REPORT: Assistant County Attorney Bruce Libhaber read the foregoing resolution into the record. In response to Commissioner Sorenson’s question as to whether Light Emitting Diode (LED) lights or energy-efficient lights were being used, Ms. Ester Calas, Public Works Director, noted that all illuminated signs were LED signs. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing resolution.

AND MIAMI-DADE COUNTY FOR THE PEOPLE�S TRANSPORTATION PLAN (PTP) PROJECT ENTITLED INTERNALLY ILLUMINATED STREET NAME SIGNS INSTALLATION CONTRACT - COUNTYWIDE (PROJECT � CICC 7040-0/07 RPQ NO. 20070784)

STAFF RECOMMENDATION
The attached Project Award Recommendation for an Internally Illuminated Street Name Sign Installation Contract - Countywide (Project � CICC 7040-0/07 RPQ No. 20070784), in the amount of $500,000.00, between All Quality Electrical Services, Inc. and Miami-Dade County has been prepared by the Public Works Department (PWD) and is recommended for approval. Proceeds from the Charter County Transit System Sales Surtax (the Surtax) will be used to fund this project, therefore, approval by the Board of County Commissioners (BCC) and Citizens� Independent Transportation Trust (CITT) is required.

STAFF RECOMMENDATION
The work to be performed under the life of this contract includes internally illuminated street name sign installation at various locations within Miami-Dade County. Approximately 35-40 intersections are to be covered through this contract, of which we have pre-identified the following: SW 72 Avenue and SW 48 Street; SW 82 Avenue and SW 16 Street and SW 87 Avenue and SW 168 Street, located within Commission Districts 7, 8 and 10. Additional sites may be added during the course of the contract.

..Fiscal Impact/Funding Source
The fiscal impact will be $500,000.00 and will be funded from the Surtax. The proposed improvements qualify under the allowable work categories included in the PTP Neighborhood Improvements Section. Specific funding for this project will be allocated from the respective Commission District PTP yearly allocations. The base contract amount is $439,732.00, but the total allocated amount is $500,000.00, which is inclusive of the contingency and dedicated allowances.

..Delegation of Authority
No additional authority is being requested within the body of this contract.

TITLE
The contractor, All Quality Electrical Services, Inc., is currently performing work for the PWD at an above satisfactory level as reported by the Project Manager. Additionally, the Office of Capital Improvement (OCI) database lists 12 awarded construction contracts. The referenced database also lists a total of 10 contractor performance evaluations from PWD, all with satisfactory ratings averaging 3.1, the highest rating being 4.0. The remaining contracts are currently under construction or in the preliminary stages and do not yet have evaluations on file.

Following PWD�s standard operating procedures, after award of this contract, a pre-construction meeting will be scheduled. Throughout all PTP projects, the responsible staff person in PWD will be the PTP Coordinator, Mr. Frank Aira, P.E. Following completion of the award process, the project will be assigned to Mr. Oscar Rubio, P.E., Project Manager, for day to day responsibilities.

According to the Florida Department of State, Division of Corporations, All Quality Electrical Services, Inc., Company Principals are: Samuel Lightbourne and Shakira Lightbourne and the Company�s address is listed as: 14500 N.W. 16th Court, Miami, Florida 33167.

MANAGER'S BACKGROUND
In an effort to accelerate the continued success of the PTP Neighborhood Improvements initiative, PWD is taking advantage of various contracting mechanisms such as the subject Miscellaneous Construction Contracting process available under the Office of Capital Improvements (OCI) contract CICC 7040-0/07. Through this process, PWD forwards the Request for Price Quotation (RPQ), by way of facsimile transmission and US-mail, to a pool of pre-qualified Community Small Business Enterprise (CSBE) contractors for the subject trade. Interested contractors prepare their bids according to the Job Order Contracting (JOC) process, whereby the County establishes unit prices for the pay items in accordance with industry averages. The contractors submit their bid as an overall percentage factor of the pricing established by the County. The project award evaluation is based upon the lowest percentage submitted by the responsive, responsible bidder for the project. In the event that the lowest JOC percentage submitted by a responsive and responsible firm results in a tie (equal percentage), such firms shall have the opportunity to submit a best and final bid equal to or lower than the percentage factor previously submitted. If a tie still exists, the County will award the contract based on local preference, CSBE certification and the least amount of dollars paid on County contracts over the last three (3) years.

PWD staff in conjunction with SBD determined that the scope of work for this project qualified for a CSBE set-aside (Levels I, II, and III) designation. Therefore, on November 2, 2007, PWD forwarded an RPQ for an Internally Illuminated Street Name Signs Installation Contract, utilizing the OCI contract CICC 7040-0/07, to a list of 23 pre-qualified firms. Six (6) firms purchased contract documents and four (4) firms proffered a bid. As a result, on December 12, 2007, PWD issued a recommendation of award for RPQ 20070784 with a percentage factor of 1.0 to All Quality Electrical Services, Inc., with the stipulation that approval of this project must be obtained from the BCC and the CITT due to guidelines associated with the funding source.

The work to be accomplished for this project consists of, but is not limited to, furnishing all supervision, labor, required materials, tools and equipments required to provide the installation of internally illuminated street name signs at various intersections in Miami-Dade County. The work includes the removal of existing overhead signs, relocation of existing signal heads and tree trimming in conflict with the proposed scope of work as directed by the Engineer. The Contractor shall keep the Engineer informed at all times of his work schedule, in order for the project to be inspected during all phases of installation, including wire splicing, installation of conductors and any work involving the electrical connections at the controller cabinet.
