  REPORT: Chairman Rodriguez called the Board of County Commissioners (Board) meeting to order at 9:33 a.m. and requested a moment of silence in recognition of former Miami-Dade County Commissioner Mary Collins, who had passed away.

  SPECIAL PRESENTATION RECOGNIZING THE MIAMI-DADE COUNTY 2025 WOMEN�S HALL OF FAME INDUCTEES Presented
  REPORT: On behalf of the Miami-Dade County Commission for Women, Chairman Rodriguez presented proclamations recognition honoring the following Miami-Dade County 2025 and 2025 Women's Hall of Fame inductees:
Miami-Dade County Sheriff Rosie Cordero-Stutz;
Miami-Dade County Supervisor of Elections Alina Garcia;
Ms. Jeannette Nu�ez, President, Florida International University (FIU);
Ms. Madeline Pumariega, President, Miami Dade College; and
Miami-Dade County Mayor Daniella Levine Cava.

Inductee Ms. Gloria Estefan was recognized but was not in attendance. Several honorees offered brief acceptance remarks.

  REPORT: Chairman Rodriguez opened the reasonable opportunity to be heard and called for the following registered speakers: Mr. Sergei Kelley and Mr. Nicholas Rodriguez. Seeing no one appear wishing to speak, Chairman Rodriguez closed the reasonable opportunity to be heard.  
1H MOTION TO SET THE AGENDA AND "PULL LIST"  
  REPORT: CA Geri Bonzon-Keenan advised that Commissioner Bastien was requesting deferral of Agenda Item 2B1 to no date certain, and noted that the following Agenda Items were added to the Pull List at the request of the members indicated:
~ Commissioners Bermudez and Milian Orbis � 8A1 and its Supplement;
~ Commissioner Regalado � 8F1 and its Supplement;
~ Senator Garcia � 8G2, 8G3, and 8P8;
~ Commissioner Milian Orbis � 8K1, 8N6, 8P1, 8P7, and 8P9;
~ Commissioner Cohen Higgins � 8N6 (adding her name);

ACA Bonzon-Keenan announced that Senator Garcia requested deferral of Agenda Item 11A6 and its Supplement to no date certain. She noted that Commissioners Milian Orbis, Regalado, and Bermudez had requested to pull the item but withdrew those requests so that the item could be deferred to no date certain with the setting of the agenda.

ACA Bonzon-Keenan further noted the following co-sponsorship and sponsorship requests:
~ Agenda Item 4A � Senator Garcia added as a co-sponsor;
~ Agenda Item 7C � Commissioner Steinberg added as a co-sponsor;
~ Agenda Item 7E � Senator Garcia added as a co-sponsor;

CA Bonzon-Keenan advised that the items to be considered would be those listed on the final printed agenda, together with the additions, deferrals, withdrawals, and scrivener's errors noted in the Chairman's memorandum and the requests noted above. She stated that the Board would approve those items by a single vote setting the agenda, except for Ordinances on First Reading, Public Hearings, Ordinances Set for Second Reading, the six commercial service airport contracts (Agenda Items 8A2, 8A3, 8A4, 8A5, 8A6, and 8P6, to be voted on separately and not on the Pull List), and the following Pull List items: 8A1 and its Supplement, 8F1 and its Supplement, 8G2, 8G3, 8K1, 8N4, 8N6, 8P1, 8P7, 8P8, 8P9, 11A5, 11A7, 14A1, and 14A2.

Commissioner Bastien moved that the Board approve today's agenda, along with the changes noted in Changes memorandum dated June 2, 2026, and the additional changes noted above. This motion was seconded by Commissioner Milian Orbis, and upon being put to a vote, passed 9-0 (Vice Chairman McGhee, Commissioners Hardemon, Cohen Higgins, and Gilbert III were absent).

Commissioner Regalado spoke regarding the special taxing districts in her area and the concerns she received from residents regarding assessment increases. She noted that the County did not profit from such districts but that disclosure was needed. Commissioner Regalado advised that she had made a legislative request, modeled on prior disclosure measures she had brought regarding septic tanks, to require disclosure of a special taxing district at the time of purchase of a home or apartment, and to request that the Property Appraiser include such information so that prospective purchasers would have knowledge of the associated cost and could account for it in negotiating a price.

