  REPORT: Chairman Diaz convened the meeting at 9:33 a.m., and the Board of County Commissioners (hereafter referred to as the Board) observed a moment of silence.

  REPORT: On behalf of the Board and the Miami-Dade County Mayor, Commissioner Monestime presented Mr. Marvin Ramsey, Sr. of the Biscayne Gardens Civic Association with a Certificate of Appreciation for his years of community service to Biscayne Gardens and the County. Miami-Dade County Mayor Daniella Levine Cava and Chairman Diaz congratulated Mr. Ramsey, who expressed his gratitude for the honor.

  SPECIAL PRESENTATION TO CHAIRMAN JOSE ''PEPE'' DIAZ TO BE PRESENTED BY THE UNITED STATES MARINE CORPS Presented
  REPORT: Commissioner Cohen Higgins recognized and honored Chairman Diaz for his service in the United States Marine Corps. Commissioners Gilbert, Monestime, Higgins, Sosa, Garcia, and Miami-Dade County Mayor Daniella Levine Cava joined Commissioner Cohen Higgins in expressing their thanks to Chairman Diaz for his service.

Lieutenant Colonel Ian Garvey and First Sergeant Terika King from the Marines 4th Civil Affairs Group acknowledged Chairman Diaz for his support in their Toys for Tots campaigns and presented him with a plaque to commemorate his efforts. Chairman Diaz thanked the officers for their service and for providing aid during the coronavirus disease 2019 pandemic, and he also thanked the Mayor and the attending Board members.

  CITIZEN'S PRESENTATION BY WILLIAM TALBERT, PRESIDENT & CEO OF THE GREATER MIAMI CONVENTION & VISITORS BUREAU REGARDING THE STATE OF THE TRAVEL AND TOURISM INDUSTRY Presented
  REPORT: Mr. William Talbert, President and Chief Executive Officer of the Greater Miami Convention & Visitors Bureau (GMCVB), gave a presentation about how tourism recovered in the County in the midst of the coronavirus disease 2019 (COVID-19) pandemic.

Mr. Talbert noted that the 2021 tourism numbers exceeded the 2019 figures, and the outlook for the rest of the year was promising. He thanked the Miami-Dade County Commission for their support during the COVID-19 pandemic and urged everyone to get vaccinated against the disease.

Mr. Talbert presented the Board members and Miami-Dade County Mayor Daniella Levine Cava with an award for supporting tourism in the County.
 
1F REPORTS OF OFFICIAL BOARDS  
1G REASONABLE OPPORTUNITY FOR THE PUBLIC TO BE HEARD AS PROVIDED IN RULE 6.06  
  REPORT: County Attorney Geri Bonzon-Keenan announced, in accordance with Rule 6.06 of the Board�s Rules of Procedure, members of the public would now have the reasonable opportunity to be heard regarding non-public hearing propositions before the Commission, which had not been subject to a previous opportunity to be heard. She noted that members of the public would be given an opportunity to speak on public hearing items under Section 5 of the Agenda when the item was called.

Chairman Diaz opened the reasonable opportunity for the public to be heard, and the following individuals appeared before the Board to speak:


1. Ms. Truly Burton, Building Association of South Florida, 111 NW 183rd Street, Miami Gardens, Florida, offered additional information about Item 2B2

2. Mr. Joe Bankman, FTX Corporation, 743 Cooksey Lane, Stanford, California 94305, supported Item 6B1

3. Mr. Rick Beasley, Executive Director of CareerSource of South Florida, 7300 Corporate Center Drive, Miami, Florida, supported Item 6B1

4. Ms. Ismaria Rashid (phonetic), CSBE Association, Inc., 301 Ocean Drive, Miami Beach, Florida, had questions about Item 2B11, such as who would approve the change orders needed for materials cost, who will represent small businesses, and who will assist with field supervision

5. Ms. Dorothy Brown-Alfaro, Jador International Corporation, 4699 NW 7th Avenue, Miami, Florida, supported Item 2B11

6. Mr. Daniel Munilla, President of MCM, 6201 SW 70th Street, Miami, Florida, opposed Item 2B11

There being no other person wishing to speak, Chairman Diaz closed the reasonable opportunity to speak.
 
