REPORT: During consideration of the motion to set the agenda, ACA Mastrucci advised that the administration had requested the foregoing proposed resolution to be advanced to the October 6, 2026 Board meeting. Chairwoman Cohen Higgins inquired about the administration's request to advance the item to the next Board meeting. Mr. Cutie explained that the request was driven by grant timelines and the Transportation Security Administration's (TSA) planned installation of 25 Computed Tomography X-ray (CTX) screening machines at MIA. He advised that the County was responsible for the associated infrastructure work and sought to expedite the project, including the permitting process and the contractor's insurance requirements, so that the work could begin as soon as possible. Chairwoman Cohen Higgins stated that she had no objection to advancing the item and asking Board Chairman Rodriguez to place it on the next Board agenda.

STAFF RECOMMENDATION
EXECUTIVE SUMMARY
Miami International Airport (MIA) continues to rank among the nations fastest growing airports, increasing the need for long term modernization and expansion of its infrastructure. To keep pace with accelerating passenger and cargo growth, the Miami-Dade Aviation Department (Aviation Department or MDAD) is advancing its $12 billion Modernization In Action (M.I.A.) program and implementing strategic projects aligned with the Forward Flight Team and CARE MIA Advisory Board initiatives, noting the Forward Flight Teams closure and transition to the CARE-MIA Advisory Board.

Following a competitive procurement, this item seeks approval from the Board of County Commissioners (Board) to award Contract No.AB040A to OECParadise, JV (OEC-Paradise) for the modification and upgrade of critical baggage handling infrastructure in MIAs North Terminal, to support the installation of the Transportation Security Administrations (TSA) next generation screening equipment. The Designer of Record, Burns & McDonnell Engineering Company, Inc., reviewed the projects bid tally and determined that OEC Paradise is fully qualified for award, with a base bid of $78,427,492.48, approximately 11.4 percent below the $88,505,417.00 estimate prepared by MDADs cost consultant, RIB US Cost, Inc.

The County has agreed to pay OEC-Paradise a total compensation amount of $101,047,487.47, which includes a 10 percent contingency of $7,842,749.25; an Inspectors General Fee of $251,988.75; and four (4) Dedicated Allowance Accounts; one in the amount of $1,616,736.00 for portering, one in the amount of $533,070.00 for permit fees, and one in the amount of $5,000,000.00 for the warehouse. The total contract term consists of 1,699 consecutive calendar days from the effective date of the Notice to Proceed.

RECOMMENDATION
It is recommended that the Board approve the attached resolution awarding Contract No. AB040A to OEC-Paradise, for the project entitled: MIA NTD Baggage Handling System Modifications to the Inline CBIS pursuant to Section 2-8.1 of the Miami-Dade County Code.

SCOPE
The project consists of supporting the replacement of 25 Computed Tomography Examiner (CTX) explosive detection system machines located throughout the North Terminal baggage handling system. The existing CTX machines are distributed among five security matrices and have reached the end of their operational life. Continued manufacturer servicing, maintenance, and software support for these machines is no longer available, necessitating their replacement to maintain compliant and reliable baggage screening operations.
TSA will be responsible for the decommissioning and removal of the existing CTX machines, transportation of the replacement equipment, programming, installation, commissioning, and testing of the new CTX machines and their supporting hardware.

OEC-Paradise shall provide all enabling work and supporting infrastructure necessary to facilitate the TSA replacement activities while maintaining continuous airport and baggage handling system operations. Furthermore, the scope of the project will comprise the following:

Pre-enabling work, including preparation of rights-of-way and work areas to accommodate the removal and installation of CTX equipment.
Demolition, modification, and reconstruction of baggage handling system infrastructure required to support the new CTX machines.
Installation, relocation, and modification of structural, architectural, mechanical, electrical, communications, and control system components necessary to accommodate the replacement equipment.
Removal and reinstallation of conveyor sections, supports, catwalks, access platforms, guarding, and associated baggage handling system components as required.
Relocation, protection, and reconnection of utilities, including electrical power, communications, and network infrastructure supporting the baggage handling system.
Modifications to the Building Automation System, ControlNet, fiber optic, and other communications infrastructure necessary to integrate the upgraded system.
Installation of new conduit, cable trays, electrical distribution equipment, wiring, and grounding systems required to support the new CTX equipment.
Coordination with TSA, MDAD, and the baggage handling system maintenance contractor to minimize operational impacts and maintain continuous baggage screening operations throughout construction.
Phased construction activities, including temporary measures necessary to maintain operational continuity and passenger service during equipment replacement.
Testing, commissioning support, and system integration activities necessary to ensure compatibility between the new CTX equipment and the existing baggage handling system.
Restoration of all architectural, mechanical, electrical, and structural elements impacted by the work.
Preparation and maintenance of Building Information Modeling, digital mapping, as-built drawings, and project documentation in accordance with MDAD requirements.

