Work under this Contract includes furnishing of all supervision, labor, materials, tools, equipment and performing all operations required to construct the Work in accordance with the Contract Documents. Work includes construction of new sidewalks, sidewalk connectors, driveway approaches, curb ramps, curbs and/or gutters; reconstruction and/or repair of existing sidewalks, sidewalk connectors, driveway approaches, curb ramps, curbs and/or gutters; removal and disposal of various existing pavements, trees, tree roots and debris; grading and preparation of subgrade and sodding; and adjustment of existing utility valve covers to new finished grade. One or a combination of more than one of the work described herein may be required to be performed at any given site pursuant to the requirements of the Work Order governing the site. If any changes are required due to conflict of design and or field conditions, the Engineer will make the final determination. The Contractor and all subcontractors, under this Contract, are prohibited from performing any work, other than specified in the Contract and/or directed by the Engineer, within the limits of the project site, without prior written notification to the Engineer. This includes any work for private or commercial entities. This Project is subject to the Provisions of Federally Funded Projects therefore; The UAP does not apply to this project. Bid Bond Requirements: Due to the fact that this contract will be activated after the Mayor's, Governor’s, or President Declaration of emergency (Declaration of Emergency) the Bid Bond is not required. Performance and Payment Bond will be required pursuant to Mayor’s, Governor’s, or President Declaration of emergency (Declaration of Emergency) and after recommendation for award(s) has been made to the Contractor(s). Contractor must register as a Miami-Dade County Vendor, and request to be included in the Contractor’s Emergency Pool. The County, at its sole discretion and at any time, may elect to perform work with in-house forces or additional contract forces. Location of Work A. This is a work order driven contract. The location(s) of work to be performed under the terms of this Contract will be determined by the Engineer prior to assigning the work. The County does not guarantee a minimum or maximum amount of work per bid item. 1.The County will assign work to Contractors, depending on the areas affected, as contiguous as possible. 2.The actual location (s) of work shall be identified in the Work Order (s) issued subsequent to the Award of the Contract.
Technical Certification:
License Requirements: Include with the bid submittal package, copies of certifications and documentations that demonstrate that at the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active: Certificate of Competency Requirement: At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active: Certificate of Competency from the County’s Construction Trades Qualifying Board as a General Engineering Contractor or as a Specialty Engineering Contractor, commensurate to the requirements of the Scope of Work, in one or more engineering crafts to include Paving engineering contractor or Concrete engineering contractor. The specialty contractor shall subcontract with a qualified contractor any work which is incidental to the specialty but is specified in the aforementioned Code as being the work of other than that of the Engineering Specialty for which certified; or Certification, as a general contractor, provided by the State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115 of the Florida Statutes (F.S.). Pursuant to Section 255.20, F.S. and in lieu of the above, the County may consider a bid from a Bidder that is a duly licensed Contractor in good standing that has been prequalified and considered eligible by the Florida Department of Transportation (FDOT) under Section 337.14, F.S. and Chapter 14-2, Florida Administrative Code, to perform the work described in the Contract Documents. Contractors seeking consideration under this Paragraph shall submit along with the Bid Documents for review and consideration, current copy(ies) of their FDOT Certificate(s) of Qualification, Certification of Work Underway, and Status of Contract(s) On Hand. Acceptable FDOT prequalification(s) necessary to perform the Work specified in the Contract Documents include the Sidewalk Work Class. Experience Requirement: 1. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project’s Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in the Public Right-of-Way is similar in detail to the Project’s Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by: a. Providing a detailed description of at least one (1) project similar in detail to the Project’s Scope of Work and in which the Proposer’s identified personnel is currently engaged or has completed within the past five years. List and describe the aforementioned projects and state whether the work was performed for the County, other government clients, or private entities. Contractor must comply with the requirements of FHWA-1273 Section VII.1. Therefore, the contractor is required to perform work amounting to not less than 30 percent of the original contract amount, excluding specialty items, with his own organization. Disadvantaged Business Enterprise (DBE) A Disadvantaged Business Enterprise (DBE) aspirational contract goal of at 10.54% percent participation has been established for this Contract. The Contractor shall comply with the requirements pursuant to 49 Code of Federal Regulations (CFR) Part 26. DBE Bid Package information is located under Section 2 of these Solicitation Documents.