1H MOTION TO SET THE AGENDA AND "PULL LIST"  
  REPORT: County Attorney Geri Bonzon-Keenan stated that, in addition to Chairman Diaz�s Memorandum entitled �Changes Sheet,� Agenda Item 8F1 had scrivener�s error; and the final printed agenda and Chairman Diaz�s �Changes Sheet� were reprinted to reflect that correction. She announced the following requests were made:

11A3, 11A5, and 15D1;
- Commissioner Heyman released her pull on Agenda Items 11A7 and 8E2;
- Commissioner Garcia released his pull on Agenda Item 2B13;
- Commissioner McGhee, the sponsor, requested Agenda Item 8K2 be deferred to no date certain;
- Agenda Item 10A2 had a deferral request to the June 15, 2021 Board meeting;
- Agenda Item 8L3 and its Supplement were added to the �Pull List;�
- Commissioners Martinez and Garcia added Agenda Item 14A1 to the �Pull List;�
- Commissioner Gilbert requested to be added to the �Pull List� for Agenda Item 15D1 and its Supplement; and
- Commissioner Regalado requested to be listed as a co-sponsor for Agenda Item 11A5.

Ms. Bonzon-Keenan stated the items to be considered at today�s (6/2/2021) meeting would be those listed in the printed final agenda, with the additions, deferrals, withdrawals, scrivener�s errors noted in Chairman Diaz�s Changes Memorandum, and the aforementioned items. She noted the Board would set the Agenda by approving all of those items by single vote, except for Agenda Item 2B15, ordinances for first reading, public hearing items, discussion Agenda Item 6B1, ordinances set for second reading, items subject to the Four-Day Rule under section 14 of the agenda, Agenda Items 8A1 and 8F11 were to be voted on separately pursuant to Florida Statute and were not included in the �Pull List;� and the following �Pull List� items: Agenda Items 2B2, 2B5, 8F1, 8K1 8K2, 8L3 and its supplement, 10A2, 11A2, 14A1, 15B1, and 15D1 and its Supplement.

It was moved by Commissioner Sosa that the Board approve today�s (06/02) agenda with the changes listed in the Chairman�s Memorandum and the additional changes mentioned above. This motion was seconded by Commissioner Heyman, and upon being put to a vote, passed by a vote of 13-0.

  REPORT: Commissioner Regalado voiced concerns about the report because only the County�s coastal zones were mentioned as being affected by sea level rise, but not flood zones. Additionally, she stated the report was focused on single-family homes but failed to address multi-family housing needs in relation to sea level rises. She also lamented that the report lacked guidance on how the Department of Regulatory and Economic Resources could address the situation and apply it to the private sector.

Commissioner Regalado reminded the Board that the County already had sea level rise reports for its government properties, and she suggested the sea level analyses could also be expanded to include the Miami-Dade Department of Transportation and Public Works Department. She proposed a system should be created with the County�s permitting process that accounted for the impact of sea level rises in flood zones, which would enable the County to mitigate for the sea level rises. Finally, Commissioner Regalado opined the allocation of impact fees needed to be changed.

Miami-Dade County Mayor Daniella Levine Cava pointed out the availability of the Sea Level Rise Strategy Report that provided more detailed analyses. She informed the Board that Mr. Jim Murley, Miami-Dade County Chief Resilience Officer, was available to answer questions about the report.

Commissioner Regalado noted the Sea Level Rise Strategy Report was not referenced in the item�s report and she already had the referenced report.

Commissioner Garcia supported Commissioner Regalado�s observations about the report�s focus on coastal zones and the impact fees.

