A. Work under this Contract includes furnishing of all supervision, labor, materials, tools, equipment and performing all operations required to construct the Work in accordance with the Contract Documents.
The project is for the installation of electronic LCD signage in the Metromover Stations.
LOCATION OF WORK:
A. This is a work order driven contract. The locations of work to be performed under the terms of this Contract have been tentatively listed as follows:
The Metromover stations where the LED signs will be installed are:
1. 10th Street

6. Adrienne Arsht Center
7. Bayfront
8. Brickell
9. College Bayside
10. College North
11. Financial
12. First Street
13. Freedom Tower

B. The County may update the work site list subsequent to the Award of this Contract by adding, deleting, or substituting with comparable sites. The combined total cost for all work authorized by the Work Order(s) shall not exceed the Contract Award amount.
All hardware and software necessary to complete the project as well as programming services will be supplied by the Contractor.
The contractor must integrate the new signage with an existing signage control system provided by B&C Transit and must have B&C Transit, Inc. provide the configurations to the existing electronic signage controllers to fully integrate the new LCD signs into the existing Metromover systems.
Note: Work within the Metrorail Stations is not included in the Scope of Work in this Project.
Technical Certification:
LICENSE REQUIREMENTS:
At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active:
A. Certificate of Competency for Electrical Contractor, as required by the Florida Building Code, for the types of Work covered by the Contract at the time of RPQ submission and maintain same throughout the duration of the project. The certificate(s) is to be issued by:
1. The State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115 of the Florida Statute and registered with the Miami-Dade County, Building Department or,
2. The Dade County Construction Trades Qualifying Board, pursuant to the provisions of Section 10-3(a) of the County Code. Holders of Miami-Dade County Certificates of Competency must also hold Certificates of Registration issued by the State of Florida Construction Licensing Board, pursuant to the provisions of Section 489.115 or Section 489.117 of the Florida Statutes.
B. Proof of such Certificate(s) must be submitted at the time of initial response and maintained current throughout the contract period. The County may request proof of continued certification at any time during the contract period. Failure to provide such proof within five (5) working days from notification by the County shall result in the removal from the contract and the rejection of any current or future RPQ bid submissions.
C. Subsequent to the commencement of the Contract, Miami-Dade County may require specific qualifications based on a Project’s scope of work. Such requirements will be included within the Request for Price Quotation.
CONTRACTOR’S MINIMUM QUALIFICATIONS/EXPERIENCE:
This project requires specialized equipment and license requirements to include a State of Florida Electrical Contractor. The project is considered a closed and interconnected system, which requires that the work be completed by the same Contractor.
The Contractor must be able to pull in a Master Permit. In addition, the Contractor is required to have a minimum of three years of experience with Electrical Power Systems in a Transit environment including Power Cables and Fiber Optic installation, termination and testing, equipment installation, testing and commissioning for revenue service; have previously worked on Electronic Signage and SCADA systems
Additional Qualifications:
1. Electrical Contractor (Primary)
2. A minimum of 3 years of experience with commercial electrical Systems in a Transit environment including cabling, installation, testing and commissioning for revenue service.
3. Previously worked on Electronic Signage.
4. Previously worked on SCADA systems.
5. Work with a Test Plan to verify integration with the existing signage system in the Metrorail and Metromover stations and at Central Control.
EXPERIENCE REQUIREMENT:
1. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project’s Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in the Public Right-of-Way is similar in detail to the Project’s Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by:
a. Providing a detailed description of at least three (3) projects similar in detail to the Project’s Scope of Work described in these Solicitation Documents and in which the Bidder’s identified personnel is currently engaged or has completed within the past five years. List and describe the aforementioned projects and state whether the work was performed for the County, other government clients, or private entities. The description must identify for each project:
1) The identified personnel and their assigned role and responsibilities for the listed project
2) The client's name and address including a contact person and phone number for reference
3) Description of work
4) Total dollar value of the contract
5) Contract duration
6) Statement or notation of whether Bidder’s referenced personnel is/was employed by the prime contractor or subcontractor, and
7) For completed projects, provide letters of certification of final acceptance or similar project closure documentation issued by the client and available Contractor’s performance evaluations.
2. The County reserves the right to request additional information and/or contact listed persons pertaining to bidder’s experience.
INDEMNIFICATION AND INSURANCE REQUIREMENTS:
The Contractor shall furnish to Department of Transportation and Public Works, 111 NW 1 Street, Miami Florida 33128, Certificate(s) of Insurance which indicate that insurance coverage has been obtained which meets the requirements as outlined below:
1. Worker’s Compensation Insurance for all employees of the Contractor as required by Florida Statute 440.
2. Commercial General Liability Insurance in an amount not less than $1,000,000 per occurrence, and $2,000,000 in the aggregate, in the aggregate, not to exclude Products and Completed Operations. Miami-Dade County must be shown as an additional insured with respect to this coverage.
3. Automobile Liability Insurance covering all owned, non-owned and hired vehicles used in connection with the work, in an amount not less than $1,000,000 combined single limit per occurrence for bodily injury and property damage.
4. Pollution Liability insurance, in an amount not less than $1,000,000 covering third party claims, remediation expenses, and legal defense expenses arising from on-site and off-site loss, or expense or claim related to the release or threatened release of Hazardous Materials that result in contamination or degradation of the environment and surrounding ecosystems, and/or cause injury to humans and their economic interest.
5. Professional Liability Insurance in an amount not less than $1,000,000 per claim.