Commissioner Bermudez stated that, although he appreciated the intent of the foregoing ordinance, he was concerned that a Miami-Dade County Advisory Board would include representatives from Broward and Palm Beach Counties that had no stake in the County's decisions, and that solid waste had been a divisive and difficult issue for the County without meaningful regional cooperation from those counties. He stated he would not support the item as presented.

Commissioner Regalado stated she also had significant concerns, noting that the item embodied policy determinations the Board had not made, that the County possessed substantial information from its prior incinerator and solid waste processes that had not been fully reviewed, and that the solid waste master plan had never been deeply examined by the Board. She noted that prior to creating an advisory board, the Board members needed to continue the discussion regarding solid waste in a more appropriate forum, the Infrastructure Committee or in a workshop. Commissioner Regalado expressed concern that the proposed board would attract lobbyists rather than industry experts, and stated she was not in support of this ordinance.

Senator Garcia explained that the representation from Broward and Palm Beach Counties had been included to bring a regional approach and to draw on Palm Beach County's expertise, and that regional conversations were ongoing at the South Florida Regional Planning Council. He clarified that the board would consist of appointees selected by the commission rather than lobbyists, citing the Behavioral Health Advisory Board as a comparable model, and emphasized that the advisory board was intended to bring experts and additional options to a decision that had already taken three years.

In response to Commissioner Bermudez� concerns, Senator Garcia agreed to amend the item to remove the out-of-county representation so that the advisory board would be composed solely of Miami-Dade County residents.

Commissioner Milian Orbis asked whether the covenants addressed in the ordinance currently came before the Board and what the approving authority for such agreements was.

ACA Kirtley responded that the ordinance implemented an allowance under the Live Local Act (LLA) to accept agreements that set development parameters for Live Local projects located in Transit-Oriented Developments, and he noted that nothing in the County Code currently addressed that allowance. He explained that the ordinance provided a procedure allowing the administration, through the RER Director, to accept such covenants administratively, while the Board retained the authority to accept or modify them in connection with the zoning hearing.

When Commissioner Milian Orbis asked whether the measure took away the Board's authority to review the covenants, ACA Kirtley stated that it delegated authority to accept them administratively but did not remove the Board's authority to review them at the special exception hearing, to request modifications, or to approve them at that stage if they were not accepted administratively.

Commissioner Milian Orbis requested further clarification and inquired if the ordinance were approved, whether the covenants would come to the Board or be approved by the administration.

ACA Kirtley confirmed that the covenants could be accepted administratively while the Board retained the authority to accept them as well.

Commissioner Milian Orbis stated that her concern was that the LLA could be modified by the State, that the delegation removed oversight, and that, although the arrangement might be acceptable at present, the Board was delegating a significant degree of authority over development.

Chairman Rodriguez asked how the ordinance differed from current practice, under which a covenant entered with an applicant came before the Board with a recommended acceptance for the Board's vote.

ACA Kirtley explained that the significance of the measure was one of timing, in that the Board did not see Live Local covenants until the special exception hearing, which occurred after the Board had already decided whether to allow a property into the Rapid Transit Zone (RTZ), and that once a property was in the RTZ the full parameters of Live Local applied. He stated that the ordinance served as a tool allowing a covenant to be accepted on the front end.

Commissioner Milian Orbis observed that the ordinance would allow the administration to determine parameters such as maximum height, density, and parking before a matter came to the Board, and she stated that she remained uncomfortable with the measure as written.

Commissioner Regalado explained that when the RTZ was adopted the Live Local Act did not exist, which created a gap, and that a property brought into the RTZ could avail itself of Live Local. She stated that the Act required any agreement to be handled by the administration, that the ordinance addressed the gap so that a covenant could be secured, and that without the measure there was no vehicle to contain such a request once a property triggered Live Local. She added that the ordinance had been drafted to avoid violating the Live Local Act, and that availing of the RTZ was what allowed the County to have input into the Live Local process.

Commissioner Gonzalez asked for clarification on the sequence by which properties entered the RTZ and whether the covenant followed the Board's vote.

Ms. Lourdes Gomez explained that properties entered the RTZ through separate legislative ordinances before proceeding to site-specific zoning. She confirmed that, because the Live Local Act had already removed the Board's authority, the covenants would be accepted administratively, and she stated that the mechanism was viewed as beneficial for local control and for accelerating affordable housing.

Chairman Rodriguez sought to confirm that, absent the ordinance, neither the administration nor the Board could enter into a covenant with these properties.