Commissioner Sosa stressed the report was originally only supposed to focus on the use of impact fees and the report provided the information she requested.

Mayor Levine Cava reminded the Board the reports were commissioned by the previous Administration, referenced inland issues, and that the most recent and relevant reports were about the County�s septic to sewer conversion plan, which the current Administration was working on with Commissioner Regalado about the needed infrastructure changes.

  REPORT: Commissioner Regalado observed the report was not comprehensive because a previously sponsored ordinance by Commissioner Higgins relating to fertilizer use was not included (See Agenda Item 5D, Legislative File No. 210553 in the April 20, 2021, Board meeting); and the septic tanks used in the County that, were to be replaced, were not addressed.

Chairman Diaz mentioned that the situation with the septic tanks was a countywide issue, and it was important to address that issue. He asked Commissioner Regalado, who chaired the County Infrastructure, Operations and Innovations Committee, to review that issue and provide a solution as soon as possible.

Executive Assistant County Attorney Jess M. McCarty reported that funding to restore Biscayne Bay was signed into law today (6/2) by the Governor of Florida as part of the Florida Leads State budget for Fiscal Year (FY) 2021/2022, and it included $611 million funding for septic to sewer statewide conversions.

There being no further questions or comments, the Board proceeded to vote on the foregoing report.

Mr. Cleckely appeared before the Board and thanked everyone. He also expressed his gratitude to Mayor Levine Cava for the opportunity.

Chairman Diaz welcomed Mr. Cleckely.

Commissioner Martinez asked Mayor Levine Cava why she did not promote someone from within the TPW into the position of director.

Mayor Levine Cava advised the process for choosing a new director was extensive, which included interviews with candidates from TPW; and she had input from the Transport Workers Union, who supported the candidate�s selection. She also assured Commissioner Martinez that she had promoted personnel from within their departments and asserted Mr. Cleckely was best suited for the position

Chairman Diaz questioned the necessity and the significant budgetary supplemental adjustment for the Miami-Dade Department of Transportation and Public Works (TPW) Department�s Strategic Miami Area Rapid Transit (SMART) Plan.

Chief Operations Officer Jimmy Morales, Interim Director of TPW, responded that during the application process for federal funds, the County was required by the federal Department of Transportation to demonstrate a local funding commitment to the SMART Plan and its projects for rail corridors in three regions, East-West Phase I, northeast and north.

Mr. Robert Villar, Assistant Director of Finance, TPW, explained the requested funding would be used to commence the project development phase for the SMART Plan. He noted this was part of the Federal Transit Administration�s (FTA) process for a favorable rating, which enabled the County to receive funding from FTA. Mr. Villar said this budget request was also required by the State of Florida before the State provided matching funds for the SMART Plan.

Mr. Frank Guyamier, Deputy Director of TPW, confirmed the department needed to demonstrate to FTA that the County was committed to the SMART Plan and funding was available for the project by allocating thirty percent of the cost during the project development phase.

Mr. David Clodfelter, Director of the Office of Management and Budget, clarified that the funding request would transfer money out of the County�s budget reserves into the projects.

Commissioner Higgins said she requested the mid-year budget adjustment instead of using the normal budget process because the project development phase would start soon, and it would allow for all related studies to be submitted to FTA by August 2021. She assured the Board that the request was to earn a good rating from FTA with no monies spent.

Commissioner Sosa proposed that the department provide the Board with status reports to confirm all guidelines were being followed.

Chairman Diaz agreed with Commissioner Sosa�s proposal and asked Mr. Morales the status reports be prepared and presented before the Board every thirty days.

There being no other questions or comments, the Board proceeded to vote on the foregoing proposed ordinance as presented.

  DISCUSSION REGARDING YOUTH AND YOUNG ADULT VIOLENCE WITHIN OUR COMMUNITY Presented
  REPORT: Chairman Diaz announced that he had assigned Commissioner McGhee and the committee he chaired, Health, Emergency Management and Intergovernmental Affairs Committee (HEMIC), to lead the task of examining and vetting all programs, initiatives, and other proposals intended to curb youth violence, as soon as possible. He invited input from the Board members on how to address the situation.

