  REPORT: Chairwoman Sosa called the meeting to order at 9:35 a.m. and invoked a moment of silence, followed by the Pledge of Allegiance, and established the rules of procedure for today�s (04/07) Board meeting.

County Attorney Abigail Price-Williams announced the items to be considered at today�s (04/07) Board meeting would be those listed in the final printed agenda including additions, withdrawals, deferrals, and scrivener�s errors noted in the Chairwoman�s memorandum dated April 7, 2020, entitled �Changes Sheet� and the aforementioned requests. The Board will approve all of these items by a single vote setting the agenda, except ordinances set for first reading, public hearings, Agenda Items 6B1 and 6B2, ordinances set for second reading, and the following �Pull List� items: 2B1, 6B1, 8D5, 8F2, 8F3, 8F4, 8F5, 8F6, 8F7, 8N2, 11A1 and Supplement, 11A2 and Supplement, 11A4, 11A7, 11A11, 11A13 and Supplement, 11A14, 11A16, 11A18, 11A21 Substitute, 11A22, 11A23, 12A1, 14A1, 14A2, 14A3, 14A4, 14A6, 14A7, 14A8, 14A9, and 14A10.

It was moved by Vice Chairwoman Sosa that the Board of County Commissioners set the agenda including the changes and/or requests stated into the record by the County Attorney. This motion was seconded by Chairwoman Edmonson; and upon being put to a vote, the motion passed by a vote of 13-0.

  REPORT: The members of the Board accepted the foregoing report as amended to include the following language amendments in the draft of the Request for Proposals (RFP) Number 01535 relating to the Commission Redistricting Consultant Services:

1. To add language on typed page 6, under section 2.1, �the selected consultant shall meet with each district commissioner prior to commencing work under this contract;�
2. To add language on typed page 7, under section 2.2.2, �in addition to the thirteen (13) meetings the consultant will conduct four (4) regional meetings, one in south, north, west and east areas;�
3. To delete a sentence on typed page 7, under section 2.2.5.2, saying �The consultant must have access to ArcGIS Software;�
4. To add language on typed page 16, under Article 10, Item Number 4 to require professional liability insurance for not less than $1 million per claim; and
5. To require that the consultant meet with each commissioner after each draft of the RFP document without additional compensation as requested by Commissioner Martinez.

Chairwoman Edmonson stated for the record the County had deemed the subject properties as infill lots and were surplus properties. She noted the lots were vacant but were not considered as green space in residential neighborhoods.

Chairwoman Edmonson relinquished the chair to Vice Chairwoman Sosa.

Pursuant to Vice Chairwoman Sosa�s question, Commissioner Edmonson clarified the subject lots were not part of the Calusa Golf Course because the lots were located in the Liberty City area.

  REPORT: Vice Chairwoman Sosa commented on the issue of the vendors that were included in the contract award recommendation, noting only one (1) local vendor was included. She asked if more local vendors could be included since the County wished to provide assistance to local vendors due to the County�s emergency situation.

Ms. Tara Smith, Director, Internal Services (IS) Department, advised she was unsure if this contract was in an emergency status; but it had been rebid before. She explained three (3) firms were recommended for the contract award since the contract was for the purchase of different types of products, which were unavailable from a single provider; but the small and local business preferences were applied to this contract, which resulted in the foregoing contract award recommendation. She noted several bids were received and only two (2) other bidders had a local address; but those bidders had a higher price.

Ms. Smith advised that, in order to proceed with local firms at this point, the Board would have to reject all bids, begin a new procurement process, and change the requirements on this solicitation; or the Board could waive bids and direct the County administration to do that at this time.

Discussion ensued between the members of the Board and Ms. Smith regarding the procurement process and the outcome of the process.

Pursuant to Commissioner Jordan�s concerns regarding the extended timeframe it took to complete the procurement, Ms. Smith advised it had taken longer than usual for a low bid solicitation contract due to the extensive amount of sampling required by the Corrections and Rehabilitation Department (CRD) for each of the products being purchased.

Discussion ensued between Commissioner Jordan and Ms. Smith regarding the procurement process timeframe for low bid price-based contracts.

