SPECIAL PRESENTATION IN RECOGNITION OF MR. THEO KARANTSALIS AS THE CITT AMBASSADOR OF THE YEAR FOR 2025

REPORT:
Commissioner Gilbert III introduced Mr. Javier Betancourt, Executive Director of the Citizens' Independent Transportation Trust (CITT), to lead a special recognition.
Mr. Betancourt explained that CITT Ambassadors were frequent transit riders who volunteered feedback on their experiences by completing surveys, participating in focus groups, and sharing transportation messages on social media, earning redeemable rewards through the CITT Ambassador Mobility Rewards mobile application. He added that the resulting data was shared with the Department of Transportation and Public Works (DTPW) and municipal partners to identify issues and guide improvements. Mr. Betancourt recognized Mr. Theo Karantsalis as the 2025 CITT Ambassador of the Year, noting that Mr. Karantsalis had logged more than 15,000 transit miles over the past year while documenting his rider experience through the application.
Mayor Levine Cava offered brief remarks acknowledging the CITT and Mr. Betancourt's leadership, recognizing Ms. Cheryl Mizell for originating and advancing the program, and congratulating Mr. Karantsalis. She also noted the County's partnership with the public health system and the presence of Jackson Health System's outgoing and incoming Chief Executive Officers.
Mr. Karantsalis reflected on his advocacy through the National Multiple Sclerosis Society, the Schizophrenia and Psychosis Action Alliance, and his role as Chair of the Miami-Dade County Commission on Disability Issues (CODI), describing how transit had provided him independence and stability. He thanked the Board, Mayor Levine Cava, Mr. Betancourt and Ms. Mizell, Ms. Stacy Miller and the DTPW team, Ms. Rodriguez for strengthening paratransit, and Law Professor Matthew Dietz and Ms. Debbie Dietz for encouraging his volunteer service.
Mr. Betancourt closed by noting that Mr. Karantsalis had previously been awarded 10,000 points and an engraved trophy at the Ambassador anniversary celebration, and he invited interested riders to apply at miamidade.gov/CITT.

REPORT:
Chairman Rodriguez opened the reasonable opportunity to be heard and the following persons appeared before the Board:
1) Dr. Jos� Dotres, 3300 NW 27 Avenue, Miami, FL, appearing on behalf of Miami-Dade County Public Schools spoke in support of Agenda Item 14A2, thanking Senator Garc�a for sponsoring it and describing the measure as a renewal of voter-supported investment on behalf of more than 300,000 students, employees, and families. He noted that the District had been rated A by the State for more than six consecutive years and designated a high-performing district.
2) Mr. Adam Kravitz, 2982 Alton Road, Miami Beach, FL, spoke on Agenda Item 14A4 regarding the closure of portions of Ocean Drive to vehicular traffic, cautioning that this and anticipated future closures, including a proposed North Bay Road closure, would worsen congestion in surrounding neighborhoods, and urged the Board to weigh the impact on residents given the County's jurisdiction.
3) Mr. Al Palacio, Second Vice President of the Florida State Fraternal Order of Police and President of the Miami-Dade Schools Fraternal Order of Police, 3300 Northwest 27th Avenue, Miami, FL, spoke in support of Agenda Item 14A2, emphasizing the referendum's importance to school safety following the Marjory Stoneman Douglas Act and asked the Board to place the question before the voters.
4) Mr. Joe Minor, 5553 Northwest 36th Street, appeared on behalf of the United Teachers of Dade, spoke in support of Agenda Item 14A2, noting that voters had approved the referendum in 2018 and 2022, that roughly 30 Florida counties educating 75 percent of the state's students had similar measures in place, that the item did not contemplate a tax increase, and that it had historically drawn at least 65 percent voter support.
5) Ms. Amy Brigham Burrus, representing His House Children's Home,600 Brickell Avenue, Suite 3500, Miami, FL, spoke in support of Agenda Item 14A3, expressing gratitude for the approximately 16 acres made available through the County's collaboration with Landmark and for County staff's work on the agreements, and noting that the Impact Foundation had approved charitable lending to help close the remaining funding gap.
6) Mr. Lowell Dunn II, 8083 Northwest 103rd Street, Hialeah Gardens, FL, provided information on Agenda Item 14A3, advising that the Lowell and Betty Dunn Family Foundation had agreed to enter into a letter of intent with His House Children's Home to provide $18.5 million in impact investment toward the new permanent facility, and commending the organization's stewardship of its resources.
7) Madame Renita Holmes, address withheld, described conditions at her residence, raising concerns about housing-quality violations, the absence of locks and security, and her circumstances as a senior with a disability on a fixed income, and she asked the Board to audit a contract it had previously approved.
8) Mr. Elijah John Bowdre, Chairman, Miami-Dade Digital Commission, 1501 Biscayne Boulevard, Miami, FL, addressed Agenda Item 14A4, referencing the recent Consensus conference held on Miami Beach and the County's standing in the cryptocurrency and artificial intelligence sectors, and urging the Board to help make Miami Beach more welcoming to such events.
Seeing no one else come forward to speak, Chairman Rodriguez closed the reasonable opportunity to be heard.