Commissioner McGhee also welcomed input from the other Board members as he opined a collaborative approach was needed.

Miami-Dade County Mayor Daniella Levine Cava apprised the Board on the Administration�s efforts to address youth violence through the Peace and Prosperity Plan (the Plan). According to Mayor Levine Cava, the Plan offered a comprehensive approach, which utilized strategic intervention and prevention, as well as re-entry support for troubled youth and community revitalization. She added the Plan targeted communities most affected by gun violence and provided opportunities for at-risk youth. Mayor Levine Cava stressed the urgency to have the Board adopt the Plan.

Chairman Diaz stated that the Plan would be expedited and considered at the HEMIC meeting on June 8, 2021; and it would be heard at the Board meeting of June 15, 2021, for adoption.

Mr. Alfredo Ramirez, Director of the Miami-Dade Police Department (MDPD), informed the Board that the MDPD, in conjunction with other municipal police departments throughout the County, was coordinating to launch on June 3, 2021, a task force called �Operation: Summer Heat� to curtail violence in the County. This effort included enhanced and more visible police patrols and strategic enforcement throughout the County�s communities. Mr. Ramirez also said that social media would be tracked since it was a media used by many criminals; and the MDPD continued to work closely with community groups, who provided valuable information and leads.

Discussion ensued among the Board members regarding the Plan and how to best address the issues at hand.

Commissioner Regalado expressed concerns over the timing of the Plan. She stated the Miami-Dade public schools would be unable to participate in the Plan since the school year ended on June 3, 2021. She also pointed out the public schools and the Children�s Trust had a $50 million summer camp program, and the Plan could be used to supplement their program.

In response to Commissioner Regalado�s question about the response time for the ShotSpotter program used by the MDPD, Mr. Ramirez offered details about the program and affirmed that any notifications from the ShotSpotter went directly and immediately to the department�s real-time crime center, dispatchers, and police officers.

Mr. Ramirez noted that camera and social media surveillance helped the MDPD by providing additional information about criminal activity.

Commissioner Regalado recommended the MDPD contact the Miami-Dade School Board police because of their experience with social media surveillance.

Mr. Ramirez concurred with Commissioner Regalado that license plate reader camera systems would benefit the police in solving many criminal cases. He added that there was a geographic challenge to using those systems because of the County�s large size and additional resources were needed.

Commissioner Monestime urged the Board to take immediate action and adopt the Plan in order to demonstrate its serious intent of fighting crime. He opined that, even if the Plan was not perfect, it could be amended later.

Commissioner Higgins concurred about the urgency to adopt the Plan and mentioned that no further meetings were needed to discuss the Plan. She proposed that the Office of Neighborhood Safety come up with additional recommendations and tools to reduce gun violence because the Plan could not completely address the issue.

Commissioner Sosa recommended that Commissioner McGhee review the Plan with the Mayor before it was returned to the Board for adoption. She also proposed that community workers should be consulted on how to best combat crime and stressed the importance of using the County�s school system to improve children�s lives.

Mayor Levine Cava informed the Board that some youth and safety programs remained unfunded, while others like ShotSpotter and the Police Athletic League (PAL) were funded under the Plan.

Commissioner Heyman reminded the Board of past programs that worked to curtail crime and should be reused. She also advocated requesting assistance from community-based organizations and religious institutions because of their past success rate.

Commissioner Souto said that in order to alleviate crime and violence, the County�s image and money-oriented culture needed to change. He opined the County�s youth needed cultural education and creative outlets through the County�s parks and recreation system and its educational system.

Commissioner Garcia noted the importance of making clear to the public what programs would be funded in the Plan. He asked Mr. Ramirez what other resources were needed by MDPD in addition to the resources included in the Plan to stem crime, and how could the programs in the Plan be enhanced.