Commissioner Jordan noted the timelines needed to be observed in order to be able to expedite the procurement process.

Chairwoman Edmonson agreed with Commissioner Jordan�s comments.

Assistant County Attorney Altanese Phenelus read into the record the following proposed amendments to the foregoing resolution:

1. to add a whereas clause providing the number of confirmed COVID cases in Cuba; and
2. to delete the word �possible� from the title and Section 1 of the resolution; and
3. to add a Whereas Clause stating �that although Cuba recently imposed restrictions on international travel it is imperative that the United States is not guided by Cuba�s decision as the time period and extent of its restrictions is unknown.�

Commissioner Bovo commented the Board needed to take firm action on this issue and impose a sixty (60) to ninety (90) days travel moratorium on Cuba.

Vice Chairwoman Sosa suggested a tracking system be established to monitor travelers from Cuba coming in to Miami-Dade County from other countries or other states within the United States.

Commissioner Bovo agreed with Vice Chairwoman Sosa�s suggestion relating to establishing a tracking system, and he suggested that the federal and state governments should be taking action on this issue.

Upon conclusion of the foregoing discussion, the members of the Board proceeded to take a vote on the foregoing resolution as amended to include the amendments read into the record by Assistant County Attorney Altanese Phenelus.

Commissioner Higgins explained the intent of the foregoing resolution, and it would prevent the concessionaire�s employees from using the County�s safety net hospitals for the first two (2) months of this epidemic. She noted a special meeting would be held for concessionaires on Thursday, April 9, 2020, to help them understand the program; and it had been announced through social media platforms.

Commissioner Jordan commented the County needed to also review health insurance providers and what other governments were doing, including abroad governments, and seek the involvement of Congress.

Discussion ensued among the members of the Board relating to the overall financial problems and Jackson Memorial Hospital�s financial problems created by the coronavirus disease 2019 (COVID-19).

Chairwoman Edmonson commented she preferred to preserve the employees� jobs.

Vice Chairwoman Sosa asked Commissioner Higgins to review, in conjunction with Mr. Lester Sola, Aviation Director, which concessionaires at Miami International Airport (MIA) intended to apply for the federal economic relief funds that would be available as a result of COVID-19 to continue to provide healthcare coverage to their employees in order to be able to create tiers, including the possibility of applying for Medicaid benefits. She also asked that a legislative item agreeable to all be prepared and presented before the Chairwoman�s Policy Council (CPC) meeting scheduled for April 20, 2020.

Commissioner Higgins commented she would work with the County Attorney�s Office and Mr. Sola to review possible adjustments to the foregoing legislation, including reviewing possible rent relief that would generate cash.

The foregoing resolution was deferred to the Chairwoman�s Policy Council (CPC) meeting scheduled for April 20, 2020.

County Attorney Abigail Price-Williams read into the record the following amendment, as requested by Commissioner Bovo, to insert whereas clauses on the bottom of handwritten page 4 as follows:

�Whereas on April 6, 2020, Governor Ron DeSantis issued Executive Order 20-95, coronavirus disease 2019 (COVID-19) Emergency Order, Documentary Stamps for Small Business Administration (SBA) loans, to ensure monies received by SBAs under the CARES Act would not be subject to taxation from the Florida Department of Revenue;

Whereas under Executive Order 20-95, the assessment and collection of taxation imposed under Chapter 201, Florida Statutes, is suspended for all notes and other written obligations made pursuant to Title I of the CARES Act; and

Whereas Executive Order 20-95 issued by Governor Ron DeSantis compliments the efforts under HR-748 to assist small businesses impacted by COVID-19.�

Commissioner Martinez pointed out that none of the ten (10) to fifteen (15) small business owners within his district he had spoken with had been able to be approved for the loans due to the restrictions imposed to access the federal funds. He stated banks were drafting their own rules to apply for the funds due to how the federal government had written the legislation. Consequently, some business owners may never be able to access the funds.

County Mayor Carlos Gimenez stated he had participated in two (2) town hall meetings on the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and he would schedule a meeting with bank executives in our community as soon as possible to review the guidelines and identify the problems preventing the banks from lending the funds. He advised the problems should also be discussed with our legislators because the bank�s inability to lend the funds was caused by the manner in which the legislation was written.