MOTION TO SET THE AGENDA AND "PULL LIST"

REPORT:
CA Bonzon-Keenan noted the following preliminary changes to today�s Board agenda which included a request to add Agenda Item 14A1 to the Pull List by Commissioner Milian Orbis, and a request to bifurcate Agenda Item 5I by Senator Garc�a at the appropriate time.
Additionally, CA Bonzon-Keenan announced the following co-sponsorship requests:
� Agenda Item 11A2: Commissioner Steinberg; and
� Agenda Item 14A1: Senator Garc�a and Commissioner Gonzalez.
CA Bonzon-Keenan stated the items to be considered at today�s Board meeting would be those listed in the printed final agenda, with the additions, deferrals, withdrawals, and scrivener�s errors noted in Chairman Rodriguez�s Memorandum and the aforementioned items. She indicated that the Board would approve all of those items by a single vote setting the agenda, except Ordinances for First Reading, Public Hearings, and the following Pull List Agenda Items: 14A1, 14A2, 14A3, and 14A4.
Commissioner Gilbert III moved that the Board approve today�s agenda with the aforementioned changes. This motion was seconded by Commissioner Lopez, and upon being put to a vote, passed 9-0 (Commissioners Gonzalez, Hardemon, Milian Orbis and Steinberg were absent).

REPORT:
Commissioner Milian Orbis proffered the following amendment to the foregoing proposed resolution, which was read into the record by ACA Carlin as follows:
Commissioner Milian Orbis moved to amend the foregoing resolution to:
- Add a new second-to-last "WHEREAS" clause stating that Miami-Dade County supports all lawful efforts to hold accountable those responsible for the 1996 shoot-down of the unarmed Brothers to the Rescue humanitarian aircraft in international airspace, including any potential criminal charges pursued against Cuban dictator Ra�l Castro for his alleged role in the murder of four innocent men, including three United States citizens;
- Amend Section 2 to additionally urge continued action and accountability related to the 1996 Brothers to the Rescue shoot-down and other human rights abuses committed by the Cuban communist regime; and
- Amend Section 3 to additionally direct the Clerk of the Board to transmit certified copies of the resolution to the United States Department of Justice, Acting Attorney General Todd Blanche, and United States Attorney Jason A. Reding Qui�ones for the Southern District of Florida.
Commissioner Milian Orbis spoke in support of the item and the proffered amendment, noting the observance of May 20th as Cuban Independence Day and the District 6 dedication of Brothers to the Rescue Park.
Vice Chairman McGhee, Commissioners Lopez, Bermudez, and Commissioner Cohen Higgins each spoke in support of the item and asked to be listed as co-sponsors, with Commissioner Lopez referencing District 5's connection to the Bay of Pigs Museum and Commissioner Bermudez noting his personal connection to one of the brothers to the rescue members through his prior service with the organization.