Mr. Ramirez stated it was vital to enhance trust and communication with the communities, and the Plan�s programs would help in that effort. He explained the MDPD needed sustained funding and resources for police officers such as overtime pay. He added well-experienced police officers were needed in the communities. He commented on the challenge of recruiting and training police officers, which took a long time, and attrition rates were also a challenge.

Mr. Ramirez informed the Board that he was interacting with other police chiefs throughout the County�s municipalities to share information, such as data from ShotSpotter. He noted the coronavirus disease 2019 (COVID-19) pandemic had a detrimental impact on the ability to physically meet with the various task forces and chiefs throughout the County, but that issue was alleviated because of the diminished threat of COVID-19.

Commissioner Gilbert said while the Plan addressed the underlying causes of poverty and gun violence, it did not immediately prevent gun violence, and it meant that an immediate investment in police resources and manpower was needed, along with a coordinated effort with other police departments throughout the County. He opined increased checkpoints for drunk drivers, constant probation supervision, and stricter County Code enforcement would reduce crime. Commissioner Gilbert added that a stricter Code enforcement would have penalized the El Mula Banquet Hall for operating as a concert venue and would have possibly prevented the mass shooting that occurred at the venue on May 30, 2021.

Commissioner Hardemon recounted his personal history as a participant in the youth programs and how influential these programs were to him. He opined that youth programs need to be year-round because participants would learn valuable life and employment skills and be able to work for living wages. Commissioner Hardemon concluded that youths who had living-wage jobs would be steered away from criminal activity.

Commissioner Cohen Higgins stated that the County demonstrated it was proactive in dealing with rising crime with the creation of the Plan. However, she advised that, if the Plan was sent to HEMIC, the meeting must be rescheduled to a closer date so the Plan can be voted on quickly; and she also suggested a special meeting of the Board be scheduled to focus on the Plan if the HEMIC meeting date could not be changed.

Commissioner Martinez commented on the causes of crime in the County and noted the idolization of criminal culture in many communities was a concern. He supported more funding for youth programs such as PAL, Fit2Lead Program and the After-School All-Stars, the MDPD�s police academy, the County�s street surveillance camera system, and the ShotSpotter program.

In response to Chairman Diaz�s inquiry regarding whether funds from the Community Development Block Grant (CDBG) from the United States Department of Housing and Urban Development (HUD) was used to provide direct services, Mr. David Clodfelter, Director of the Miami-Dade County Office of Management and Budget, answered that it was not.

Ms. Jennifer Moon, Chief of Policy and Budgetary Affairs, explained that a portion of the CDBG fund can be used for public services; but there were limitations and a cap on the amount of funds that could be used.

Mr. Michael Liu, Director of the Miami-Dade County Public Housing and Community Development Department, affirmed Ms. Moon�s explanation and reported there was a COVID-19-related CDBG allocation that could be used for public services without caps. He stated the funds could be used for services, meals for seniors, law enforcement, safety measures, infrastructure, and job programs for youths. He said that $7.9 million out of the $18.3 million budgeted in the Plan were appropriated from the COVID-19 CDBG allocation, while the remaining funding was appropriated from the County�s annual budget allocation. Mr. Liu emphasized the expenditures must be related to the impact of COVID-19, which must be proven and approved by HUD, with the recipients receiving the funds had to be low-to moderate-income earners.

Commissioner Regalado suggested CDBG funding be used directly for public housing residents.

Commissioner Sosa expressed concerns for the use of the CDBG funds for the Plan�s programs since those funds had to be COVID-19 related, and it would be a challenge to connect COVID-19 to violent crime.

Commissioner Gilbert responded that an argument could be made that COVID-19 had an impact on crime in the County and indicated that the Children�s Trust could provide funding for most of the Plan�s programs.

