REPORT: | Assistant County Attorney Terrence Smith read the foregoing proposed resolution into the record. It was moved by Commissioner Monestime that the foregoing proposed resolution be forwarded to the BCC with a favorable recommendation. This motion was seconded by Commissioner Bell, followed by discussion. Commissioner Monestime explained that the intent of this resolution was to request that research be conducted on incorporating rent-to-own opportunities within affordable housing programs countywide and to have the results presented before the County Commission within 90 days. Chairwoman Sosa concurred with Commissioner Monestime and note certain people might not be able to afford home ownership, even though it was their dream. She pointed out that this resolution provided a transition period to allow those people to rent while putting together the funds to purchase a home. Commissioner Monestime acknowledged that not all people would become homeowners; however, the opportunity should be provided for those who could afford it. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution, as presented. | ||||||

TITLE RESOLUTION DIRECTING THE MAYOR OR THE MAYOR�S DESIGNEE TO INCORPORATE RENT-TO-OWN OPPORTUNITIES FOR LOW- AND MODERATE-INCOME PERSONS IN CURRENT AND FUTURE HOUSING PROGRAMS BODY WHEREAS, Miami-Dade County (the �County�) dedicates various sources of funds to assist in the production of housing which is affordable to low- and moderate-income persons in the County; and WHEREAS, the affordable housing developments the County funds are designed to be either rented or sold to low- and moderate-income persons; and WHEREAS, homeownership is a goal of many of the County�s residents, including low- and moderate-income residents; and WHEREAS, homeownership is a means of accumulating personal and familial wealth and stabilizing neighborhoods; and WHEREAS, the County�s Infill Housing Initiative (the �Infill Program�) is intended to increase the availability of affordable homes for low- and moderate-income persons, maintain a stock of affordable housing, redevelop urban neighborhoods by eliminating the blight of vacant lots and dilapidated or abandoned properties, and to equitably distribute homeownership opportunities within the Infill Target Areas; and WHEREAS, some homes funded with County funds or made available through the Infill Program may have been intended for sale but are being rented due to the current economic climate; and WHEREAS, the Board seeks to expand opportunities for homeownership for low- and moderate-income persons in the County, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Mayor or Mayor�s designee to incorporate rent-to-own opportunities for low- and moderate-income persons into County-funded affordable housing programs. This policy directive shall apply to all programs using the County�s affordable housing funding sources, as well as the Infill Program. The Mayor or Mayor�s designee is further directed to provide the Board with a report within ninety (90) days describing how this policy will be implemented and accomplished. |
