REPORT: Commissioner Levine Cava stated this legislation would direct Mayor Gimenez to market and promote the County’s existing expedited workforce housing program. Ms. Lourdes Gomez, Deputy Director, Regulatory and Economic Resources (RER), advised the implementing order for the expedited affordable housing program needed to be amended, but noted projects were being completed in practice. Commissioner Levine Cava mentioned legislation forthcoming that was specific to affordable housing. Hearing no further comments or questions, the Board proceeded to vote on the foregoing proposed resolution, as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROMOTE AND ENCOURAGE THE USE OF THE COUNTY�S EXPEDITED PERMIT PROGRAM FOR WORKFORCE HOUSING UNITS, DEVELOP A MARKETING STRATEGY, AND PROVIDE A REPORT TO THIS BOARD DETAILING THOSE EFFORTS; DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROVIDE ANNUAL REPORTS TO THIS BOARD RELATED TO THE EXPEDITED PERMIT PROGRAM FOR WORKFORCE HOUSING UNITS

BODY
WHEREAS, in 2007, the Board of County Commissioners adopted Ordinance No. 07-05, which created section 8-8.1 of the Code of Miami-Dade County (the �Code�); and
WHEREAS, these provisions of section 8-8.1 of the Code subsequently sunset, but the Board of County Commissioners subsequently re-adopted those same provisions in Ordinance No. 08-51, without any sunset provision; and
WHEREAS, section 8-8.1 of the Code provides that �the Building Official shall implement a program to expedite the review and approval of permit applications for workforce housing units�; and
WHEREAS, as used in section 8-8.1 of the Code, �workforce housing units shall mean those WHUs which are priced (selling price or rent) at levels to be affordable to households which meet the workforce housing target income range�; and
WHEREAS, this Board wishes to further promote and market this expedited permit program for workforce housing units, to encourage the construction of workforce housing units in Miami-Dade County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board hereby directs the County Mayor or County Mayor�s designee to actively promote and encourage the use of the expedited permit program for workforce housing units and develop a marketing strategy that includes but is not limited to: (1) prominently displayed posters or signs in the applicable County offices that receive applications which could potentially be eligible for the program; (2) inclusion of the option to request the �workforce housing unit� expedite in the building permit forms; (3) more prominent and complete information about how to apply for this particular expedited permit program on the County�s website; and (4) advertisement in appropriate trade journals and community publications. The County Mayor or County Mayor�s designee shall commence these efforts no later than 180 days after the effective date of this resolution.
Section 2. This Board further directs the County Mayor or County Mayor�s designee to prepare a report for this Board describing the marketing strategy for the expedited permit program for workforce housing units and place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65 within 90 days of the effective date of this resolution.
Section 3. This Board also directs the County Mayor or County Mayor�s designee to report annually on the number of building applications that have used this expedited permit program for workforce housing, as compared to standard applications and those using other expedite programs, and shall place the annual report on an agenda of the Board pursuant to Ordinance No. 14-65.