Chairman Diaz announced he would meet with the County Attorney and hold a special meeting of the Board to adopt the Plan. He also intended to meet with the Mayor and the budget director to finalize the Plan�s budget.

Commissioner McGhee thanked everyone for their comments and admitted the Plan needed to be further reviewed. He noted that crime enforcement was not emphasized in the Plan and stressed the need to address this issue by giving the MDPD more resources to fight violent crime in communities.

Mayor Levine Cava proposed to meet with the Board to further revise the Plan.

Chief Operations Officer Jimmy Morales answered the funds would be allocated during the budget process.

Mr. David Clodfelter, Director of the Office of Management and Budget, elaborated that the Administration would create a budget for the item, and once the exact funding requirement was determined, it would be included in a resolution.

Commissioner McGhee noted the item was created by Former Miami-Dade County Commissioner Dennis C. Moss, and it permitted the Advisory Board to engage in their own fundraising to help with budgetary issues.

Chairman Diaz and Commissioners Souto, Garcia, Higgins, Heyman, Sosa, Cohen Higgins, and Martinez requested to be listed as co-sponsors.

  REPORT: Commissioner Heyman pointed out the Miami-Dade Police Department (MDPD), the Miami-Dade Fire Rescue (MDFR), the Florida Department of Health in Miami-Dade County, and Mr. Carlos Migoya, the President and Chief Executive Officer of Jackson Health Systems, along with church leaders and immigration lawyers supported the foregoing proposed resolution to implement a program to issue countywide community identification cards (ID cards) for residents who lacked normal ID cards such as driver�s licenses to access needed County services. She explained many County residents were disenfranchised from using County services because they lacked the ID cards, which could be used by undocumented immigrants and victims of domestic violence.

Commissioner Heyman addressed concerns about the ID cards such as identity theft and fraud, which would be investigated by law enforcement, privacy concerns for immigrants and victims of domestic violence. She noted the cards would be issued by a non-government entity such as a community-based organization (CBO) and could be used for services throughout the County.

Discussion ensued among the Board members about the intent of the item.

Commissioner Martinez questioned why some residents were entitled to have their personal information protected while other residents� personal information was public when a government ID card was issued. He asked about the criteria established to obtain an ID card since it was necessary to have a form of identification to get it. He warned about the potential misuse of ID cards for criminal activities and fraud and did not recommend that a non-government entity be designated to issue ID cards.

Commissioner Regalado proposed an amendment to create an office under the Miami-Dade Tax Collector to process and issue ID cards, and to establish safeguards to protect identities.

Commissioner Sosa questioned the process by which a CBO would be selected and the measures the County would establish for fraud and/or identity theft prevention. She also asked if the ID cards could be used for voter identification or to conduct business with banks.

Miami-Dade County Mayor Daniella Levine Cava replied that the item would be returned to the Board with more details on how the program would be implemented.

Commissioner Garcia offered an amendment to include a study of potential negative impacts of the ID cards on card holders and their communities.

Commissioners Monestime and Gilbert voiced their support for the item, and Commissioner Monestime requested to be listed as a co-sponsor.

Commissioner Cohen Higgins sought clarification on the item�s language and the County�s role with the issuance of ID cards. She stated the ID cards could be used countywide but would be issued by CBOs. She asked what would prevent a CBO from issuing their own ID cards if the cards were not issued by the County.

Commissioner Higgins explained the need for the ID cards for vulnerable residents such as the homeless, non-U.S. citizens, seniors, and the LBTGQ community to access County services. She affirmed the County would monitor the CBOs issuing ID cards.

Chairman Diaz asked who would be responsible in case the ID cards were misused and how a CBO would be selected.

Mayor Levine Cava replied the CBOs would be responsible for the ID cards since the system would not be implemented by the County. She elaborated that these types of ID cards were more commonplace in the country, and the County had many examples and guidelines which could be followed. Additionally, the ID cards were restricted in usage and could not be used for driving and were strictly for identification purposes and to access some County services. Mayor Levine Cava stated that a CBO had not been chosen, but the County Administration would provide recommendations.