Commissioner Diaz noted bankers were expressing their frustration with the federal government due to the constant changing of loan requirements, which caused banks to be unable to lend the funds. He asked Mayor Gimenez to also discuss with bank executives the issue of the frequency with which the regulations were being changed by the federal government. He pointed out Bank of America had been able to have 53,000 loan applications approved.

Chairwoman Edmonson asked the Mayor to work with the banks, in conjunction with Commissioner Moss, who represented the County in COVID-19 related issues, to have the lending of the federal funds expedited.

Commissioner Levine Cava noted she had participated in all of the meetings relating to this issue, and it was important to ensure these funds were loaned to small businesses in our community. She pointed out the Federal Reserve was considering creating a separate entity like Fannie Mae due to what was happening.

Commissioner Levine Cava suggested that the Mayor and members of the Board work collectively with the banks and the Beacon Council on this effort. She noted the Beacon Council was creating a hub to assist businesses to apply for the federal funds; but since the loan applications had to be submitted through banks, it would unhelpful to have varying rules. She stated time was of the essence, noting that she would meet with Congresswoman Donna Shalala on April 16, to discuss this topic.

Commissioner Bovo stated some banks had been able to process loan applications; and he had participated in several town hall meetings to ensure business loan applicants were able to apply for the funds and would continue to hold meetings to facilitate the process. He stated there was a need to ensure holdups were identified and communicated to federal legislators to able to resolve those issues.

Vice Chairwoman Sosa advised she had spoken to Senator Marco Rubio, and the Senator had been very accessible to Commissioner Bovo and everyone in the community. She stated Senator Rubio was reviewing all of the federal established regulations and asked Mayor Gimenez to apprise the members of the Board on an ongoing basis prior to a Board scheduled meeting on this issue.

Commissioner Jordan clarified banks regulated by the Federal Deposit Insurance Corporation (FDIC) were unable to lend funds to unfamiliar entities to the bank or non-members of the institution, and the CARES Act failed to ensure the FDIC guidelines were clear before releasing the legislation. She noted the FDIC guidelines needed to be cleared.

Commissioner Moss concurred with Commissioner Jordan�s statement; and as a consequence, banks had to establish their own process and procedures. He stated the County needed to ensure our community was pushed to the front line of the loan approval process. He recommended that Mayor Gimenez meet with bank executives to identify the legislation�s problems and develop the best solution to lend the funds in order to encourage the banks to cooperate in the lending process. He offered to work with the Mayor and the members of the Board on this issue.

Mayor Gimenez stated one of the problems was the requirement that the bank have a relationship with the loan applicant because many of the banks in this community did not have a relationship with the Small Business Administration (SBA) and were not recognized as a small business lender, and the loan applicant also had a problem if the individual had a relationship with a bank not recognized by the SBA. He also stated he would schedule a meeting with bank executives for April 8, 2020, to discuss these issues; and Chairwoman Edmonson, members of the Board, Senator Rubio, or any other Washington D.C. legislator were welcome to participate in the discussion.

Chairwoman Edmonson asked the Mayor to notify the members of the Board as soon as possible on the meeting date and time.

Hearing no other comments or objections, the members of the Board proceeded to take a vote on the foregoing resolution as amended to include the amendments read into the record by County Attorney Abigail Price-Williams.

Chairwoman Edmonson proposed to amend the foregoing resolution to suspend for sixty (60) days the disconnection of water service by the Miami-Dade Water and Sewer (WASA) Department.

Commissioner Martinez accepted the friendly amendment from thirty (30) days to sixty (60) days.

Commissioner Levine Cava mentioned the County had created a funding venue to help people unable to pay their water bill, and it was funded by individuals who made donations when paying their water bills.

Commissioner Jordan asked he foregoing resolution be further amended to have this directive revisited after the sixty (60) days expired.

Commissioner Martinez accepted Commissioner Jordan�s amendment, noting he would also accept to have the sixty (60) days administratively revisited.

County Mayor Carlos Gimenez noted the County had suspended all water disconnections at this time; and the sixty (60) days would certainly be revisited if necessary. He noted the County would not disconnect water service nor have the Sheriff Department serve evictions during the coronavirus disease 2019 (COVID-19) crisis.