Senator Garc�a thanked Commissioner Gilbert III for his work in bringing the parties together on the His House Children's Home redevelopment, acknowledging the challenges that had arisen early in the process and commending Landmark's Mr. Perez for coming to the table to form the partnership.
Commissioner Gilbert III thanked Mr. JC Moss, the developer, for his work in facilitating the project, and recognized Mr. Lowell Dunn II for the Dunn Family Foundation's impact-investment commitment, which he identified as the contribution that closed the project's final funding gap. He noted that the item had come before the Board several times for extensions and expressed appreciation to his colleagues for the accommodations that had allowed him to bring the agreement to completion.
Mr. Alberto Perez of Landmark, 100 Miracle Mile, briefly addressed the Board, thanking Dr. Edwards, Ms. Raquel Matas, and the rest of the project team for the collaborative effort that brought the agreement to completion.

REPORT:
Commissioner Gilbert III explained that the project, funded in part through General Obligation Bond (GOB) proceeds in partnership with the City of Miami Gardens and the Miami Gardens Community Redevelopment Agency, was currently in the site-clearing and ground-breaking phase, and that additional time was needed for completion.
There being no further questions or comments, the Board proceeded to vote on the motion as presented.

REPORT:
Chairman Rodriguez stated that, together with Jackson's report, he intended to place the mental health facility item itself on the June 16, 2026 Board agenda so that both matters could be considered in parallel.
Commissioner Gilbert III observed that, while JHS was an extension of the County, the Board lacked legal authority to direct Jackson's executive leadership in matters of cost without funding, and suggested that the operative language might more appropriately be framed as a request.
Chairman Rodriguez noted that he had spoken with Jackson�s Chief Executive Officer, who had advised that the requested review would not entail significant cost and that Jackson was prepared to undertake it.
Commissioner Regalado expressed support for placing the matter on the next Board agenda and proffered an amendment that would also permit the administration to respond to Jackson's report prior to its return to the full Board. She raised concerns regarding differences between the proposal previously submitted by Jackson and Judge Leifman's plan, particularly with respect to security, patient population, and the length of the diversion program (noting that Jackson currently operated a 30-day diversion program in the jails, whereas the proposed facility contemplated a 90-day program for individuals diagnosed with bipolar disorder or schizophrenia).
Chairman Rodriguez stated Jackson's review would be limited to its area of clinical expertise, and that the administration would have the opportunity to respond on the June 16, 2026 meeting date.
Senator Garc�a indicated his agreement with the underlying motion and proffered a further amendment asking that the information provided to and developed by JHS also be shared with the County's Behavioral Health Advisory Board (BHAB), which had oversight responsibility over operations at the facility.
Chairman Rodriguez accepted the amendment, noting that Jackson's report would in any event constitute a public record available to the County and the Advisory Board.
Commissioner Bermudez expressed his support for the motion, stating his confidence in the leadership of JHS and his interest in moving the matter to a Board vote on June 16, 2026 in a manner consistent with the work that had been undertaken to date.
Commissioner Regalado reiterated her preference that the matter be brought directly to a vote without further delay, but ultimately voiced support for moving forward.
Chairman Rodriguez requested Mayor Daniella Levine Cava to work with the sponsoring Commissioner to identify and provide additional funding source projections in conjunction with the Jackson report for consideration at the June 16, 2026 meeting.
Mayor Levine Cava indicated that the administration would provide additional multi-year projections and would coordinate with JHS as appropriate.

DISCUSSION RE: FOG REGULATIONS

REPORT:
Commissioner Bermudez used his point of order to address the Board regarding the County's existing fats, oils, and grease (FOG) regulations and their reported burden on the restaurant industry. He referenced two anticipated companion resolutions, one updating the real-estate transaction disclosure rider regarding the cost of FOG compliance, and a pilot program for the use of FOG byproducts as biofuels, and renewed his prior request that the administration deliver a report regarding less burdensome regulatory alternatives.
Chairman Rodriguez expressed his interest in being listed as a co-prime sponsor of the forthcoming items, although no formal motion was made at this time.
