  REPORT: Prior to the roll call, Deputy Clerk Jovel Shaw announced Commissioner Heyman submitted a written notice of her absence from today�s (3/3) Board of County Commissioners (BCC) Regular and Special Meetings.

Following a roll call, Chairwoman Edmonson convened the Board meeting at 9:34 a.m.; followed by the Pledge of Allegiance.

The following Board members were present at roll call: Commissioners Bovo, Levine Cava, Diaz, Higgins, Martinez, Monestime, Moss, Suarez, Vice Chairwoman Sosa and Chairwoman Edmonson.

Mayor Carlos Gimenez was also in attendance.

  PRESENTATION OF A PROCLAMATION TO THE MIAMI MARLINS FOR THE MARLINS OPENING DAY Presented
  REPORT: Commissioner Martinez, on behalf of the County Administration and Board of County Commissioners, presented a proclamation declaring March 26, 2020, as Miami Marlins Opening Day.

Commissioner Higgins spoke about the economic and social impact of the Miami Marlins on the community.

Miami Marlins Chief Executive Officer (CEO) and part owner, Derek Jeter, accepted the proclamation on behalf of the Miami Marlins and thanked the administration and BCC for their continued support. He announced Ms. Joana Martinez was invited to sing the National Anthem on opening day.

  REPORT: Commissioner Diaz, on behalf of the County Administration and Board of County Commissioners, presented a proclamation to Super Bowl Host Committee Chairman, Rodney Barreto, in recognition of all his hard work and noted Miami hosted the most number of Super Bowls in the nation to date.

  SPECIAL PRESENTATION HONORING JOANA MARTINEZ FOR HER EXTRAORDINARY PERFORMANCES ON THE HIT NBC TELEVISION SHOW �THE VOICE� AND REPRESENTING MIAMI-DADE COUNTY WITH A HIGH DEGREE OF EXCELLENCE Presented
  REPORT: Chairwoman Edmonson, on behalf of the County Administration and Board of County Commissioners (BCC), presented a proclamation to Ms. Joana Martinez declaring today (3/3) as Joana Martinez Day for her extraordinary performances on �The Voice� and for representing Miami-Dade County with a high degree of excellence.

Commissioner Sosa on behalf of the Board of County Commissioners presented Ms. Martinez with the �Keys to the County� in recognition of her accomplishment on �The Voice.�

Commissioner Martinez spoke about his daughter�s sacrifice, drive and determination to participate in �The Voice.�

Dr. Miguel Balsera, Principal for Miami Arts Studio, commented on Ms. Martinez�s commitment to completing her assignments on time and maintaining all �A�s� in spite of her participation in �The Voice.�

Ms. Martinez thanked her family, friends and teachers for their love, support and guidance.

  CITIZEN�S PRESENTATION BY MARILYN STEPHENS, ASSISTANT REGIONAL CENSUS MANAGER FOR AN UPDATE REGARDING THE 2020 CENSUS EFFORTS IN MIAMI-DADE COUNTY Presented
  REPORT: Ms. Marilyn Stephens, Assistant Regional Census Manager, recognized and commended Commissioner Bovo for his efforts in encouraging and promoting resident participation in the United States (US) 2020 Census. She spoke about the impact and importance of the census on everyday life and noted the theme for the 2020 Census was �Shape your future.�

Ms. Stephens gave a PowerPoint presentation highlighting:

~ Uses of census data;

~ Methods employed by the Census Bureau to optimize self-responses for the 2020 census;

~ The 12 Non-English languages supported by internet response toll and call centers;

~ Important Census dates and process for responding;

~ Subjects on the 2020 Questionnaire

Ms. Stephens reviewed the process for households which refuse to self-respond and stressed the importance of including children in the census count. She pointed out the census impacted the allocation of resources such as childcare services and noted all data collected through the census was protected by law. Ms. Stephens commented on the importance of participation of the immigrant community in the census, regardless on legal status in the Country, and reiterated all information collected was protected by the United States (US) Patriot Act.

Commissioner Bovo requested he be added as a co-prime sponsor for the foregoing item and noted in addition to the County�s libraries; several municipalities, universities and schools agreed to make their library computers accessible to residents without computers, internet access or limited connectivity to complete the census.

Commissioner Bovo advised his colleagues that he would be hosting a sunshine meeting alongside Chairwoman Edmonson on March 5, 2020 to meet with religious leaders to discuss how they could encourage their congregations to participate in the census and noted he would also be holding press conferences on March 12, 2020 and April 1, 2020; the first day the US Census Bureau was scheduled to begin sending out invitations by mail to residents to respond to the 2020 Census and the due date for completing the census. He recognized the County�s Regulatory and Economic Resources (RER) Department for attending all census related events and prepping speakers and disseminating critical information related to the census. Commissioner Bovo stated he was honored to serve on the 2020 Census Statewide Complete Count Committee and said he was hopeful Miami-Dade County�s participation in the 2020 Census would ensure all residents were properly accounted for and result in proper funding and allocation of resources to support the community.

Chairwoman Edmonson recognized and thanked Commissioner Bovo for his leadership and service on the Miami-Dade County 2020 Census Task Force.

  CITIZEN�S PRESENTATION BY RYAN RAMIREZ REGARDING THE JUVENILE DIABETES RESEARCH FOUNDATION (JDRF) WALK THAT WILL BE TAKING PLACE ON MARCH 14, 2020 Presented
  REPORT: Commissioner Diaz introduced Ryan Ramirez and invited him to talk about his fund raising efforts for the Juvenile Diabetes Research Foundation (JDRF) Walk scheduled for March 14, 2020.

Ryan Ramirez appeared before the Board and spoke of his efforts as a JDRF ambassador and Type One juvenile diabetic patient to raise money to fund research and find a cure for Type One diabetes. He noted his team raised over $60,000.00 last year for JDRF and thanked the Board for their continued support. Mr. Ramirez informed the Board members that JDRF helped fund $6 million in research grants to the University of Miami to advance existing devices and create new devices which would help diabetic patients in their daily lives and stated he hoped the funds would ultimately lead to the finding of a cure.

Mr. Ramirez noted some of the funds were also used to host educational events such as �TypeOneNation Summit� and community outreach events and spoke of his role as an advocate for all juvenile Type One Diabetes patients and his mission to raise awareness about the disease and how it impacts families.

Ms. Jody Ramirez praised her son�s continued dedication and ongoing commitment to bring awareness to Type One Juvenile Diabetes.

Commissioner Diaz recognized Ryan Ramirez�s tireless work as an advocate for Type One Juvenile Diabetes patients and challenged his colleagues to match or exceed his donations to the JDRF.

Commissioner Sosa indicated her intention to allocate $5000.00 to JDRF and thanked Ryan for his presentation today and for continuing to educate the public about Type One diabetes.

Chairwoman Edmonson and Commissioners Bovo and Moss each allocated $5000.00 to JDRF.

Commissioner Martinez indicated he would allocate $1.00 more than the maximum donated amount.

Commissioners Levine Cava and Higgins pledged to support the JDRF.

Mr. Ramirez provided the Board members with information regarding Team Ashley�s Army and Ryan�s Rangers JDRF One Walk 2020 and JDRF socks fundraisers.
 
1F REPORTS OF OFFICIAL BOARDS  
1G REASONABLE OPPORTUNITY FOR THE PUBLIC TO BE HEARD AS PROVIDED IN RULE 6.06  
  REPORT: County Attorney Abigail Price-Williams announced in accordance with Rule 6.06 of the Board�s Rules of Procedure, members of the public would now have the reasonable opportunity to be heard regarding non-public hearing propositions before the Commission which had not been subject to a previous opportunity to be heard. She noted that members of the public would be given an opportunity to speak on public hearing items under Section 5 of the Agenda when the item was called.