Commissioner Levine Cava noted late fees had also been waived.

Upon conclusion of the foregoing discussion, the members of the Board proceeded to take a vote on the foregoing resolution as amended to suspend for sixty (60) days the disconnection of water service by the Miami-Dade Water and Sewer Department (MDWASD).

Assistant County Attorney Anita Viciana read into the record the following amendments as requested by Commissioner Martinez:

1. On handwritten page 4, Section 1, line 2, number �19� would be deleted and number �20� would be inserted;
2. On handwritten page 6, Section 4, line 2, number �19� would deleted and number �20� would be inserted; and
3. On handwritten page 6, Section 4, line 6, after �Miami-Dade Beacon Council,� the following name shall be inserted �the Greater Miami Convention and Visitors Bureau.�

Commissioner Martinez advised he wished to have a member of the banking industry appointed to the foregoing proposed Coronavirus 2019 (COVID-19) Economic Recovery Task Force (the task force).

Commissioner Higgins asked that the list of experience for the appointment of members be expanded to include representatives from the healthcare and manufacturing industries.

Commissioner Levine Cava asked that a representative of the farming industry or a member of the Farm Bureau as well as a member from the labor sector be appointed to the task force.

Commissioner Bovo noted this Board fully supported the foregoing resolution and commended Commissioner Martinez for his leadership on this issue.

Commissioner Bovo advised he envisioned that any person appointed by him to the task force would be able to meet with groups from his county commission district to ensure all of his district�s concerns were circulated and addressed.

Commissioner Martinez accepted the recommendations from Commissioner Higgins and Levine Cava.

Commissioner Martinez commented he agreed with Commissioner Bovo�s suggestion and that was how he wished to have the proposed task force operate.

Hearing no other comments or objections, the members of the Board proceeded to take a vote on the foregoing resolution as amended to include that persons appointed to the task force should also have experience in the industries of manufacturing, healthcare, agriculture, and labor, and those amendments read into the record by Assistant County Attorney Anita Viciana.

Commissioner Martinez expressed his objection to the foregoing resolution inasmuch as it was possibly the only option available to the poor, whether it afforded a good option or not.

Commissioner Levine Cava clarified the intent of the resolution was not to outlaw payday lenders but to afford consumer protections. She pointed out the foregoing resolution urged the State Legislature to enforce its laws by enacting legislature that would prohibit payday lenders, utilizing �Rent-A-Bank� practices and registered as banks out of state to bypass the State of Florida laws, to do business in Florida.

Commissioner Moss concurred with Commissioner Martinez� comments.

Discussion ensued among the members of the Board regarding the intent of the foregoing resolution.

Assistant County Attorney Michael Mastrucci advised the foregoing resolution should be amended, as requested by Commissioner Levine Cava, to add language at the end of the resolution�s title and at the end of section 1 in the Now Therefore Clause, to say �and ensure that sales losses of agricultural crops are included under the Federal Crop Systems Program.�

Commissioner Levine Cava explained the foregoing resolution urged the federal government to provide additional assistance to the County�s farmers since the farmers market was being currently flooded by crops from other countries.

Commissioner Levine Cava asked Mayor Gimenez to review the feasibility of purchasing from Miami-Dade County agricultural growers excess fruit and vegetable crops resulting from the loss of sales due to the coronavirus disease 2019 (COVID-19) in order to be able to provide financial assistance to the growers and to utilize and distribute those crops to Miami-Dade County residents needing that type of assistance.

County Mayor Carlos Gimenez agreed with Commissioner Levine Cava�s suggestion and advised he would ask his staff to work with her office and Commissioner Moss� office in South Dade so identify which crops could be purchased from local farmers because farming was a vital industry in this County and that would also allow an opportunity to feed residents needing that type of assistance.

Commissioner Bovo expressed his support for the foregoing resolution, and assistance should be provided to local farmers. He noted the federal government had already acted with $9.5 billion.

Commissioner Moss expressed his support for the foregoing resolution, and he noted it was a great piece of legislation because it would allow the County the opportunity to provide assistance to the socially disenfranchised in this community. He said it would also prevent many social problems.