Assistant County Attorney Michael Valdes affirmed that the criminal and financial liability resided with the person(s) who committed the fraud or other offenses if found negligent with the issuance of the ID cards, and the County would not be held liable in either situation. He added that if a CBO issued its own ID cards without the County�s approval, the County would not recognize them as acceptable identification.

Mayor Levine Cava announced that the County Administration would prepare an analysis report of the program for the Board�s consideration in sixty days that would outline the specifications and County services the card holders would be able to access; and bonding requirements would be established to remove liability from the County.

Director Alfredo Ramirez III of the MDPD voiced support for the program and stressed that the ID cards provided some form of identification for victims or witnesses during emergencies, who might not otherwise be able to be identified by police officers. He also informed the Board that MDPD provided input to the program to address the commissioners� concerns.

In response to Chairman Diaz�s inquiry relating to having the analysis report prepared for the Board�s consideration before the sixty days, Mayor Levine Cava responded the item was under final preparation.

Commissioner Martinez requested more information about the type of data that would be included in the ID cards and the reason for tasking CBOs with the issuance of the ID cards.

Mayor Levine Cava reiterated that the use of CBOs for this task ensured the protection of the applicants� personal information.

Commissioner Higgins provided more details about the type of data the ID cards would include.

Commissioner Martinez said he would not support the item because the ID cards could be used by criminals.

Commissioner Heyman summarized the benefits of the ID cards and stated the final report would address concerns about the program and how to best implement it based on input from County departments and other entities.

Chairman Diaz agreed with Commissioner Martinez�s concerns but acknowledged the benefits of the ID cards. He noted the ID cards would allow more people to access the coronavirus disease 2019 (COVID-19) vaccinations.

Director Alan Cominsky of the MDFR expressed his support for the item and agreed the ID cards would help more residents access COVID-19 vaccinations.

There being no other questions or comments, the Board proceed to vote on the foregoing resolution as amended to provide the Board with a final report addressing protections in place, ensuring the ID cards had no associated negative stigmas, and outlining the types of services accessible to the card holders, including which services were unavailable to the card holders.

It was moved by Commissioner Higgins that the foregoing proposed resolution be adopted as amended. This motion was seconded by Commissioner Heyman, and upon being put to a vote, passed by a vote of 12-1 (Commissioner Martinez voted no).

  REPORT: Commissioner Martinez asked about the rationale for the 2019 purchase of compressed natural gas (CNG) buses if the County intended to transition its bus fleet to all-electric vehicles.

Mr. Robert Villar, Assistant Director of Finance of the Miami-Dade Department of Transportation and Public Works answered the CNG buses had already been purchased and delivered, and this was the department�s final purchase of CNG buses.

Mr. Villar stated that the CNG buses would be utilized until they were no longer usable and then scrapped.

Mr. Villar informed Commissioner Martinez a portion of the electric buses procurement would be delivered to the County at the end of 2021, and the remaining buses would be delivered early in 2022. He stated there were issues related to the need to install charging stations at bus depots, although the electric buses could operate for extended periods.

Commissioner Martinez suggested the bus routes should be fitted with charging infrastructure.

Ms. Arlesa Wood, Bond Administration Division Director of the Miami-Dade Finance Department, confirmed that the rates for bonds were favorably low; and it was best for the County to proceed with the bonding at the time of the meeting.

Commissioner Regalado suggested that federal Infrastructure Expansion Act of 2021 could be used to address the electric charging infrastructure concerns raised during the discussion. She also recommended that charging stations be installed in the Stephen P. Clark Government Center�s parking facilities.

Commissioner Garcia opined the public should be better informed about the procurement process and indicated his support for the item.

There being no further questions or comments, the Board proceeded to vote on the foregoing proposed resolution as presented.