The project will be carefully phased to minimize disruption to airport operations while maintaining continuous baggage screening capabilities. Upon completion, the project will provide the infrastructure necessary to support TSA's next-generation CTX explosive detection system technology, enhancing the reliability, security, and long-term operational performance of the North Terminal baggage handling system.

MIA is located primarily in District 6 which is represented by Commissioner Natalie Milian Orbis; however, because MIA is a regional asset, the impact of this agenda item is countywide.

Project Name: MIA NTD Baggage Handling System Modifications to the Inline Checked Baggage Inspection System (CBIS)
Project No.: AB040A

Contract No: AB040A

Project Location: MIA

Project
Description: To provide construction services at MIA for modifications to the North Terminal Inline Checked Baggage Inspection System (CBIS) to accommodate the installation and integration of new TSA approved explosive detection system equipment.

Approval Path: Board of County Commissioners, Section 2-8.1 of the Miami-Dade County Code

BACKGROUND:
The Inline Checked Baggage Inspection System (CBIS) in MIAs North Terminal contains explosive detection system equipment that has reached the end of its operational life and is being replaced by the TSA with next-generation screening technology. The installation of the new TSA furnished equipment requires modifications to the existing baggage handling system, including conveyor reconfiguration, electrical and communications infrastructure upgrades, controls integration, testing, and commissioning. These improvements are necessary to maintain compliance with current federal security requirements, enhance the reliability and efficiency of the baggage screening process, and support the continued safe and uninterrupted operation of the airport. The objective of this project is to complete the required infrastructure modifications to facilitate the successful installation and integration of the new TSA screening equipment while minimizing impacts to airport operations and passenger service.

As mentioned previously, OEC-Paradises base bid of $78,427,492.48 is approximately 11.4 percent lower than the $88,505,417.00 base bid estimate prepared by RIB U.S. Cost, Inc. Two bids were received for the project; however, OEC-Paradise submitted the lowest responsive and responsible base bid.

On May 29, 2026, and July 7, 2026, MDAD conducted Responsibility Review Meetings with OEC-Paradise, the TSA, and Burns & McDonnell Engineering Company, Inc. to review items related to the TSA grant-related requirements. The primary topics of discussion included TSA's request for a detailed breakdown of all lump sum costs by division, clarification of allocable and non-allocable work items, a detailed breakdown of portering costs, confirmation of testing activities and associated costs, and clarification of the Bidder's submitted minimum qualifications. During these meetings, OEC-Paradise provided the explanations requested by TSA regarding the cost formatting and the required levels of detail, and subsequently submitted the revised information that included the additional cost breakdowns and supporting information, which TSA reviewed and approved.

Procurement History
This construction project, known as Contract No. AB040A, was advertised on March 31, 2026, by the County under full and open competition and closed on May 21, 2026, resulting in two (2) responsive bids received from the Whiting-Turner Contracting Company (Whiting), and OEC-Paradise. On May 21, 2026, the bids were forwarded to the Countys Strategic Procurement Department (SPD) for compliance review. On May 22, 2026, SPD concluded that a compliance review cannot be conducted for Contract No. AB040A due to the Interim Final Rule released by the U.S. Department of Transportation on October 3, 2025. The Interim Final Rule suspended the requirements of the DBE program on a temporary basis; however, this project remains subject to all other applicable federal requirements, including, but not limited to, Davis-Bacon Wage Rates. (See Attachment B as attached).

During the evaluation process, MDAD staff identified possible responsive irregularities for OEC-Paradise and Whiting. Accordingly, both bids were referred to the County Attorneys Office (CAO) for review. On June 11, 2026, the CAO issued its determination and found both bids to be responsive. It was concluded that OEC-Paradise, the lowest bidder, submitted a bid with no variances from the terms of the solicitation. (See Attachment C as attached).

A copy of the SPD Project Worksheet for AB040A shows that this project is a DBE and no measures are assigned to this construction project due to the Interim Final Rule, resulting in the temporary suspension of the requirements under the DBE Program. A copy of the SPD Project Worksheet is enclosed. (See Attachment D as attached)

In a letter dated July 9, 2026, addressed to the Aviation Department, the Designer of Record, Burns & McDonnell Engineering Company, Inc., confirmed that the recommended low bidder qualifies for award of this construction contract. (See Attachment E as attached)

SBDs Capital Improvements Information System (CIIS) database has 1 evaluation for OEC-Paradise, with an average evaluation rating of 4.0 out of 4.0 points, which is indicative of superior performance. (See Attachment F as attached)

According to SBDs Firm History Report, OEC-Paradise has been awarded one (1) contract in the last three (3) years as Prime Contractor with a total value of $47,010,648.00. (See Attachment G as attached)

The Contract Summary, Bid Bond, and Required Affidavits (also called Combined Affidavit) executed by OEC-Paradise are enclosed. (See Attachment H as attached)
