for the
duration of the project, no change to the qualified subcontractor used for by-pass
pumping shall be made without the approval of the Engineer
.
G. In the event a firm is established by executives, supervisors and other senior
field staff (key employees) that would have met these minimum experience
requirements with a prior firm, OWNER reserves the right to qualify the firm
based on OWNER's sole determination and evaluation of the knowledge and prior
experience of these key employees employed by the new firm. The experience of
key senior personnel with other firms may be counted towards the experience
requirement, if acceptable to the ENGINEER. Should such evidence not be
satisfactory to the ENGINEER, whose decision shall be final, the bid will be
considered non-responsive, and the second lowest bidder will be considered for
award. The qualifying proof shall be submitted in a separate sealed envelope with
the bid.
H. Experience
1. In addition to the license requirements in Section 1.01, A above, the
Bidder must have a minimum of three (3) years of experience, under its
current business name (which can include the experience of key
supervisory employees that would man the project), in the construction of
roadway / horizontal projects of similar scope and scale involving public
right-of-way construction / installation / repair / replacement of main water
distribution systems and/or main sanitary sewer collection systems, and
maintenance of vehicular traffic, supported by references for three (2)
projects completed within the past five (5) years. Submitted reference
Projects must demonstrate that the Bidder served as the Prime
Contractor for the referenced Projects provided.
2. The Bidder must demonstrate that it has full-time personnel with the
necessary experience to perform the Project's Scope of Work. This
experience shall include work in successfully completed projects
performed by the identified personnel whose bulk of work performed in
the public right-of-way is similar in detail to the Project's Scope of Work
described in these Solicitation Documents. Demonstrate the experience
requirement by:
a. Providing a detailed description of at least three (2) projects
similar in detail to the Project's Scope of Work described in these
Solicitation Documents and in which the Bidder's identified
personnel is currently engaged or has completed within the past
five (5) years. List and describe the aforementioned projects and
state whether the work was performed for the County, other
government clients, or private entities.
For each project listed, the pipe installation shall have been
completed and accepted by the project owner prior to the bid
submittal date.
The description must identify for each project:
1) The identified personnel and their assigned role and
responsibilities for the listed project
2) The client name and address including a contact person
and phone number for reference
3) Description of work
4) Total dollar value of the contract
5) Contract duration
6) Statement or notation of whether Bidder's referenced
personnel is/was employed by the prime contractor or
subcontractor, and
7) For completed projects, provide letters of certification of
final acceptance or similar project closure documentation
issued by the client and available Contractor's
performance evaluations.
3. The County reserves the right to request additional information and/or
contact listed persons pertaining to bidder's experience.