Chairwoman Edmonson opened the reasonable opportunity for the public to be heard and the following individuals appeared before the Board:

1. Mr. Michael Finney, President and CEO of the Miami-Dade Beacon Council (MDBC), 80 SW 8th Street, Miami FL, appeared in support of Agenda Item 11A20 and spoke about the importance of tourism to the economic growth and success of the County. He noted MDBC worked together with the Greater Miami Convention and Visitor�s Bureau (GMCVB) to identify business leaders visiting the County to establish informal communication which may lead to future business and employment opportunities.

2. Ms. Ashley Shapiro, Sponsorship Director for the South Beach Wine and Food Festival (SBWFF), 2105 N. Miami Avenue, Miami FL 33127, spoke in favor of Agenda Item 11A20 and pointed out the SBWFF was supported by the GMCVB and tourism tax dollars. She reported SBWFF brought over sixty five thousand visitors to the County and estimated the economic impact exceeded $34 million dollars annually.

3. Mr. Jerry Libbin, President and CEO of the Miami Beach Chamber of Commerce, 1125 N. Shore Drive, Miami Beach FL 33141, appeared in support of Agenda 11A20.

4. Mr. Bruce Orosz, (no address provided), Chairman of GMCVB, appeared in support of Agenda 11A20 and spoke about the work done by the GMCVB.

5. Mr. Bill Talbert, (no address provided), President and CEO of GMCVB, appeared in support of Agenda Item 11A20. He stressed the importance of the work done by the GMCVB and how House Bill 7097 would negatively impact the Bureau and tourism in the County.

6. Ms. Wendy King, 1361 NW 94th Way, Coral Springs FL 33071, appeared on behalf of Friends of Miami-Dade Detainees in opposition of Agenda Item 2B2.

7. Ms. Elizabeth Taylor-Martinez, Councilwoman for the Village of Virginia Gardens, 3941 NW 59th Avenue, Virginia Gardens FL 33166, appeared regarding Agenda 2B2 and inquired and urged the Board to consider developing a transportation plan for released inmates from the newly proposed jail facility.

Mayor Gimenez reassured the Board members that the administration was in the process of developing a plan which would ensure released inmates were transported back to their homes.

8. Ms. Wendy Kallergis, (no address provided) President and CEO of the Greater Miami and the Beaches Hotel Association, appeared in support of Agenda Item 11A20 and the negative impact House Bill 7097 would have on hospitality jobs throughout the County.

9. Mr. Gene Prescott, (no address provided), Owner of The Biltmore Hotel, appeared in support of Agenda Item 11A20.

10. Mr. Jahdiel Murray, 3870 NW 171 Terrace, Miami Gardens FL 33055, spoke in opposition Agenda Item 2B2.

Chairwoman Edmonson recognized the presence of Silvia Castellanos, Assistant to Governor Ron DeSantis, at today�s (3/3) BCC meeting.

11. Ms. Rodnika Cockroft, 2350 NW 140th Street, Miami FL 33054, appeared on behalf of Dream Defenders in opposition of Agenda Item 2B2.

12. Ms. Valencia Gunder, 797 NW 74th Street, Miami FL 33150, spoke against Agenda Item 2B2.

13. Ms. Helen Pena, 446 NE 72nd Street, Miami FL 33178, appeared on behalf of FemPower in opposition of Agenda Item 2B2. She pointed out many inmates suffer from mental health issues and mass incarceration did not address those issues.

Chairwoman Edmonson recognized the presence of State Representative Barbara Watson and City of Miami Springs Councilwoman Maria Mitchell at today�s (3/3) BCC meeting.

14. Ms. Alana Greer, 3000 Biscayne Boulevard, Miami FL, appeared on behalf of the Community Justice Project in opposition of Agenda Item 2B2.

15. Ms. Maya Ragsdale, 1045 10th Street, Miami Beach FL 33139, spoke against Agenda Item 2B2.

16. Ms. Dorothy Jean-Claude, 264 NE 142nd Street, Miami FL 33161, appeared on behalf of New Florida Majority in opposition of Agenda Item 2B2.

17. Mr. Landon Kinchelow, 4730 Pinetree Drive, Miami Beach FL spoke about his personal experience with the legal justice system and why he opposed Agenda Item 2B2.

18. Ms. Audrey Wright, 9337 NW 2nd Place, Miami Shores FL 33150, appeared in opposition of Agenda Item 2B2.

19. Ms. Melissa Taveras, 321 NE 26th Street, Miami FL 33137 spoke against Agenda Item 2B2 and urged the Board to invest monies on community programs instead.

20. Ms. Meena Jagannath, 3000 Biscayne Boulevard, Miami FL, appeared on behalf of the Community Justice Project in opposition of Agenda Item 2B2. She noted the County had more pressing priorities on which the monies could be allocated such as investing in affordable housing solutions and community programs.

21. Ms. Cristina Blanco, Chief Communications and External Affairs Officer for United Way of Miami-Dade, 3250 SW 3rd Avenue, Miami FL 33129 appeared in support of Agenda Item 11A20.

22. Ms. Jeanne Baker, 1717 N. Bayshore Drive, Miami FL, appeared on behalf of the ACLU of Miami in opposition of Agenda Item 2B2. She proceeded to cite the report prepared by the entity entitled �Unequal Treatment: Racial and Ethnic Disparities in Miami-Dade Criminal Justice� published in 2019 which documented the racial disparities found in pre-trial detention. (Copies of the report were distributed to the Board members.)

23. Mr. Theophilus William, P.O. Box 470961, spoke against Agenda Item 2B2.

24. Ms. Amaris Leon, 503 Santander Drive, Coral Gables FL, appeared on behalf of Miami-Dade State Attorney Candidate Ms. Melba Pearson and read a statement into the record opposing Agenda Item 2B2.

25. Mr. Nucleus Shelton, 429 NW 8th Street, Miami FL, appeared on behalf of South Florida AFL-CIO in support of Agenda Item 11A17.

26. Mr. John Lyons, 14278 SW 101 Street, Miami FL 33181, appeared on behalf of MDM Development Group, owner and manager of Dadeland Marriott, JW Marriott and JW Marriott Marquis Miami, in support of Agenda Item 11A20.

27. Mr. Carlos (no last name provided), 2741 Polk Street, Hollywood FL, appeared in opposition of Agenda Item 2B2.

28. Mr. Fred Frost, 10961 SW 155th Place, Miami FL 33196 appeared on behalf of Communication Workers Union (CWA) appeared in support of Agenda 11A17.

29. Mr. Gilbert Piaceres, 600 NE 36th Street, Miami FL 33137 appeared on behalf of Engage Miami in opposition of Agenda Item 2B2.

30. Ms. Olga Ramudo, 299 Alhambra Circle, Coral Gables FL appeared in support of Agenda Item 11A17. She noted she was the owner of Express Travel and a member of both the American Society of Travel Agents National Board and Travel and Tourism Advisory Board.

31. City of Miami Springs Councilwoman Maria Puente Mitchell appeared alongside City of Miami Springs City Manager William Alonso regarding Agenda Item 2B2 and urged the Board to consider the public�s concerns regarding the location for the new jail and its effects on the community.

Commissioner Moss thanked Councilwoman Mitchell for her service on the Neats Street Advisory Board.

32. Ms. Susan Lupien, 90 Edgewater Drive, Miami FL, appeared in support of Agenda Item 11A20.

33. Ms. Marjorie Sabbath, 1633 N. Bayshore Drive, Miami FL 33132, appeared on behalf of Mariott Biscayne Bay in support of Agenda Item 11A20. She highlighted the importance of funding to promote tourism particularly in light of the Corona Virus fears currently facing the County.

