Scope of Work: (Contractor must obtain and submit all permits prior to performing any work). A. The project consists of furnishing all drawings, obtaining permits, and providing all materials, labor, and equipment necessary to replace the existing built-up roofs for building facilities located at the Alexander Orr Water Treatment Plant to include, but not limited to, removal and disposal of existing roof materials, providing a temporary/permanent roof and furnishing and installing a new 3-ply modified bituminous built-up roof system as manufactured by GAF or equal. The Bidder shall field-verify the actual scope of work and the amount of materials required to complete the work as shown on the drawings and as specified herein before submitting a bid. The project includes but is not limited to providing the necessary activities to obtain roofing permit approval for each roof in the scope of this project and ensure compliance with the requirements of the Miami-Dade County Building Department and other relevant agencies or jurisdictions. These activities include, but are not limited to, preparing the permit application, and submitting a comprehensive roofing package containing shop drawings, wind test results, and other relevant documents to obtain an approved permit. All documentation required for permitting purposes shall comply with the Florida Building Code. B. Provide an Asbestos Abatement Contractor to safely and legally remove all the existing asbestos-containing materials (ACM) roofing materials, where required. C. Remove all roofing materials and/or appurtenant structures. D. Replace all lightweight insulating concrete per Specifications. E. Load, transport, and dispose of removals. F. Furnish and install new permanent/temporary roofs, new insulating lightweight concrete, and new built-up bituminous roofing systems. G. Provide a new lightning protection system for all roofs under this project’s scope. H. Restore site to existing or better condition; together with all other miscellaneous items and appurtenant work for a complete, functional and satisfactory installation of the project. I. Provide a 20 year guarantee (NDL) no dollar limit warranty with an “Enhanced Wind Coverage,” (Wind Rider) by the manufacturer for winds in excess of 120 mph minimum, including hail, hurricanes, tornadoes, covered by the warranty. J. The Project shall be done in three Phases: Priority Groups 1, 2, and 3 as described in the Sequence of Construction. K. These specifications and drawings are the Design Criteria for Work on the existing roofs. L. The general requirements for this project are, but not limited to, the following: 1. Additional bidding requirements: a. Review all job requirements. b. Perform field inspections of the existing conditions. c. Inform the owner in writing of any site condition deficiencies that will prevent the contractor from performing the work or meeting the requirements. Otherwise, the contractor shall accept the visible conditions. d. In submitting a proposal, the contractor assumes full responsibility for the design, drawings, and obtaining permits for each of the roofs, including but not limited to, reporting any discrepancies, errors, inconsistencies, omissions, or code violations in the criteria drawings, except for those reported by the contractor to the Design Criteria Provider (DCP) and Owner during the proposal period. e. After the proposal period, the contractor is awarded the project and forever waives any and all rights and additional compensation and/or time extensions based on the aforesaid discrepancies, errors, inconsistencies, omissions, or code violations. Miami-Dade has released all rights to Criteria Drawings. M. Once awarded the project, the Contractor shall perform the following before starting the design: 1. Review project criteria specifications and scope of work. 2. Visit and inspect each roof, to field conditions and take measurements. 3. Review the following testing completed: a. Core test for roofing material make-up. b. Testing provided. 4. Review the results of the tests listed above with the contractor selected roofing manufacturer’s requirements, including warranty. 5. Hire the services of a qualified, licensed structural engineer to provide wind pressures for every roof in the scope of work. 6. Hire the services of a qualified, licensed architect or engineer to sign & seal any drawings required by the building department, for every roof in the scope of work. 7. Review asbestos surveys for each roof. Hire a Florida licensed asbestos abatement contractor to remove the material and follow all requirements of governing bodies having jurisdiction. Coordinate with Mr. Jose Tovar, Environmental Compliance Supervisor, for Asbestos & Industrial Waste Compliance (786-402-7603). Coordinate the sequence of work with the Construction Manager. 8. Submit Drawings and Specifications for each roof for review to MDWASD. 9. Meet with the owner’s representative or Construction Manager to review construction lay down space and job operation that can’t be disturbed. The contractor shall document in drawings and specifications the Work to be performed and submit it to the Owner (WASD) for approval before starting the Work. 10. Submit a Certified Construction Health and Safety Plan (CHSP), to the owner for information that is project-wide and applicable to all WASD facilities where work is being performed. 11. Submit a site plan with a sequence of project operations and impact to the site to the owner for approval before starting the work; follow the phasing plan provided in the Sequence of Construction section. (Priority 1, 2, and 3.) 12. Collaborate with MDWASD Safety Officer and complete the necessary General Safety Orientation and Training for working on MDWASD job sites. N. The contractor shall perform the following during the design phase: 1. Provide a complete set of drawings for every roof, indicating the roof system, remedial work, and roof details approved by the roofing manufacturer. 2. Submit the design to the owner for review and approval. 3. Obtain a permit from the building department for all work in scope. 4. Provide new sloping material, drainage, and overflow scuppers, as necessary, to meet the requirements of the FBC and roof manufacturer’s requirements. O. Requirements for code compliance: 1. The contractor shall design and provide work that meets the HVHZ requirements of the Florida Building Code, latest version, chapter 15, applicable HVHZ roofing application standards, and all requirements of the governing bodies having jurisdiction. 2. All roofs shall have a valid and current Miami-Dade County product control approval or Notice of Acceptance (NOA). Roofs shall be installed per the manufacturer's instructions and per requirements of Miami-Dade County NOA, ASCE, and Miami-Dade County product control approval. Florida Building Code Evaluation accepted by Miami-Dade County Product Approval. P. Requirements for the building department: 1. Complete the building department roofing application. a. Provide all requested information, including, but not limited to, description of work, drawings, license, and insurance. b. Obtain the Owner’s or Owner representative’s signature for application. c. Have the application notarized by a notary public of the State of Florida. 2. Submit roof package of drawings and test reports (Miami-Dade County Notice of Acceptance). 3. Any other document or submission required at the time of permitting. Q. The Contractor shall perform the following: 1. Provide new lightweight concrete material, as necessary, to meet slope and the requirements of the FBC and roof manufacturer’s requirements. 2. Provide materials and finishing to acquire the conditions necessary to attain a roof warranty and a Wind Rider for 120 mph winds described in the specifications. 3. Provide new roofing for every roof in scope, as described, to meet the requirements of the FBC. 4. For wall finishes that are damaged or disturbed during the roofing work, the Contractor shall provide new finishes to match the existing. See specifications for 09240 cement plastering and 09911 exterior painting. 5. Replace all roof drains and strainers with new ones. 6. Contractor to have the roof manufacturer provide a roofing inspection and a written report for the following roof installation stages: a. Roof Substrate Completion. b. Temporary/permanent roof (required). Mineral Cap Sheet required. c. Lightweight concrete base, d. ¼-inch Board applied with Oly-bond, e. Installation of two HW 25 Smooth Layers, f. Mineral Cap Sheet, g. 2 SB Coatings, h. Flashings, and i. Final. R. If the following conditions are discovered during construction, the contractor shall perform the following tasks: 1. If the structure that supports the roof systems is unsound, the contractor shall notify the owner immediately in writing.
