The project consists of providing a new minimum four (4) ply modified bitumen membrane roofsystem at The Miami-Dade Sheriff’s Office (MDSO) Property and Evidence Warehouse located at9105 NW 25 Street, Doral, FL 33172. The project is for a single trade single installer – a Florida Licensed Roofing Contractor – withexperience in high security law enforcement environment. The bidder shall carefully examine the project site, verify all existing field conditions, takenecessary measurements, and become fully informed as to the nature and extent of the workrequired. Submission of a bid constitutes acknowledgment that the Bidder has examined the siteand accepts all observable conditions. Any questions, request for information (RFI), or clarification requests regarding the materials, siteconditions, conflicts, obstacles or any other project related matter must be submitted in writing tothe assigned Construction Contracts Specialist, and copy the Clerk of the Board [email protected] prior to the RFI submittal deadline of August 12, 2026. RFIresponses, if required, shall be issued via addenda after the RFI submittal deadline Only writtenaddenda shall be considered binding. Work includes, but is not limited to, furnishing all labor, materials, supervision, equipment, tools,transportation, services, permits, related permitting expenses, inspections, and all other itemsnecessary to complete the installation of a minimum four (4) ply modified bitumen membrane roofsystem and replacement of existing roof top exhaust fans. All work must be done in accordancewith MDSO Technical Roofing Specification “The Property and Evidence Warehouse RoofReplacement MDSO Project No. PDC – W24014-R.” The bid price shall include: • All related permit fees and permitting expenses related therewith. • Removal and lawful off-site disposal of all work-related debris. • Daily housekeeping. • Maintaining the work site in a minimum broom-clean condition at all times. All work is to be performed in strict accordance with: • The latest edition of the Florida Building Code (FBC). • All applicable local, state, and federal laws and regulations. • Applicable FM Global requirements. The awarded Contractor shall: • Obtain all necessary permits as may be required by the Authority Having Jurisdiction. • Pay all associated permit fees. • Secure approvals from the Authority Having Jurisdiction (AHJ). • Obtain all inspections required for project completion. • No work shall commence until all required permits are issued. Bid price shall include: • Asbestos survey of roofing materials. • Abatement of roofing-related non-friable asbestos-containing materials (if applicable). This is a high security Law Enforcement facility where all employees need to provide a driver’slicense or other form of identification and will be subject to a background check prior to beinggranted access to site. This project is located within a high-security law enforcement facility operated by the Miami-DadeSheriff’s Office. All Contractor personnel shall: • Present valid government-issued identification. • Submit to background screening as required by MDSO. • Comply with all facility access protocols. • The MDSO reserves the right to deny access to any individual at its sole discretion. Contractorshall be responsible for schedule impacts resulting from personnel denied access. Prospective bidders must show experience in high security law enforcement environment. Minimum Qualifications: • Minimum five (5) years of experience in similar projects. • Successful completion of at least three (3) comparable projects of equal or greater size andscope. Bidders must submit the following documentation of their qualifications in order to be consideredfor award: 1. Detailed description of each project, including building square footage. 2. Project location. 3. Names and roles of key personnel assigned. 4. Client contact information (name, address, phone, email). 5. Contract value. 6. Project start and completion dates. Failure to provide complete qualification documentation may result in bid rejection. The work must be carried out in a manner that will not disturb the daily business operations of thebuilding patrons. All work must be carried out during the hours of 7:00 am and before 5:00 pm.Any work to be performed outside of these hours must be coordinated and pre-approved by theMDSO Project Manager. The Contractor must provide, at least 48 hours’ notice prior to any workperformed outside of the specified time frame. All work performed outside of the aforementionedworking hours must be for the benefit of the Contractor. The MDSO will not be responsible forpaying any additional compensation for working outside the aforementioned working hours.