34. Ms. Lena Carleton, 670 NW 85th Place, Miami FL 33126, appeared in opposition of Agenda Item 2B2.

35. Ms. Julie Grimes, Managing Partner of the Hilton Bentley Hotel and the DoubleTree Grand Biscayne Bay Hotel, 1717 N. Bayshore Drive, Miami FL 33132, appeared in support of Agenda Item 11A20.

36. Ms. Hayley Musial, 1250 S. Miami Avenue, Miami FL 33130, spoke in opposition of Agenda Item 2B2.

37. Ms. Julissa Kepner, General Manager at Miami Marriott Biscayne Bay and Chairperson for the Academy of Hospitality and Tourism, 1633 N. Bayshore Drive, Miami FL 33132 appeared in support of Agenda Item 11A20 and spoke about the current toll of the Corono virus on the tourism industry.

38. Ms. Emma Colangelo, 1228 West Avenue, Miami Beach FL 33139, appeared on behalf of the Florida Alliance of Planned Parenthood Affiliates in opposition of Agenda Item 2B2.

39. Ms. Aurelie Colon, 585 NW 161st Street, Miami FL, appeared on behalf of the Florida Alliance of Planned Parenthood Affiliates against Agenda Item 2B2.

In light of scheduling concerns, Commissioner Bovo moved for a recess of today�s (3/3) BCC meeting to convene the Special BCC meeting for the Public Health Trust (PHT) to submit the results of its annual audit for Fiscal Year 2018-2019. This motion was seconded by Commissioner Levine Cava and upon being put to a vote, passed by a 7-0 vote (Commissioners Martinez, Heyman, Souto, Jordan and Diaz were absent.)

The Special Board of County Commissioners� (BCC) meeting was adjourned at 11.26 a.m. and a motion to reconvene today�s BCC meeting was made by Commissioner Sosa. This motion was seconded by Commissioner Levine Cava and upon being put to a vote, passed by a 9-0 vote (Commissioners Heyman, Souto. Jordan and Martinez were absent.)

Commissioner Monestime acknowledged the presence of District 2 interns and students from Barry University School of Nursing Masters� Program at today�s (3/3) BCC Meeting.

Chairwoman Edmonson resumed the public hearing.

40. Ms. Sakinah Lehtola, 921 S. Park Road, Hollywood FL 33021 appeared as a Candidate for US Congress District 24, in opposition of Agenda Item 2B2 and in favor of Agenda Item 11A17.

41. Madame Renita Holmes, address exempt, Executive Director Waive of Women and Our Homes, spoke against Agenda Item 2B2.

42. Mr. Curtis Hierro, 8290 Lake Drive, Doral FL 33166 appeared on behalf of CWA spoke in in support of Agenda Item 11A17 and noted his personal objection to Agenda Item 2B2.

43. Mr. Jarrett Nasca, Chief Operating Officer of the Orange Bowl Committee (OBC) and 2021 College Football Playoff National Championship Game Host Committee, 14360 NW 77th Court, Miami Lakes FL, appeared in support of Agenda Item 11A20 and noted both the OBC and GMCVB worked tirelessly to promote tourism in Miami.

44. Ms. Deborah Dion, 1660 NE 135th Street, North Miami FL 33181, appeared on behalf of AFL-CIO in support of Agenda Item 11A17.

45. Mr. Armando Ibarra, 211 NW 102nd Street, Miami FL, appeared on behalf of the Greater Miami and the Beaches Hotel Association in support of Agenda Item 11A20.

Chairwoman Edmonson noted the following speakers filled out cards to address the Board but had since left the chambers:

1H MOTION TO SET THE AGENDA AND "PULL LIST"  
  REPORT: County Attorney Abigail Price-Williams stated in addition to today�s (3/3) Regular Board of County Commissioners (Board) meeting, the Board would recess its meeting and convene a Special BCC meeting for the Public Health Trust (PHT) to submit the results of its annual audit for Fiscal Year 2018-2019, prepared by the PHT�s external auditor.

County Attorney Abigail Price-William stated in addition to Chairwoman Edmonson�s Memorandum entitled �Changes Sheet�, Commissioners Diaz and Suarez requested their names be added to the pull list for Agenda Item 2B2; Commissioner Martinez requested he be added to the pull list for Agenda Item 2B4; Commissioner Diaz asked for his name be added to the pull list for Agenda Item 8N1; Commissioner Levine Cava released her pull of Agenda Items 11A1 and 11A2; Commissioner Jordan released her pull of Agenda Item 11A4; Commissioner Bovo released his pull of Agenda Item 11A8 and 11A8 Supplement; Commissioner Jordan requested her name be added to the pull list for Agenda Item 11A14; Commissioner Bovo asked for his name to be added to the pull list for Agenda Item 11A17; Chairwoman Edmonson requested Agenda Item 11A20 be pulled for an amendment and Commissioner Bovo requested his name be added to the pull list for Agenda Item 11A20. She noted Agenda Item 11A21 was distributed on the dais this morning and would be added to today�s (3/3) BCC Agenda as a part of setting the Agenda and also be placed on the pull list to provide the public with a reasonable opportunity to be heard.

County Attorney Abigail Price-William noted Commissioner Diaz requested he be listed as a co-sponsor for Agenda Item 4F and a co-prime sponsor for Agenda Item 6B2; Commissioner Bovo was already listed as a co-prime sponsor for Agenda Item 6B2 and the request that he be listed as a co-sponsor on the pull list should be disregarded as a scrivener�s error; Commissioner Higgins requested she be listed as a co- sponsor for Agenda Items 11A17 and 11A20; Commissioner Sosa asked that she be listed as a co-sponsor for Agenda Item 11A21 and Commissioners Levine Cava, Diaz and Higgins requested they be listed as co-sponsors for Agenda Item 14A1.

County Attorney Price-Williams stated the items to be considered at today�s (3/3) meeting would be those listed in the printed final Agenda, with the additions, deferrals, withdrawals, and scrivener�s errors noted in Chairwoman Edmonson�s Changes Memorandum, and the aforementioned items. She added that the Commission would approve all of those items by single vote; setting the agenda, except for ordinances for first reading, public hearing items, Discussion Items 6B1, and the following Pull List Items: 1K1, 2B2, 2B4, 8F2, 8N1, 11A3 and Supplement, 11A9 and Supplement, 11A14, 11A15, 11A17, 11A18, 11A20, 11A21, 14A1 and 14A2.

Commissioner Monestime requested he be added as a co-sponsor for Agenda Item 11A17.

Chairwoman Edmonson and Commissioner Sosa requested they be added as co-sponsors for Agenda Item 14A1 if they were not already added.

It was moved by Commissioner Sosa to approve Chairwoman Edmonson�s Changes Memorandum for the March 3, 2020 Board of County Commissioners (BCC) Meeting with the additional changes noted by County Attorney Price-Williams and those additional requests made by Board members. This motion was seconded by Commissioner Martinez and upon being put to a vote, passed by a 10-0 vote (Commissioners Heyman, Souto and Suarez were absent.)

  STATE OF BLACK MIAMI SUMMIT 2019-FINAL REPORT-RECOMMENDATIONS(Office of Community Advocacy) Presented
  REPORT: Mr. Stephen Hunter Johnson, Chair of the Miami-Dade Black Affairs Advisory Board appeared alongside Board members Dr. Tisa McGhee and Mr. Edgar Wright as well as Program Director Ms. Retha Boone-Fye before the Board members to present the final report on the State of Black Miami Summit 2019.

Dr. McGhee provided a brief background of the events which led to then Black Affairs Advisory Board (BAAB) hosting the �Wakanda Effect � the State of Black Miami 2018� forum which tackled education, health and welfare, social justice, economics and housing; and culture and heritage.

