Preston and Hialeah Water Treatment Plant CCTV Inspection and Cleaning of Drains and Process Pipe

The Project consists of cleaning the inside of Water Treatment Plant pipelines that have become partially or fully blocked by water treatment byproduct materials. The work of this project shall include, but is not limited to, field locating the existing main; obtaining the services of a pipe cleaning specialist to remove the partially or fully blocked water treatment byproduct material from the pipeline; pressure jetting to remove hardened material; using internal pipe cutters or a milling machine to remove hardened material; utilizing other methods to remove or soften the water treatment byproduct material; planning the work to allow for successful cleaning and preventing damage to treatment plant pipelines; performing CCTV inspection as part of the cleaning operations; collecting the discharge material from the pipeline and stockpiling as directed by plant Operations; excavation to expose pipe and cutting for a cleaning opening; coordination with plant Operation for field locations; cutting the pipe; installing clamp upon completion of cleaning work; removing and replacing damaged valve at cleaning location; replacing pipe section; coordination with WASD forces; field exploration and planning of work; backfill and compaction; and all other appurtenant and miscellaneous items and work for a complete and fully functional installation. The project is located at the Hialeah Treatment Plant – 700 W 2nd Ave, Hialeah, FL 33010 & the Preston Water Treatment Plant – 1100 W 2nd Ave., Hialeah, FL 33010 Experience 1. In addition to the license requirements in Section 1.01, A above, the Bidder must have a minimum of three (3) years of experience, under its current business name (which can include the experience of key supervisory employees that would man the project). Submitted reference Projects must demonstrate that the Bidder served as the Prime Contractor for the referenced Projects provided. a. Bidder shall have cleaning equipment to include hydraulic jetters, cutters and CCTV equipment. The equipment shall be capable of cleaning water plant pipelines of 4 to 12-inches. b. Bidder shall have at least 3 years of experience cleaning and CCTV of pipelines. c. Bidder shall have performed cleaning and CCTV inspection on at least 100,000LF of pipeline. 2. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project's Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in the public right-of-way is similar in detail to the Project's Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by: a. Providing a detailed description of at least three (3) projects similar in detail to the Project's Scope of Work described in these Solicitation Documents and in which the Bidder's identified personnel is currently engaged or has completed within the past ten (10) years. Bid submission must be electronic, through the Trimble Unity Construct (eBuilder) Bid Portal, with a hard copy sent to WASD postmarked within one (1) business day of the bid submittal date, mailed to WASD [3071 SW 38th Avenue, Suite 107, Miami, FL 33146] The original Bid Security (in the form of a bid bond or cashier’s check) MUST be delivered to WASD, at the address above, BEFORE the bids are opened. Failure to deliver the original will result in the bid submission being rejected as non-responsive. Invited bidders should have received an Invitation to Bid with an Invitation Key linked to the Invitee’s email address. Upon request, an invitation can be sent to multiple email addresses within the same company. However, if multiple bids are submitted by the same company, ALL submitted bids will be rejected. The bid set includes electronic bid instructions. Training on electronic bid submission is available every Monday from 9 – 10 and every Wednesday from 1 – 2. The RFI cut-off date is five (5) business days prior to the bid due date Contractor must refer to the Request for Price Quotation (RPQ) and associated project documents for the detail Scope of Work.
