INSTRUCTIONS TO ALL BIDDERS:
1. Only Bidders that attend the mandatory scheduled pre-bid/site visit meeting are eligible to submit a bid for the solicitation.
2. Please ensure all pertinent personnel, including subcontractors, are in attendance on the scheduled due date and time of the mandatory pre-bid/site visit meeting. A second scheduled date is not guaranteed.
3. VENDOR REGISTRATION: Due to the new Vendor Registration procedures of the Internal Service Department, Procurement Management Division, updated definitions along with the “Affirmation of Vendor Affidavits” has been added to the Bid Submittal Package.
4. Must be pre-qualified in the Miscellaneous Construction Contracts (MCC) program at the time of the award. Please contact the Small Business Development Certification Unit

6. The unit price column in the bid form must be filled out with a dollar amount per line item unless the requested total bid amount is for a lump sum. Failure to follow this instruction may cause your bid to be non-responsive.
7. Bids shall be submitted sealed with all necessary affidavits and supporting documentation attached. Bids shall be mailed or delivered. No email bids shall be accepted.
8. Please note: Dedicated Allowance is not applicable for this solicitation.
9. Bidders are required to list all 10 subcontractors on the Subcontracting Form. Please see list of additional Sub-Contractors in the "Comments" section of the RPQ Form.
PURPOSE:
Under Section 8-11(f) of the Miami-Dade County Code, buildings must be recertified for occupancy after the first thirty years of existence and every ten years afterward. Structural and electrical conditions that require repair were identified in the building as a result of the recertification inspection. The purpose of this project is to implement the identified repairs.
SCOPE OF WORK:
The Project is for the South Dade Landfill, for Roof and Structural Repairs for 40-Year Recertification of Buildings 3 & 4, located at 23707 SW 97th Ave, Homestead, Florida 33032. Please note that the new roofing system, metal deck, metal roofing panels, skylights, roof hatches, and any other building components must be approved by Miami-Dade County Product Control and have a valid Notice of Acceptance (NOA).
All work under this Contract consists of furnishing the labor, materials, tools and equipment necessary to perform the work including the partial demolition of Building 3, as outlined in the construction drawings, the replacement of the remaining membrane roofing system and insulation at both buildings; the construction of a new metal fascia at the remaining façade (South) of Building 3; the repairs to the enclosure of the existing stairs to the offices at Building 3; the repair/replacement of metal roofing panels at Building 4; the repair of concrete cracks, spalling and rebar corrosion at both buildings (in response to deficiencies cited in the 40-Year Recertification Reports prepared by Cueto Engineering). The work will include, but is not necessarily limited to, the following:
Building 3:
1. Complete demolition, removal and disposal of the portion of Building 3, from gridline D to K, between gridlines 1 to 11. However, the existing perimeter concrete walls and columns will be cut and will remain to a height of 6’-0” above the Tipping Floor elevation (+23’-0”), and the Tipping Floor concrete slabs will remain as is.
2. Remove and dispose of the existing modified bitumen roofing system and insulation at the flat roof between gridlines A and D and between gridlines 1 and 2; the flat roof between gridlines A and D and between gridlines 10 and 11 has been recently replaced and will remain.
3. Remove loose paint from the structure to remain and prepare to receive new paint. Please note that the existing paint is considered lead-based paint under the Occupational Safety and Health Administration (OSHA) regulations but not under the United States Environmental Protection Agency (EPA) regulations (work must be done using personal protection but debris will be disposed of as construction debris).
4. At flat roof area to remain and have the roofing replaced, remove and dispose of existing pitch pans and penetration flashings.
5. At flat roof area to remain and have the roofing replaced, remove and dispose of existing roof drain strainers and clamping rings.
6. At flat roof area to remain and have the roofing replaced, remove and dispose of existing wood blocking above the flat surface of the roof.
7. Furnish and install a new cover board and roof insulation system at flat roof area to remain and have the roofing replaced, to increase efficiency and to improve drainage. New insulation system shall be sloped ¼-inch per foot to the nearest drains. Crickets, saddles, and drain sumps shall have a minimum finished slope of ¼-inch per foot.
8. Furnish and install a modified bituminous membrane roofing system over the cover board at the flat roof area to be reroofed.
9. Furnish and install flashings in accordance with the roofing manufacturer’s recommendations.
10. Furnish and install new ES-1 compliant metal flashings to create a watertight roof system.
11. Furnish and install new rust-inhibitive paint on the entire steel structural system to remain.
12. Perform structural repairs to the concrete structural system at locations and using
methods in strict compliance with the Structural drawings.
13. Pressure wash stucco and concrete walls as indicated in the Construction Drawings.
14. Perform mold remediation in accordance with Indoor Air Quality (IAQ) Report issued by AirQuest Laboratories.
15. Furnish and install any miscellaneous items, as specified herein or required for a complete functional installation.
Building 4:
1. Remove and dispose of existing roofing system and insulation at the flat roof.
2. Remove and dispose of sections of the sloped metal roofing as directed in the Structural drawings.
3. Remove and dispose of existing pitch pans and penetration flashings.
4. Remove and dispose of existing roof drain strainers and clamping rings.
5. Remove and dispose of the existing wood blocking above the flat surface of the roof.
6. Remove all loose paint form the existing steel structure and prepare to receive new paint. Please note that the existing paint is considered lead-based paint under OSHA regulations but not under EPA regulations (work must be done using personal protection but debris will be disposed of as construction debris). However, the blue paint on the metal pit walls is considered lead-based paint by both OSHA and EPA and must be abated under containment and using personal protective equipment, and the debris must be tested to determine the proper disposal method.
7. Furnish and install a new cover board and roof insulation system at all flat Roof Areas, to increase efficiency and to improve drainage. New insulation system shall be sloped ¼-inch per foot to the nearest drains. Crickets, saddles, and drain sumps shall have a minimum finished slope of ¼-inch per foot.
8. Furnish and install a modified bituminous membrane roofing system over the cover board at all flat Roof Areas.
9. Furnish and install flashings in accordance with the roofing manufacturer’s recommendations.
10. Furnish and install new ES-1 compliant metal flashings to create a watertight roof system.
11. Furnish and install new rust-inhibitive paint on the entire steel structural system and new metal roofing.
12. Perform structural repairs to the concrete structural system at locations and using methods in strict compliance with the Structural drawings.
13. Pressure wash concrete walls as indicated in the Construction Drawings.
14. Furnish and install any miscellaneous items, as specified herein or required for a complete functional installation.