Mr. Johnson noted BAAB held the fourth �State of Black Miami� in November 2019 and briefly reviewed the entity�s findings and recommendations pertaining to health, social justice, and housing and economics.

Referencing BAAB�s recommendations regarding social justice, Mr. Johnson suggested the Board members consider informing the public in writing that identification was not needed to gain access to the Commission Chambers on Commission meeting dates to encourage community engagement and participation. He argued this message would build trust in migrant and marginalized communities which could then result in them participating in the 2020 census.

Mr. Johnson noted BAAB�s findings and recommendations were included in the final report which was submitted to the Board for review and urged the Board to consider the recommendations as a means of improving the lives of all Miami-Dade County residents particularly the Black community. He thanked the Board for their continued support and welcomed the opportunity to continue working on future collaborations.

  REPORT: Commissioner Sosa voiced her objections to the proposed location for the new jail facility citing concerns regarding the release of inmates and detainees into the community, particularly given the typical release times which usually occur very late at night or early in the morning. She stated more funds should be allocated to rehabilitating inmates rather than incarceration and inquired about the funding source for construction of the new jail.

Addressing comments made by several speakers earlier today regarding the foregoing item, Deputy Mayor Jennifer Moon clarified the report was requested at a Committee meeting and was an ancillary analysis to the Criminal Courts Master Plan which sought to address the County�s aging and outdated correctional facilities. She noted no Request for Proposal (RFP) or designs had been solicited and pointed out the plan included a transportation component which would ensure all released inmates were transported from the facility to their residences. Ms. Moon explained the savings from the closure of the existing pre-trial detention center would be used to build the new facility as well as fund the transportation component. She stressed the plans for the new facility was not an expansion of the County�s correctional system but called for a reduction in the total number of beds by 250 and would reutilize land in the Civic Center area where the existing pretrial facility was located.

Commissioner Sosa spoke about the report and findings on rehabilitation and job training in county jails as done by the Miami-Dade County Blue Ribbon Advisory Committee in 2008. She noted none of the recommendations had been adopted to date and reiterated her objection to the proposed site for the new facility and urged the administration to consider alternative locations such as Metro-West. Commissioner Sosa commented on the need for mental health treatment and more rehabilitative programs in the jail system.

Ms. Moon thanked the Board of County Commissioners for their ongoing commitment to addressing issues at correctional facilities over the years and noted there had been an almost three thousand count reduction in the daily number of inmates housed at facilities since 2008.

Chairwoman Edmonson requested clarification as to whether the proposed plan sought to replace an older building with a new facility while reducing the overall number of inmate beds.

Mr. Daniel Junior, Director for Miami-Dade County�s Corrections and Rehabilitation Department (MDCRD) explained the plan proposed building a new 1400 bed facility to replace the existing 60 year old pre-trial Detention Center located in Downtown Miami. He noted the new facility would also replace the training and treatment center (TTC) which housed 822 beds, resulting in a net reduction in the number of beds in the system.

Chairwoman Edmonson stated while she was in agreement that the conditions at the pre-trial center warranted the need for a new facility, she was concerned about the proposed location�s proximity to the Turner Guilford Knight (TGK) Jail.

Mr. Junior indicated the plan sought to consolidate the pre-trial detention center and the training and treatment center into a single 1400 bed count facility on the same footprint as the TTC. He explained the consolidation would result in a reduction of 250 beds as well as savings on transportation and operational costs since the building would be outfitted for court proceedings.

Referencing the written report, Chairwoman Edmonson asked whether the estimated reduction in staffing positions (496) would result in employee layoffs.

Mr. Junior reassured the Board members there were no plans to lay-off employees. He noted the new facility would take several years to build and stated the department would adjust the number of employees hired to compensate for the reduced staffing required to operate the new facility, keeping in mind MDCRD�s current attrition rate was approximately 122 positions annually.

Discussion ensued between Chairwoman Edmonson and Mr. Junior about ensuring there was adequate staff during the entire transition process.

Commissioner Sosa questioned whether the proposed location for the new facility had been decided upon already.

Deputy Mayor Moon reiterated the report was the result of an analysis performed by the consultants and was only a proposal.

Commissioner Levine Cava commented on the inhumane and unsafe conditions at the pre-trial detention center and noted there was also a consent decree in place to ensure the necessary improvements were made. She stated while she was not in favor of expanding the system, she supported replacing the current facility for the health and safety of inmates and employees. Commissioner Levine Cava commended the administration and staff for their efforts to reduce the inmate population.

Discussion ensued between Commissioner Levine Cava and Mr. Junior regarding the County�s existing jail capacity and the recommended housing threshold as established by national jail models.

Mr. Junior pointed out most cities/counties construct a new facility every fifty years.

Commissioner Levine Cava spoke about the need to address delays in the judicial system which prolong inmates� stay in the local facilities and noted revisions to the bail/bond system may also impact the number of beds needed.

Responding to Commissioner Levine Cava�s question regarding the timeline for the transition from cash based bonds to risk based bonds, Mr. Junior reported MDCRD was recently selected as a learning site for the Public Safety Assessment, a twelve month project; which would culminate in the department�s transition from Florida�s base risk assessment to a nationally risk assessment, the first step in moving towards a cashless bail system.

Discussions ensued between Commissioner Levine Cava and Mr. Junior regarding the timeframe for the completion of the cashless bail system report.

Commissioner Levine Cava supported Commissioner Sosa�s stance that more educational and rehabilitative initiatives/programs should be offered to inmates.

Commissioner Diaz stated while he commended Mr. Junior and his staff for continuing to work diligently under difficult conditions, he would not accept any proposals which would privatize the jail; and expressed concerns regarding the proposed location, noting the report was site specific. He urged the administration to review all possible locations and requested clarification as to how the new facility would result in a reduction of beds.

Mr. Junior directed Commissioner Diaz� attention to Page 23 of the PowerPoint presentation highlighting the current capacity and proposed capacity changes.

Commissioner Diaz echoed concerns raised by Commissioner Sosa regarding the release of inmates into the community and stated he was interested in seeing a transportation component which would ensure inmates were transported directly from the jail to their homes.

Mr. Junior indicated his commitment to working with all stakeholders to identify a plan which would address the Board�s concerns but stated he remained apprehensive about the age and condition of the existing facilities which would only continue to worsen as time went on.

Chairwoman Edmonson requested Deputy Mayor Jennifer Moon and Director for Corrections and Rehabilitation, Mr. Daniel Junior, to review and report on additional alternative sites for the construction of a new detention center.

Discussions ensued among Chairwoman Edmonson, Commissioners Sosa and Diaz and Mr. Junior regarding inmate release locations.

Commissioner Bovo urged the administration to explore all location possibilities and agreed the existing pre-trial facility needed to be replaced due to its age and condition. He stated the Board needed to be more proactive to avoid future issues with the facilities and noted the projected savings from consolidating the facilities would provide the funding needed to implement a system to ensure inmates were transported directly home upon release which would address many of the community�s concerns.

Commissioner Bovo commented on the need for change from the cash based bond system and asked whether the property on which the current pre-trial center was located would be sold to help pay for the new facility.

Deputy Mayor Edward Marquez stated sale of the land was not included in the plan�s scope.

Commissioner Bovo spoke about the value of the land given the prime location and stated selling the property could help fund the new facility. He moved to accept the report with the understanding that more due diligence was needed to advance the plan and reiterated the Board needed to be proactive in how it addressed the situation.

Chairwoman Edmonson concurred with Commissioner Bovo�s statements and renewed her request for a report on additional alternative sites for the construction of the new facility.

Commissioner Jordan stated while she opposed privatization and the addition of any new facilities, she supported the proposed plan to replace the current pre-trial center with a newly constructed building. She indicated she was pleased that mental health inmates were no longer housed on the 9th floor of the jail and spoke about the importance of ensuring inmates with mental health issues were properly cared for.

