REPORT: | Assistant County Attorney Bruce Libhaber read into the record the foregoing proposed resolution. Commissioner Higgins pointed out the incident on the Metromover system shutdown in August 2019 without notice to the Board or the public and stated penalizing transit riders was not an option. In response to Chairman Bovo's inquiry about creating alerts to notify the riders of system shutdowns via the Transit Watch mobile app, Deputy Mayor Jennifer Moon stated they had used the media as a form of communication, for example, the County's Facebook page to announce changes in transportation. Hearing no more questions or comments, the members of the Transportation and Finance Committee proceeded to vote on the foregoing proposed resolution as amended to provide a report to the Board in 90 days rather than 60 days. | ||||||

TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PREPARE WITHIN 90 DAYS A REPORT DETAILING THE OVERALL PERFORMANCE OF THE METROMOVER SYSTEM DURING THE PREVIOUS TWO YEARS, AND TO PLACE SAID REPORT ON AN AGENDA OF THIS BOARD PURSUANT TO ORDINANCE NO. 14-65 [SEE ORIGINAL ITEM UNDER FILE NO. 192023] BODY WHEREAS, the Metromover system is an automated people mover system that includes three distinct routes within downtown Miami-Dade County: (1) the Brickell loop; (2) the Inner loop; and (3) the Omni loop; and WHEREAS, the Metromover system provides a fare-free transportation option to its users, including residents, employees, students, and visitors to Miami-Dade County; and WHEREAS, said users depend on the Metromover system as a reliable transportation alternative within downtown Miami-Dade County; and WHEREAS, any disruption in the operation of the Metromover system causes a ripple effect on the users of the system, including users from around the County who connect to the system from Metrorail and Metrobus; and WHEREAS, there have been a number of recent complaints regarding the reliability of the Metromover system, including complaints of unscheduled partial and system-wide shutdowns, shutdowns occurring earlier than scheduled and/or announced to the public, long wait times, and unannounced rerouting of Metromover cars from the Brickell loop to the Omni loop; and WHEREAS, recognizing that a more reliable Metromover system is in the best interest of the residents, employees, students, and visitors to Miami-Dade County, this Board wishes to direct the County Mayor or County Mayor�s designee to prepare within [[30]]1 >>90<< days a report detailing the overall performance of the Metromover system over the previous two years to the present, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Directs the County Mayor or County Mayor�s designee to prepare a report detailing the overall performance of the Metromover system over the previous two years to the present, which report shall include, but not be limited to, a report on: (a) all scheduled and unscheduled partial and system-wide shutdowns of the Metromover system; (b) all shutdowns occurring earlier than scheduled and/or announced to the public; (c) all Metromover track and car downtimes; (d) all announced and unannounced Metromover car route changes; (e) a breakdown of the reasons for any partial and system-wide shutdowns of the Metromover system, including whether for scheduled maintenance, unscheduled maintenance or repairs, or private sector construction projects; (f) the means used by the Department of Transportation and Public Works to advise the public of any scheduled or unscheduled partial or system-wide shutdowns of the Metromover system; and (g) an assessment of the performance of all bus bridges put in place during partial and system-wide shutdowns of the Metromover system, including wait times and frequency of service. Section 2. Directs the County Mayor or the County Mayor�s designee to place the report required by section 1 of this resolution on an agenda of this Board pursuant to Ordinance No. 14-65 within [[30]] >>90<< days of the effective date of this resolution. 1 Committee amendments are indicated as follows: Words stricken through and/or [[double bracketed]] are deleted, words underscored and/or >>double arrowed<< are added. |
