The work under this Contract consists of providing comprehensive streetlight maintenance services throughout Miami-Dade County for a designated zone, as defined in this Request for Price Quotation (RPQ). The Contractor shall furnish all required supervision, labor, materials (except as otherwise specified), tools, and equipment necessary to perform all operations associated with the maintenance of the Streetlight System.
The work includes patrolling and maintaining designated streetlight systems along Miami-Dade County and Florida Department of Transportation (FDOT) corridors, as well as reporting system conditions and deficiencies in accordance with specified requirements. The Contractor shall be responsible for repairing and replacing streetlight components, replacing items under warranty claims, responding to emergency outages and knockdowns, and addressing urgent issues to restore the system to normal operation. Preventive maintenance activities shall also be performed to ensure the continued reliability and functionality of the Streetlight System. As part of this Contract, the Contractor will receive Inspection Reports identifying deficient items that must be addressed prior to the commencement of construction projects, as well as quarterly FDOT Maintenance Rating Program (MRP) Reports identifying deficiencies to be corrected within specified timeframes.
In addition to the maintenance responsibilities described herein, the Contractor shall remove all unpermitted or expired permitted signs, banners, and electronic devices or components encountered within the limits of the work. All work shall be performed in accordance with Article 715ME and the Special Provisions of the Construction Specifications.
The Streetlight System to be maintained under this Contract consists of an estimated 4,732 streetlights, forming part of a larger system of approximately 28,500 streetlights within Miami-Dade County. Detailed information regarding the specific circuits/corridors, streetlight information, and total streetlight light fixtures included in this Contract is provided in Appendix X and/or the Special Provisions. The number of fixtures and assigned corridors may be increased, decreased, removed, or reassigned as new corridors are incorporated into the system or existing corridors are modified, as directed by the Engineer. The Engineer reserves the right to assign work deemed to be major repairs at any location within Miami-Dade County to either the awarded Contractor or another contractor.
The Successful Bidder (Contractor) is to assume the existing roadway system conditions at the time of commencement of the work. The Bidder is encouraged to examine the contract documents and the corridors that are a part of the contract carefully before submitting a proposal. Failure on the part of the bidder to completely or properly evaluate any factors of costs prior to bidding cannot form a basis for additional compensation if awarded the Contract.
Technical Certification:
License Requirements:
A. Certificate of Competency Requirement:
1. At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active Certificate of Competency from the County’s Construction Trades Qualifying Board as an Electrical Contractor; or
2. Certification, as an electrical contractor provided by the State of Florida Electrical Contractors Licensing Board, pursuant to the provisions of Section 489.511 of the Florida Statutes (F.S.).
B. Additional Contractor Requirements:
1. In addition to the license(s) required of Contractor, all personnel engaged in installing, modifying, repairing, removing
or maintaining roadway lighting systems or any other electrical/electronic device in Miami-Dade County must:
a. Perform work under the direction of a Master Electrician that is present at the job site or able to respond within 4 hours of notification.
b. Each crew shall consist of a minimum of one journeyman electrician possessing a valid journeyman electrician’s license pursuant to Section 489.5335, Florida Statutes with an IMSA Roadway Lighting (Level I) certification, and a minimum of one electrician’s helper. The journeyman electrician and electrician’s helper must have knowledge, experience, and training in the maintenance and repair of Lighting Systems.
C. Experience Requirement:
1. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project’s Scope of Work. This experience shall include work in successfully completed projects performed by the identified personnel whose bulk of work performed in the Public Right-of-Way is similar in detail to the Project’s Scope of Work described in these Solicitation Documents. Demonstrate the experience requirement by:
a. Providing a detailed description of at least three (3) projects similar in detail to the Project’s Scope of Work described in these Solicitation Documents and in which the Bidder’s identified personnel is currently engaged or has completed within the past five years. List and describe the aforementioned projects and state whether the work was performed for the County, other government clients, or private entities. The description must identify for each project:
1) The identified personnel and their assigned role and responsibilities for the listed project
2) The client's name and address including a contact person and phone number for reference
3) Description of work
4) Total dollar value of the contract
5) Contract duration
6) Statement or notation of whether Bidder’s referenced personnel is/was employed by the prime contractor or subcontractor, and
7) For completed projects, provide letters of certification of final acceptance or similar project closure documentation issued by the client and available Contractor’s performance evaluations; or
b. Pursuant to Section 255.20, F.S., the County may consider a bid from a Bidder in good standing, meeting the license requirements above, that has been prequalified and considered eligible by the Florida Department of Transportation (FDOT) under Section 337.14, F.S. and Chapter 14-2, Florida Administrative Code, to perform the work described in the Contract Documents. Contractors seeking consideration under this Paragraph shall submit along with the Bid Documents for review and consideration, current copy(ies) of their FDOT Certificate(s) of Qualification in the Electrical Work Class, Certification of Work Underway, and Status of Contract(s) On Hand.
Insurance Requirements:
The Contractor shall furnish Certificates of Insurance to the County prior to commencing any operations under this Contract. The certificates shall clearly indicate that the Contractor has obtained insurance, in the type, amount and classification required by these Contract Documents.
-Worker’s Compensation Insurance as required by Florida Statute 440.
-Commercial General Liability Insurance in an amount not less than $1,000,000 per occurrence, and $2,000,000 in the aggregate, not to exclude Products and Completed Operations. Miami-Dade County must be shown as an additional insured with respect to this coverage.
-Automobile Liability Insurance covering all owned, non-owned and hired vehicles used in connection with the work, in an amount not less than $1,000,000 combined single limit per occurrence for bodily injury and property damage.
-Umbrella Liability Insurance in an amount not less than $3,000,000 per occurrence, and $3,000,000 in the aggregate.
a. If Excess Liability is provided must be follow form of the General Liability policy.