Commissioner Martinez questioned the reason for the federal decree.

Mr. Junior explained a 2008 investigation resulted in the issuance of a federal decree related to the medical and mental health care of inmates, as well as issues with protection from harm and conditions of confinement at the County�s facilities. He reported the department was currently in full compliance with all provisions related to custody, protection from harm, sanitation, fire and life safety; and more than 95 percent in compliance with mental health and medical care issues. Mr. Junior explained the one of points of contention at the time the decree was issued was the housing of suicidal inmates on the 9th floor of the Dade County Jail (DCJ) and noted these inmates were transitioned in 2014 to a more therapeutic environment at TGK. Mr. Junior stated the conditions of the training and treatment center was also a major point of concern and pointed out the center was closed in 2016.

Commissioner Martinez indicated while the mandate for MDCRD was �Care, Custody and Control� of the inmates; he was more concerned about the conditions officers work under. He concurred with his fellow colleagues regarding the dilapidated conditions at DCJ and the need for a new facility.

Commissioner Martinez voiced his concerns regarding the unsafe working conditions officers operate in daily and argued the building design endangered the lives of the employees. He stated he would support the construction of a new building as long as it did not compromise the safety of the employees.

Discussion ensued between Commissioner Martinez and Mr. Junior as to how the department handled overcrowding in 2008.

Further discussions ensued among Chairwoman Edmonson, Commissioner Martinez and Mr. Junior regarding the Board�s request for the department to explore alternative sites for the new facility.

Commissioner Higgins requested clarification as to whether there were plans to privatize the system.

Deputy Mayor Marquez confirmed that the County had no plans to hire independent correctional or maintenance personnel.

Commissioner Higgins suggested the administration and staff clarify the report�s language pertaining to privatization. She commented on the disadvantages of a cash based bond system and stated she believed the cash-less system could be implemented before the new facility was built. Commissioner Higgins asked Deputy Mayor Edward Marquez and Mr. Junior, submit and present a report at the June 2, 2020 BCC Meeting regarding the proposed �Cash-Less� bail system and what could be done to accelerate the program. She also requested the report include statistical information regarding the number of detainees released on the �cash-less� system in jurisdictions currently utilizing the program.

Mr. Junior spoke of his role as Chair of the Dade-Miami Criminal Justice Council and noted he appointed a Committee last year comprised of representatives from the State Attorney�s Office, Public Defenders Office, the judiciary and law enforcement to review cash-less bail programs in other jurisdictions. He indicated the Committee met quarterly and offered to provide a report regarding the Committee findings thus far.

Responding to Commissioner Higgins� question as to the cost of implementing a transportation system for released inmates, Ms. Moon estimated a maximum annual cost of $2 million.

Ms. Moon stated the savings from consolidating and operating a new facility would help pay for the transportation component as well as other programs.
Commissioner Jordan inquired about the status of
programs geared towards homeless inmates.

Mr. Junior reported the Homeless Trust operated from TGK and identified homeless inmates ensuring they were referred to a program or facility before release. He noted these inmates were then transported directly to the facility or program and were never released at night. Mr. Junior added most late night releases were inmates who had bonded out.

Commissioner Higgins expressed concerns about accepting the foregoing report in light of the requests from the Board for additional information.

Commissioner Monestime inquired about the number of inmates housed at the pre-trial detention center and asked about the number of inmates released due to dropped charges.

Mr. Junior reported the center was currently operating at 74 percent occupancy with an average stay of 36 days and stated he would provide a report regarding the number of inmates released due to dropped charges.

Commissioner Monestime expressed concern regarding the projected cost for the new facility and inquired about the proposed bed reduction.

Mr. Junior redirected Commissioner Monestime to Page 23 of the PowerPoint presentation which delineated the system�s current and projected bed capacity.

Discussion ensued between Commissioner Monestime and Mr. Junior as to why the beds at the decommissioned training and treatment center were still included in the count.

Deputy Mayor Moon pointed out the consultant originally recommended increasing the number of beds at the new facility by over 2000 based on population growth, however the administration and staff opposed this increase based on plans to release more inmates through diversion and pre-adjudication programs.

Commissioner Monestime commented on the need to invest more funds into diversion and rehabilitation programs and echoed Commissioner Martinez�s concerns about employee safety at the pre-trial center.

Responding to Commissioner Monestime�s request for clarification regarding privatization of the system, Deputy Mayors Marquez and Moon reassured the Board that the facility would be designed by a private entity but operated and maintained by the County.

Commissioner Diaz spoke about the bond release process and reiterated his concerns regarding the safety of the community. He requested the administration and staff revise the report to include alternative sites and clarified his concerns regarding the new facility was not simply the location but the proposed expansion. Commissioner Diaz urged staff to use different design and cost estimates to ensure more accuracy and avoid cost over-runs and indicated he was not convinced there would be a reduction in the overall number of beds given the fact the department must maintain additional beds to accommodate displacement due to natural disasters and procedural issues.

Commissioner Diaz noted while he was opposed to privatization of the system he believed the report needed to consider alternative locations and include additional cost information and processes. He stated it was not his intent to delay the process but he believed additional information was needed and expressed an interest in visiting the various detention facilities currently in operation.

Discussion ensued among Chairwoman Edmonson and Commissioners Bovo and Diaz about accepting the report presented today (3/3) with a direction to the administration requesting additional information.

Commissioners Sosa and Diaz voiced their apprehension about accepting an incomplete report.

Commissioner Sosa reiterated her concerns about inmates being released at night into the neighborhood and argued the new facility would only complicate already existing problems.

Commissioner Bovo moved to accept the foregoing report with additional direction to staff to explore alternative locations and provide a supplemental report to the Board. This motion was seconded by Commissioner Jordan and upon being put to a vote, resulted in a tie vote of 4-4; (Chairwoman Edmonson, Commissioners Levine Cava, Bovo and Jordan voted �yes�; Commissioners Monestime, Sosa, Higgins and Diaz voted �no�; Commissioners Suarez, Moss, Martinez, Heyman and Souto were absent).

Chairwoman Edmonson stated the information contained in the foregoing report impacted the entire County and was not limited to a particular Commission District and commented on the Formula 1 vote which occurred at a previous BCC meeting.

Commissioner Diaz clarified he was requesting additional information before he accepted the report.

Chairwoman Edmonson reiterated her request for Deputy Mayor Jennifer Moon and MDCRD Director, Mr. Daniel Junior, to review and report on additional alternative sites for the construction of a new detention center; and to submit the revised report at the upcoming March 17, 2020 BCC meeting.

Discussion ensued among Chairwoman Edmonson and Deputy Mayors Marquez and Moon regarding the timeframe for submitting the revised report.

Commissioner Bovo asked whether the item could be reconsidered and deferred to a later date.

First Assistant County Attorney Geri Bonzon-Keenan explained a motion to reconsider was not needed since the initial motion resulted in a tie vote and noted a subsequent motion could be made in this instance.

Hearing no further questions or comments, the Board proceeded to vote on the motion to defer the foregoing report to the June 2, 2020 BCC meeting.

Ms. Sofia Powell-Cosio, 3601 Alhambra Court, Coral Gables FL 33134, appeared in opposition of the foregoing item. She noted she has been a resident at the aforementioned address for over 25 years and has filed six insurance claims for damages caused to her home and property due to flooding. Ms. Powell-Cosio contended the stabilization wall and flood gates built on Red Road, west of the newly proposed project site, was the cause of the flooding affecting her property and told the Board members that flooding caused by the opening of the flood gates on October 6, 2000 resulted in the loss of approximately 140 feet by 7 feet of land which amounted to over $28,000 in repairs which was not covered by insurance. She estimated a similar repair would cost over $80,000 today.