Commissioner Souto expressed his support for the foregoing legislation, noting it was a great piece of legislation. He stated the County needed to provide assistance to the needy; and it would only be proper to do so.

Pursuant to the FY 2019-2020 budget, the Commission allocated $1 million dollars to fund a unique scientific collaborative project between the County and the MIT/IMES Global Co-Creation Lab, Inc. At the time the budget was passed, MIT/IMES Global Co-Creation Lab, Inc. was not registered as a not-for-profit Florida corporation. As a result, the budget provided that the allocation for the collaborative project should go to the Technology Foundation of Americas, Inc. acting as the fiscal agent for MIT/IMES Global Co-Creation Lab, Inc. Since the passage of the budget, MIT/IMES Global Co-Creation Lab, Inc. has become a not-for-profit in the state of Florida, and has been renamed Global Co-Creation Lab, Inc. Because the Global Co-Creation Lab, Inc. is now a not-for-profit entity, there is no longer a need to use Technology Foundation of the Americas, Inc. as a fiscal agent. Consequently,
Commissioner Bovo moved to amend the Fiscal Year (FY) 2019-2020 budget to:

  REPORT: Commissioner Levine Cava commented on the need to continue observing the directive of wearing face masks and maintaining social distancing to reduce the risk of contamination.

Commissioner Bovo asked Mayor Gimenez to schedule a Special meeting of the Board of County Commissioners (the Board) in late summer to discuss and review all of the measures taken to date to address the coronavirus disease 2019 (COVID-19) and how best to address this issue to be able to better engage and react if it were to ever happen again in the future. He asked that the Mayor provide at the Special meeting an in-depth briefing of how COVID-19 had been addressed in order to be able to write a manual on to address similar future state of emergency reoccurrences.

Chairwoman Edmonson stated the proposed Special meeting of the Board would be scheduled for a time after the Coronavirus state of emergency was over.

Commissioner Moss suggested Mayor Gimenez take similar steps with the banks, as it related to the lending of funds to provide assistance to businesses impacted by COVID-19, as its being currently done with the accountability of hospital beds in order to put pressure on banks to lend the funds provided by the federal government.

Commissioner Jordan noted she supported the foregoing legislation as drafted, but she wished to have addressed the issues relating to the delivery of senior meals and the furloughs Jackson Memorial Hospital (JMH) was imposing on its employees.

Pursuant to Commissioner Moss�s remarks, Mayor Gimenez responded he would ask banks for a report card on the lending of the funds provided by the federal government to assist businesses impacted by COVID-19 if it was found he had that authority.

Mayor Gimenez advised the County Attorney had expressed concerns regarding the enforcement of having to wear a face mask; but the County needed to have a clear, unified message if another state of emergency were to happen again. He also stated food supplies needed to be local as much as possible.

Chairwoman Edmonson asked Mayor Gimenez to require that the senior meals be labeled with its content and the preparation time.

Vice Chairwoman asked Mayor Carlos Gimenez to carefully review the senior meals program and ensure that local contractors were selected and benefited from this program. She stated that she was unsupportive of awarding the senior meals program to non-local contractors, who were not registered with Miami-Dade County to provide those services.

In response to Vice Chairwoman Sosa�s concerns, Mayor Gimenez responded that the Internal Services (IS) Department�s major concern was to provide an immediate response to the necessary service of providing meals to senior citizens.

In response to a motion made by Vice Chairwoman Sosa and seconded by Chairwoman Edmonson to require that the evaluation and selection review process to select local contractors only to provide the senior meals, Mayor Gimenez advised a report would be prepared and presented before the Board outlining the procedure used to evaluate and select the Broward County contractor.

Commissioner Heyman suggested that the Mayor identify those local contractors capable of providing senior meal services and that the process be more inclusive.

Commissioner Jordan wished to know why was a Broward County contractor was selected to provide the service.

Commissioner Jordan asked the Inspector General to review the evaluation and selection process to select a contractor to provide and deliver the senior meals and that a written report be prepared and presented for the Board�s review.

Vice Chairwoman Sosa agreed with Commissioner Jordan�s recommendation.

