Removal and Replacement of Sanitary Sewer Gravity Mains at Various Locations in Miami Dade County

This project involves providing all labor and equipment for the removal and replacement of existing 8-inch through 12-inch-diameter gravity sewer mains on a full-reach or point-repair basis. It also includes the removal and replacement of sewer laterals, including new lateral installations when necessary and approved by the Construction Manager, as well as all other related and miscellaneous items to ensure a complete, functional, and satisfactory gravity system installation. The project includes furnishing and installing sanitary sewer manholes, reconnecting existing service laterals and restoring pavement and other infrastructure affected during construction. Work also includes traffic control, temporary and permanent paving, proper disposal of removed materials, and other related tasks to ensure the project is completed successfully. The work shall be performed at various locations throughout Miami-Dade County, under different work orders, as ordered by the Department. This is a non-exclusive contract, and as such, the Department does not guarantee that the full amount of the Contract will be issued to the Contractor. The actual number of Work Orders assigned will be at the Department's discretion and will depend only on its needs. License Requirements 1. At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida, and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active: a. Certificate of Competency from the County's Construction Trades Qualifying Board as a General Engineering Contractor or as a Pipeline Engineering Contractor. The Pipeline Engineering Contractor shall subcontract with a qualified contractor any work which is incidental to the pipeline specialty but is specified in the aforementioned Code as being the work of other than that of the Engineering Specialty for which the Contractor is certified. or b. Certification, as a General Contractor or as an Underground Utility and Excavation Contractor, provided by the State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115, Florida Statutes. Experience 1. In addition to the license requirements, Bidders are required to submit proof that his/her firm has three (3) separate independent crews available for the duration of the Contract. Bidders shall provide crew information with their Bid submittal. The three independent crews shall be available at all times unless otherwise approved by the Department. 2. The Contractor shall have available one (1) independent pipeline removal and replacement crew; one (1) Post CCTV Video Inspection Crew, and one (1) Restoration. Each of them will be required to work simultaneously, for at least a portion of the contract period. 3. The Bidder must have a minimum of five (5) years of experience, under its current business name (which can include the expertise of key supervisory employees that would man the project), in the construction of roadway / horizontal projects of similar scope and scale involving public right-of-way construction/installation/repair/replacement of main water distribution systems and/or main sanitary sewer collection systems including gravity sewer service laterals with assemblies, and maintenance of vehicular traffic, supported by references for three (3) projects completed within the past ten (10) years. Submitted reference Projects must demonstrate that the Bidder served as the Prime Contractor for the referenced Projects provided. 4. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project's Scope of Work. This experience shall include work on completed projects conducted by the identified personnel, whose bulk of work is performed in the public right-of-way and is similar in detail to the Project's Scope of Work described in these Solicitation Documents. Failure to deliver the original will result in the bid submission being rejected as non-responsive.