Ms. Powel-Cosio stated her house suffered massive damage in 2017 following a hurricane after water accumulated under her home ruining her floors and the joists supporting her home�s air conditioning system. She explained the insurance reimbursement did not cover the cost of the deductible and full repairs.

Ms. Powel-Cosio indicated she had consulted with various experts who believe dredging of the canal and building the seawall would worsen the issues at her home. She stated the City of Coral Gables have since refused her requests for an indemnity agreement and a study to determine whether dredging and construction of a stabilization wall was necessary or effective.

Ms. Powel-Cosio stated no public hearings were held by the City of Coral Gables to discuss the changes to the sea canal and requested the Board withhold issuing the permit until the City of Coral Gables provided the requested report and met with neighbors.

Seeing no other persons appear to speak,

Chairwoman Edmonson closed the public hearing.
Commissioner Sosa stated due to the quasi-judicial nature of the item she was unable to speak to residents regarding their concerns and asked whether the project would help protect the infrastructure of homes located in the area.

Mr. Lee Hefty, Division Director, Department of Environmental Resources Management (DERM) explained the project entailed minimal maintenance dredging to stabilize the shore line and reviewed the location for the project.

Mr. Jeffrey Bercow, attorney for the applicant; regarding the order in which the proceeding would be handled.

The following individuals appeared before the Board in opposition of the foregoing item:

State Representative Barbara Watson, 1240 NW 207th Street, Miami FL, reviewed the environmental requirements projects must comply with when developing wetlands and argued the applicant, Vista Lago LLC., violated several of these requirements. She noted there was currently a bald eagle residing on the property and asked whether a permit for its removal had been applied for. Ms. Watson also questioned whether the mitigation fees had been satisfied and voiced her concerns regarding the future of the project and the dangers of creating a lake on the property.

Ms. Alexis Snyder (Chief of Staff for Congresswoman Frederica S. Wilson) appeared on behalf of Congresswoman Frederica S. Wilson, 18425 NW 2nd Avenue, Miami Gardens, FL 33169 and read a statement of objection into the record. Ms. Wilson voiced her concerns regarding the proposed plans to create a rock pit on the property and argued the applicant had violated several warnings from the Department of Environmental Resources (DERM) and demolished a building and trees, which endangered the bald eagle, without the correct permits. A copy of the statement was filed with the Clerk of the Board.

There being no other persons wishing to speak,
Chairwoman Edmonson closed the public hearing.

Mr. Jeffrey Bercow, 200 S. Biscayne Boulevard, Miami FL, appeared on behalf of the applicant, Vista Lago, LLC., and reviewed the applicant�s request for approval of a Class IV permit pursuant to Section 24-48 of the County Code. He clarified the foregoing item was not a violations hearing and explained the applicant was currently paying fines and penalties associated with errors made by a contractor.

Addressing concerns raised by Congresswoman Wilson, Mr. Bercow reassured the Board members that demolition of the building was done with a permit and noted today�s proceedings was a quasi-judicial matter and limited to the facts included in the application.

Mr. Bercow noted Attachment F found on handwritten pages 68 through 74 of the foregoing item identified the criteria for approval and reported DERM found the application was consistent with all of the listed criteria. He noted the City of Miami Gardens already approved a mixed unit site plan for 168 rental apartments, 128 condominiums and 113 townhomes with a lake in the middle of the development. Mr. Bercow explained the item was before the Board today (3/3) to decide whether the application satisfied the requirements for a Class IV permit and pointed out that DERM would have granted the approval administratively if not for the request from Congresswoman Wilson that the application be approved by the Board.

Commissioner Sosa asked whether the item was brought to the Board because of Congresswoman Wilson�s request, as represented by Mr. Bercow.

Assistant County Attorney Schwaderer-Raurell confirmed the foregoing application could have been granted or denied administratively by DERM, however Chapter 24 of the County Code allows for any individual to request the application be elevated and brought before the Board for consideration.

Discussion ensued between Commissioner Sosa and Assistant County Attorney Schwaderer-Raurell as to the individual requesting the public hearing.

Commissioner Sosa noted Congresswoman Wilson resided in the area.

Mr. Graham Penn, 200 S. Biscayne Boulevard, Miami FL, reviewed the application approved by the City of Miami Gardens in 2018 and spoke about the benefits the proposed Vista Lago development would bring to the community. He reiterated the City of Miami Gardens had reviewed and approved the application including the proposed lake component and noted the application met the County�s standards and criteria for approval.

Mr. Tom Robertson, 200 S. Biscayne Boulevard, Miami FL, advised the Board members that the applicant entered into a consent agreement with the County and the State of Florida and had since paid over sixty six thousand dollars in penalties and costs. He noted the plans included a bald eagle preserve area to protect and save the eagle�s nest, and plans for a wetland edge planting area as habitat for wading birds. Mr. Robertson pointed out the proposed lake would comply with the County�s standards regarding slope and was by no means a �rock pit.� He reiterated the foregoing application met the County�s criteria and would have been approved administratively by DERM had it not been for the request to bring it before the Board.

Ms. Kate Skindzier Davis, President Davis Environmental Solutions, briefly reviewed her qualifications and expertise as a wetland expert and submitted a copy of her curriculum vitae for the record. She noted the South Florida Water Management District issued the Environmental Resource Permit (ERP) and the Army Corps of Engineers issued Section 408 permit for the dredging and filling of wetlands. Ms. Davis reported the applicant also secured and eagles permit and Section 7 of the Endangered Species Act for consultation with the U.S. Fish and Wildlife Service.

Ms. Davis reported the total property size was approximately 37 acres with 27 low quality fresh water wetlands on site and noted the proposed eagle preservation area would account for 0.2 acres with 1.02 acres designated for the wetland edge planting area. She pointed out the on-site lake was a requirement for storm water retention and would be built according the County code. Ms. Davis explained in addition to the preservation efforts, the applicant would be purchasing approximately 53 mitigation credits from �Hole-in-the-Donut,� a restoration project in Everglades Restoration Park, amounting to over $1 million to compensate for the proposed development�s impacts to the wetlands.

Commissioner Jordan advised her colleagues that she received a phone call regarding the proposed development but did not discuss the matter due to the quasi-judicial nature of the item and the interaction would not influence her decision on the application.

Commissioner Jordan inquired about the consequences of performing work on the site, such as demolishing the building, without first securing a permit.

Mr. Lee Hefty, Division Director for DERM, explained the applicant applied for a permit in July 2019 however inspection of the property in January 2020 revealed some dredging had been done before the permit was issued. He noted approximately seven acres was impacted which initiated enforcement action and resulted in the applicant entering into a consent agreement to either secure a permit or restore the wetlands. Mr. Hefty added the applicant agreed to pay $20,000 in penalties for knowingly performing the dredging without a permit and pointed out the permit fees were doubled because of the violation.

Responding to Commissioner Jordan�s question as to whether the penalty and permit fees were paid and if the application could have been approved administratively; Mr. Hefty confirmed the application could have been approved administratively despite the violations and confirmed the applicant already paid the penalty and noted the permit fee would have to be paid before a permit was issued.

Commissioner Jordan asked whether the work done prior to the issuance of the permit made a significant impact on the property.

Mr. Hefty indicated the applicant had dredged and filled in low quality wetlands and noted since the wetlands were located within the Urban Development Boundary (UDB) it was not uncommon to obtain a wetland permit for the work done.
Commissioner Jordan inquired whether there were any other alternatives to the proposed lake.

Mr. Hefty stated while an alternative solution could be proposed by the applicant�s engineers, lakes were not an uncommon features in developments and provided a quick way to remove excess water from surfaces.