Commissioner Higgins asked hotels be included.

It was moved by Vice Chairwoman Sosa that the Mayor bring back before the Board the County�s senior meals program to transition the award of the contract from the Broward County contractor to local contractors.

Commissioner Jordan suggested the Mayor be allowed to begin immediately the transition of the senior meals program contract to local contractors and that it be brought before the Board for retroactive approval.

Assistant County Attorney Eduardo Gonzalez clarified the motion by stating that it would request that the senior meals program contract be presented before the Board as soon as possible and would direct the County administration to contract senior meal services with qualified local contractors.

Ms. Namita Uppal, Procurement Officer, Internal Services (IS) Department, asked that the proposed legislation not include language that would impact Federal Emergency Management Agency (FEMA) funding.

It was moved by Vice Chairwoman Sosa that the Board of County Commissioners direct the Mayor, with respect to the emergency purchases of meals to the elderly, to immediately transition such purchases to locally headquartered businesses in Miami-Dade County qualified to perform such services, provided that such purchases do not impair the County�s ability to receive federal or state emergency reimbursements. All emergency purchases of meals to the elderly during the coronavirus disease 2019 (COVID-19) state of emergency period are subject to ratification by the Board. This motion was seconded by Commissioner Diaz; and upon being put to a vote, the motion passed by a vote of 13-0. (Note: This motion would be memorialized and assigned Resolution Number R-338-20 (See related Agenda Item 15F3, Legislative File Number 200676).

Commissioner Diaz asked to be listed as a co-prime sponsor and Chairwoman Edmonson and Commissioners Heyman, Higgins, Jordan, Monestime, and Moss asked to be listed as co-sponsors.

Pursuant to Chairwoman Edmonson�s request, this proposed resolution would be presented at the next scheduled Chairwoman�s Policy Council (CPC) meeting of April 20, 2020.

- to direct the County Mayor or County Mayor�s designee to provide financial relieve to Miami-Dade County�s aeronautical business partners at the general aviation airports (GAAs) for a period of three (3) months retroactive to March 1, 2020, with one (1) option to extend for three (3) months, such relieve shall be:

Assistant County Attorney Phenelus advised the resolution should also be amended to include the following amendments:

- to add the words �and the general aviation airports� on handwritten page 10, section 6; and
- to add section 7 waiving the provisions of Resolution of R-1038-06 regarding the specification of dollar amount in the title of the resolution ordinances, Resolution R-730-09 regarding the designation of funding source in the County Mayor�s memorandum, and Resolution R-530-10 and Ordinance O-10-85 regarding details of the fiscal impact in the County Mayor�s memorandum.

Discussion ensued regarding the intent of the foregoing resolution.

It was moved by Vice Chairwoman Sosa that the Board of County Commissioners adopt the foregoing resolution as amended to include the amendments read into the record by Assistant County Attorney Phenelus. It was moved by Commissioner Jordan that the Board of County Commissioners urge the Florida Legislature and the Agency for Health Care Administration (AHCA) to require personal protective equipment (PPE) for home health workers, including but not limited to, home health nurses, therapists, social workers, aides, certified nursing assistants, and companions.

The Clerk of the Board was directed to transmit a certified copy of this item to the Governor, Senate President, House Speaker, the Chair and Members of the Miami-Dade Legislative Delegation, the Florida Surgeon General, and the Secretary for the Agency for Health Care Administration (AHCA).

The County�s lobbyists were directed to advocate for said action, and the 2020 and 2021 state legislative packages should include this item.

This motion was seconded by Vice Chairwoman Sosa; and upon being put to a vote, the motion passed by a vote of 13-0.

Commissioners Bovo, Levine Cava, Diaz, Heyman, Higgins, Moss, Sosa, and Martinez asked to be listed as co-sponsors.

  REPORT: MOTION RELATING TO CORONAVIRUS (COVID-19) BY COMM. JORDAN

It was moved by Commissioner Jordan that the Board of County Commissioners urge the United States Congress to include funds in future stimulus packages or other monetary stimulus measures to assist companies and local governments retain employees by providing paid leave, wage subsidies, and other compensation and benefits. Said packages should reflect compensation and benefits included in similar stimulus packages funded by other countries such as Australia, Canada, France, the United Kingdom, and many others.

