REPORT: Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Hearing no questions or comments, the Committee proceeded to vote. An unidentified public speaker noted H.R. 2895 would be on the floor of the House of Representatives tomorrow (10/10). She urged the commissioners to contact local representatives and express their support.

TITLE
RESOLUTION URGING THE U.S. CONGRESS TO PASS H.R. 2895, THE NATIONAL AFFORDABLE HOUSING TRUST FUND ACT OF 2007, OR SIMILAR LEGISLATION

BODY
WHEREAS, nationwide there are nine (9) million extremely low income (ELI) renter households in the U.S. and just 6.2 million rental units affordable to them; and
WHEREAS, the gap between demand and the supply of ELI housing is growing; and
WHEREAS, the lowest income households have the greatest incidence of housing problems and the greatest need for affordable housing, as indicated by available data; and
WHEREAS, no current federal program produces housing affordable to these poorest families; and
WHEREAS, in Miami-Dade County, over 20 percent of families qualify as extremely low income; and
WHEREAS, our County is experiencing a severe shortage of such housing for our residents; and
WHEREAS, H.R. 2895, the National Affordable Housing Trust Fund Act of 2007, currently is pending before Congress and would establish a permanent, dedicated affordable housing development revenue source, with 75 percent of the funds going to ELI units; and
WHEREAS, creating a National Affordable Housing Trust Fund would allow the construction, rehabilitation and preservation of as many as 1.5 million units of housing over the next 10 years,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the U.S. Congress to pass H.R. 2895, the National Affordable Housing Trust Fund Act of 2007, or similar legislation.
Section 2. Directs the Clerk of the Board to transmit copies of this resolution to the Florida Congressional Delegation.
Section 3. Directs the County's federal lobbying team to advocate for the passage of the legislation set forth in Section 1 above; and directs the Office of Intergovernmental Affairs to include this item in the 2008 Federal Legislative Package.