Responding to Commissioner Jordan�s request for clarification regarding the purpose of an ERP, Mr. Hefty explained an Environmental Resource Permit (ERP) was required by the State of Florida for wetlands under the jurisdiction of the State and stated since the wetlands were also under the jurisdiction of the Army Corps of Engineers, a separate Section 408 permit was needed. He pointed out the applicant had secured both the ERP and Section 408 permit and only the local County permit, the item before the Board, was outstanding.

Mr. Hefty confirmed the applicant had secured the ERP in October 2019.

Discussion ensued between Commissioner Jordan and Mr. Hefty regarding the proposed bald eagle preserve area, including the preservation and permitting process.

Commissioner Jordan asked whether liability and safety of residents were considered when issuing a permit.

Mr. Hefty stated liability concerns surrounding the lake were not a part of DERM�s criteria for the approval of the application and deferred to the County Attorney�s Office for more information.
Assistant County Attorney Schwaderer-Raurell explained while public health with respect to environmental impacts was a deciding criteria, liability of a neighboring property owner was not considered an evaluating factor.

Discussion ensued among Commissioner Jordan, Mr. Hefty and Mr. Robertson regarding the location and design of the proposed bald eagle preserve area and wetland edge planting area.

Commissioner Jordan voiced her concerns about children�s safety around the lake and inquired if there were any other safety precautions that could be implemented to prevent children from accessing the lake.

Mr. Hefty pointed out the lake design did not include a deep drop off area like rock pits in the past and stated installing a fence may provide the additional level of protection sought by the Board.

Mr. Bercow reiterated the lake design was consistent with the County�s requirements and would include a five foot slope in addition to planted vegetation around the perimeter of the lake to detract people from wading into the water.

Commissioner Jordan recognized the City of Miami Gardens Council�s approval with regards to the application/development and the applicant�s plans to include vegetation along the bank of the lake as a deterrent from entering the water. She urged the applicant to consider implementing alternative solutions such as fencing to further secure the lake from children.

Commissioner Monestime stated while he also received a phone call regarding the application, his decision on the matter would not be impacted by the call. He indicated that he also shared Commissioner Jordan�s concerns regarding the safety of the lake particularly for children and urged the developer to consider including a fence to secure the lake which was done at Gwen Cherry Park.

Commissioner Sosa noted her office also received a call regarding the item but stated she did not accept the call since the item was on today�s (3/3) agenda.

Chairwoman Edmonson inquired about the value of the mitigation credits purchased by the applicant.

Mr. Hefty reported the applicant paid approximately $1.4 million for 52 mitigation credits.

Discussion ensued between Chairwoman Edmonson
and Mr. Hefty regarding the preservation efforts employed by the applicant to protect the bald eagle�s nest located on the property.

Chairwoman Edmonson stated her intent to support the District Commissioner�s decision.

Commissioner Jordan requested clarification from State Representative Barbara Watson as to whether she resided in Coconut Cay and if there had been any discussion with the applicant about fencing the lake.

State Representative Watson indicated she lived in the Andover neighborhood and stated she was not aware of any conversations regarding fencing for the lake. She contended the applicant was constantly changing plans and asked the Board to review the timeline for permits secured for the development.

Commissioner Jordan urged the developer to meet with the community to determine whether the residents wanted the lake to be fenced.

Mr. Bercow pointed out the entire development would be secured by a six foot fence and noted all new residents purchasing homes in the community would be informed about the lake.

State Representative Watson argued the current plans did not include a fence around the development as represented by Mr. Bercow.

Mr. Penn with the aid of the site plan clarified the development was a gated community and noted a six foot metal picket fence would be constructed along the inside edge of the twenty five foot wide buffer currently surrounding the property. He noted the fence would also extend to the park dedicated to the community.

Commissioner Monestime asked about the development�s common areas and requested clarification on the location of the community park in relation to the development.

Mr. Penn reported the development included two pools and community centers and explained the 4.5 acre community park would be located outside the boundary of the property and deeded to the city.

Responding to Commissioner Monestime�s question about the location of the lake in relation to the community park, Mr. Penn confirmed the lake would be located within the development away from the community park.

Commissioner Monestime pointed out the development was a gated community and stated he would support the District Commissioner�s decision regarding the application.

There being no further questions or comments, the Board proceeded to vote on the foregoing proposed resolution, as presented.

  DISCUSSION ITEM REGARDING SUPER BOWL LIV Presented
  REPORT: Miami Super Bowl Host Committee (MSBHC) Chairman Rodney Barreto published two videos highlighting Miami and the city�s unique Super Bowl experience; and the Super Bowl Host Committee�s mission to �furthering community engagement around the big game.�

Mr. Barreto spoke about the growth of Miami over the past 10 years, the last time the Super Bowl was hosted here and how the Super Bowl helped highlight these improvements to the world. He recognized, credited and thanked rapper Pitbull for producing the first video and providing the voice over free of charge and noted Pitbull acted as an ambassador during pre-game events. Mr. Barreto explained the committee�s vision for a �Miami Vibe� and how it influenced the selection of performers for the half-time show, Jennifer Lopez and Shakira. He noted MSBHC�s partnership with the Miami-Dade State Attorney�s Office and the Women�s Fund to highlight the dangers of sex and human trafficking resulted in the rescue of 20 women and the arrest of numerous individuals engaged in the illicit practice. Mr. Barreto spoke about other various campaign themes undertaken by the committee such as the �Ocean to Everglades (O2E)� Initiative and the Python Bowl and Lionfish challenge geared towards eliminating invasive species from the ecosystem.

Mr. Barreto noted as a result of collaborating with the County Administration, the Board of County Commissioners and the National Football League (NFL) Legacy Project, MSBHC was able to install three new artificial turf fields at Miami Beach Senior High School, Gwen Cherry Park and one in the Goulds neighborhood. He added two other schools benefited from new artificial turf fields sponsored by Nike and Adidas which was a direct result from Miami hosting the Super Bowl.

Mr. Barreto recognized MSBHC co-Chairman Bill Talbert, former Deputy Mayor Alina Hudak, former Miami Dolphins safety Dick Anderson and former Chief of Police for Miami Beach Ray Martinez for their continued support and contributions to Miami Super Bowls. He reported MSBHC also partnered with GENyouth to commemorate the 100th anniversary of the NFL by installing �100 Grab and Go breakfast carts� throughout the tri-County area (Miami-Dade, Broward and West Palm Beach) to feed ten million school meals long after the end of the Super Bowl.

Mr. Barreto thanked PortMiami Director, Juan Kuryla, for his efforts in hosting a media party for over 6000 credentialed media personalities and recognized Miami-Dade Aviation Director Lester Sola for implementing signage at the airport to ensure all Super Bowl visitors were well informed and guided.

Mr. Barreto briefly reviewed MSBHC�s Business Connect Program coordinated by Mr. Rashad Thomas and Felipe Angulo, which interviewed 1700 small businesses and resulted in 300 companies securing business opportunities. He concluded his presentation by thanking the Board of County Commissioners for their ongoing support.

Commissioner Diaz thanked Mr. Barreto and MSBHC for all the hard work which goes into bringing Super Bowl to Miami.

Mr. Barreto spoke about the Super Bowl City selection process and announced he had already signed paperwork which would bring the Super Bowl back to Miami in either 2025 or 2026.

Commissioner Sosa commented on the pride instilled in Miami-Dade residents due to the Super Bowl and paid special recognition to Mr. Sola for ensuring all travelers enjoyed a seamless and stress-free transit arriving and departing from Miami International Airport.

Mr. Barreto concurred with Commissioner Sosa regarding the airport�s efficiency in handling visitors and thanked the State of Florida, and the City of Miami, Miami Beach and Miami Gardens for collaborating with MSBHC to ensure the event was a success.