The Clerk of the Board was directed to transmit certified copies of this item to the members of the Florida Congressional Delegation.

The County�s federal lobbyists were directed to advocate for said action, and the 2020 and 2021federal legislative packages should include this item.

This motion was seconded by Commissioner Higgins; and upon being put to a vote, the motion passed by a vote of 13-0.

Commissioners Levine Cava and Higgins asked to be listed as co-sponsors.

Commissioner Bovo invoked the 4-Day Rule on the foregoing motion.

  REPORT: MOTION RELATING TO EMERGENCY PURCHASING OF MEALS FOR THE ELDERLY BY VICE CHAIRWOMAN SOSA

It was moved by Vice Chairwoman Sosa that the Board of County Commissioners direct the Mayor, with respect to the emergency purchases of meals to the elderly, to immediately transition such purchases to locally headquartered businesses in Miami-Dade County qualified to perform such services, provided that such purchases do not impair the County�s ability to receive federal or state emergency reimbursements. All emergency purchases of meals to the elderly during the coronavirus disease 2019 (COVID-19) state of emergency period are subject to ratification by the Board. This motion was seconded by Commissioner Diaz; and upon being put to a vote, the motion passed by a vote of 12-1 (Commissioner Levine Cava voted no).

Commissioner Diaz asked to be listed as a co-prime sponsor and Chairwoman Edmonson and Commissioners Heyman, Higgins, Jordan, Monestime, and Moss asked to be listed as co-sponsors.

This resolution would be forwarded to the next scheduled meeting of the Chairwoman�s Policy Council (CPC) on April 20, 2020.

It was moved by Vice Chairwoman Sosa that the Board of County Commissioners direct the Mayor to negotiate with appropriate bargaining units a temporary pay supplement of one percent (1%) of base salary for sworn personnel in police, fire, and corrections for the duration of the coronavirus disease 2019 (COVID-19) state of emergency, and pursuant to the County�s Ordinance 14-65, provide a report to the Board identifying legally available funding sources, including the potential of Federal Emergency Management Agency (FEMA) reimbursements, and updating the Board on the progress of the negotiations required by this motion, and placing the report on the Board�s next scheduled agenda. This motion was seconded by Chairwoman Edmonson; and upon being put to a vote, the motion passed by a vote of 13-0.

It was moved by Chairwoman Edmonson that the Board of County Commissioners suspend the Board Rules of Procedures relating to removal of items considered in committee and provide new committee assignment for items and public hearings and that the suspension of the rule remain in effect until no longer under the coronavirus disease 2019 (COVID-19) state of emergency. This motion was seconded by Vice Chairwoman Sosa; and upon being put to a vote, the motion passed by a vote of 13-0.

  REPORT: At approximately 6:45 p.m., it was moved by Commissioner Martinez that the Board of County Commissioners extend the adjourning time of today�s (04/07) Regular Board meeting to 7:00 p.m. This motion was seconded by Vice Chairwoman Sosa; and upon being put to a vote, the motion passed by a vote of 13-0.

At approximately 7:06 p.m., it was moved by Commissioner Heyman that the Board of County Commissioners extend the adjourning time of today�s (04/07) meeting to 7:30 p.m. This motion was seconded by Vice Chairwoman Sosa; and upon being put to a vote, the motion passed by a vote of 13-0.

It was moved by Commissioner Jordan that the Chairwoman establish a two (2) minute talk time for each commissioner wishing to speak on an item. This motion was seconded by Commissioner Moss; and upon being put to a vote, the motion passed by a vote of 13-0.

At approximately 7:23 p.m. and following a discussion relating to the extension time of this meeting, it was moved by Commissioner Jordan that the Board of County Commissioners extend today�s (04/07) Regular Board meeting until such time that all action items were considered and voted on and that all county commissioners wishing to speak on any of the items be provided a two (2) minute timeframe. This motion was seconded by Vice Chairwoman Sosa; and upon being put to a vote, the motion passed by a vote of 13-0.

There being no further business to come before the Board of County Commissioners, the meeting adjourned at 7:50 p.m.