Responding to Commissioner Bovo�s question as to when fiscal report detailing the economic impact and benefits of the Super Bowl would be completed, Mr. Barreto indicated the report was being prepared by sports economist Kathleen Davis and would be published upon completion.

Commissioner Bovo stressed the importance of the report to ensuring all segments of the community benefitted from the events and noted the City of Hialeah, the second largest city in the County, was not mentioned in the video promoting Miami-Dade County.

Commissioner Higgins noted many of the events hosted at Bayfront Park were family friendly and commended MSBHC for creating events at every price point, including multiple free events and stated she hoped future Super Bowls hosted in Miami would continue this trend.

Mr. Barreto thanked Commissioner Higgins for all her help in ensuring the events hosted at Bayfront Park were a success.

  DISCUSSION ITEM REGARDING THE COUNTY�S PREPARATION PLANS FOR THE CORONAVIRUS Presented
  REPORT: Commissioner Moss introduced the foregoing discussion item and reviewed the intent of the item.
Chairwoman Edmonson commented on the importance of the Board of County Commissioners (BCC) adopting a proactive approach and working together as a team. She stated a special public meeting with Mayor Gimenez was needed to provide the latest information to the public.

Commissioner Sosa commented on the power of prayer and stressed the gravity of the situation. She concurred with Chairwoman Edmonson�s call to work as a team and inquired about the process for in-home testing, expressing her concerns with Assisted Living Facilities (ALF) residents.

Chairwoman Edmonson recognized the presence of Jackson Health System (JHS) President and CEO, Carlos Migoya, and a representative from the Florida Department of Health (FDOH) at today�s (3/3) meeting.

Commissioner Diaz reiterated the power of prayer particularly in such difficult situations and thanked Mayor Gimenez for his leadership during health crises such as Zika and now the Corona virus (COVID-19). He stated it was important to be proactive rather than panic and agreed that the public should be kept informed.

Commissioner Levine Cava commended Mayor Gimenez for recognizing senior citizen needs and reiterated the need for the dissemination of accurate information to the public. She stated more information was needed regarding the testing and treatment protocol and inquired whether testing for the virus was available at Jackson Memorial Hospital (JMH.)

Mr. Migoya indicated there was currently no Corona virus testing done at JMH and noted all tests were being performed through FDOH at labs in Miami, Jacksonville and Tampa. He reported the hospitals were being bombarded with patients presenting with flu-like symptoms concerned about whether they had the virus and explained each patient was processed using protocol established by FDOH and the Centers for Disease Control and Prevention (CDC). Mr. Migoya added all staff and employees have been kept up to date regarding the protocols and procedures in place and JHS was doing everything possible to protect patients and employees alike.

Responding to Commissioner Levine Cava�s question as to whether it would be more efficient for hospitals to be able to test, Mr. Migoya reiterated all testing was controlled by the CDC.

Dr. Yesenia Diaz Villalta, Administrator for FDOH in Miami-Dade County (FDOH-MD) and Dr. Reynald Jean, Director of Tuberculosis Control and Prevention, Epidemiology, Disease Control, Clinical Laboratory, Immunization Services and Public Health Preparedness for the FDOH-MD appeared before the Board.

Commissioner Levine Cava asked about the testing protocol currently in place.

Dr. Villalta reviewed the current CDC criteria in place for individuals to be tested and explained individuals presenting with any one of the following requirements would be tested pursuant to CDC guidelines:

1. Any persons with a history of travel or who have come into contact, including health care providers, with a laboratory confirmed COVID-19 case within the last 14 days and now had a fever or signs/symptoms of lower respiratory illness such as a cough or shortness of breath;

2. Symptomatic individuals (symptoms listed above) including pneumonia, requiring hospitalization, who have a history of travel from affected geographical areas within 14 days of symptom onset;

3. Any persons presenting with fever with severe lower acute respiratory illness such as pneumonia requiring hospitalization and without alternative diagnosis, such as a flu, and no source of exposure such as travel.

Discussion ensued between Chairwoman Edmonson and Commissioner Sosa regarding the intent of the item and noted a special meeting would be scheduled to further discuss the matter.

Commissioner Bovo voiced his interest in hearing from Mayor Gimenez regarding the County�s plan on handling/dealing with COVID-19 and expressed concern about generating fear and hysteria in the public.

Commissioner Higgins inquired about the administration�s plans for seniors residing in County housing facilities.

Mayor Gimenez advised the Board members that he met with Florida Governor DeSantis, State Surgeon General, Dr. Rivkees and representatives from FDOH to begin formulating a plan specific to COVID-19. He indicated his primary concern at this point was for the senior population hence his meeting yesterday with various service providers representing ALFs, community centers and nursing homes. Mayor Gimenez stated he tasked Deputy Mayor Maurice Kemp with forming a group of experts to create a plan for senior citizens at community centers and County facilities and what steps would be taken in the event of an infection at a facility. He pointed out the first step in developing a COVID-19 plan was identifying an individual�s responsibility for containing/stop the spread of the virus such as cleaning surfaces, sanitizing hands.

Mayor Gimenez reassured the Board members that all emergency and first responders had sufficient protective gear and public facilities such as libraries were equipped with hand sanitizing stations. He stated at this time no public events, such as the Ultra Music Festival, would be cancelled and noted the virus targeted mostly elderly and people with compromised immune systems, hence the County�s plans to focus on these demographics.

Mayor Gimenez reported in addition to the County working together with FDOH and CDC, the Miami-Dade County Public School Board also had a plan for students and schools. He pointed out Miami�s warm weather may serve as a deterrent to the spread of the virus and noted flu season would end in May.

Mayor Gimenez stated to date there was approximately 90,000 reported cases worldwide with a two percent mortality rate, which was significantly higher than that for the regular flu. He pointed out the reported number may not be accurate due to asymptomatic individuals and issues of imprecise reporting.

Mayor Gimenez acknowledged there was currently one case in New York in which the patient travelled to Miami but all other details were unknown. He reported there were two confirmed cases in the State of Florida, with 15 individuals tested to date; the majority of which tested negative. Mayor Gimenez reassured the Board members that there were no confirmed cases in Miami-Dade County and promised to keep the Board and public abreast of any new developments. He stated while there may be a number of people being monitored due to the fact that Miami was an international gateway, he was unaware of any individuals currently under quarantine.

Mayor Gimenez reported all ports of entry were compliant with the CDC and the U.S. Customs and Border Protection guidelines which required all non-residents travelling from China in the past 14 days be denied entry. He noted while travelers from South Korea, Iran and Northern Italy were also being monitored, the protocol for processing visitors from these countries were much different from those for people travelling from China.

Mayor Gimenez recognized the cruise industry was suffering due to COVID-19 and noted all freight and cruise personnel, particularly those with a history of travel to and from China, were not allowed to exit the port.

Mayor Gimenez stated while the County had pandemic plans in place, these plans needed to be adapted to deal with COVID-19 and urged all residents to employ proper common sense precautions to prevent the transmission of the virus. He reiterated his commitment to keeping the Board and public informed and stated he would have more information available at the special meeting.

  REPORT: Chairwoman Edmonson noted Ms. Laura Morilla was selected as the successor Executive Director for the Office of Community Advocacy at the December 3, 2019 Board of County Commissioners (BCC) meeting. She indicated in light of the preceeding Executive Director, Mr. Rene Diaz's retirement last week, it was now appropriate for the Board to determine Ms. Morilla's salary and benefits package.

Chairwoman Edmonson moved to set Ms. Morilla's salary at $133,946.38, a 5% percent increase; plus Group 3 Executive Benefits, effective March 1, 2020.

As a point of personal privilege, Commissioner Sosa requested Chairwoman Edmonson determine whether there were any Board membership issues impacting the Domestic Violence Oversight Board (DVOV) which would affect the expedited construction of approved domestic violence shelters.