Ms. Gomez confirmed that a covenant could presently be entered only at the special exception hearing through a voluntary proffer, and that the ordinance would allow a covenant to be submitted administratively before that hearing.

Commissioner Regalado reiterated that the legislation covered the gap.

Chairman Rodriguez questioned why the covenant should be accepted and enacted administratively rather than come before the Board, and whether the maker would accept a friendly amendment mirroring the Comprehensive Development Master Plan (CDMP) process, under which the administration entered an agreement subject to Board ratification.

Commissioner Regalado responded that, because the matter involved Live Local, the Act did not require Board ratification, and that requiring it could place the County in violation of the statute.

ACA Kirtley explained that the delegation of administrative acceptance was a function of timing, ensuring a covenant was in place when the Board brought a property into its jurisdiction, and that the Board still retained authority to approve the covenants or any changes at the special exception hearing. He suggested that the ordinance expressly provide that the Board could consider those covenants at that hearing which Commissioner Regalado accepted as an amendment.

Commissioner Steinberg stated that the measure was intended to prevent a bait and switch, and asked what additional safeguards could be added, given the effect on residents.

Commissioner Regalado responded that the ordinance was limited to the RTZ because that was the only area in which the County could exercise such input.

Commissioner Steinberg suggested, as a friendly amendment, building in an opportunity for the item to return for a look-back at a set time to assess whether the approach was working.

Commissioner Milian Orbis stated that safeguards should be placed around the allowable parameters, noting that the current director would not always hold the position, and that she would be more comfortable if the Board retained review.

In response, Mayor Levine Cava advised, on the recommendation of Ms. Lourdes Gomez, that district commissioners be notified when a Live Local application was filed in their district so that they could weigh in at the front end.

Ms. Gomez stated that, pursuant to a prior Board resolution, commissioners were already notified electronically when a Live Local application entered the system.

Commissioner Regalado added that a website had also been created to provide public disclosure of such applications.

Commissioner Milian Orbis stated that the provision in Section D allowing a covenant to be modified administratively after acceptance gave her concern, and she asked whether that section could be limited.

Chairman Rodriguez asked the attorneys how far the Board could go within the state statute to retain a say without violating state law.

ACA Schwaderer Raurell recommended that, for any ordinance proposing to bring a property into the RTZ, the ordinance be required to disclose whether a covenant existed and to attach any such covenant, so that the Board, in exercising its discretionary decision, could decline to bring the property into the RTZ if the covenant was not acceptable.

Chairman Rodriguez confirmed with ACA Schwaderer Raurell that such a covenant would continue to apply regardless of a change in ownership.

Commissioner Regalado acknowledged a remaining concern that applicants might enter the RTZ without disclosing an intent to proceed under Live Local, and she noted that the proposed amendment did not fully resolve that risk. She stated, however, that any such problem could be addressed later if it arose, and that she was prepared to accept ACA Schwaderer Raurell's suggestion and move the item forward.

ACA Schwaderer Raurell added that the ordinance also addressed a timing problem, in that an ordinance bringing a property into the RTZ took effect within 10 days, before a proffered covenant might be recorded, and that administrative acceptance would ensure the covenant was recorded and in place when the Board considered the matter.

Chairman Rodriguez directed that the item be shown as amended in accordance with the first amendment and ACA Schwaderer Raurell's suggestion.

Commissioner Milian Orbis returned to Section D, which allowed a covenant to be modified administratively regardless of whether it had been accepted at a public hearing or in connection with prior zoning action, and asked for an explanation.

ACA Kirtley stated that the provision referred to an existing section of the Code permitting administrative modification only in very limited circumstances, such as where the conditions of a covenant had been met or where a scrivener's error existed, and that it did not authorize the administration to override a decision made at a public hearing.

Ms. Gomez confirmed that the section permitted only limited administrative modifications, such as a minor increase in height or in trips.

When Commissioner Milian Orbis asked whether that portion could be removed, ACA Kirtley confirmed that the administrative-modification allowance was not required.

Commissioner Milian Orbis proffered a friendly amendment to strike that provision, which was accepted by Commissioner Regalado, noting that any scrivener's error would then return to the Board.

Commissioner Hardemon sought to understand how the ordinance fit the existing process. He observed that a property owner seeking inclusion in the RTZ first requested legislation to bring the property in, and that no covenant was necessarily written at that stage. He noted that covenants and agreements, including any public benefits, typically arose later, once the property was in the RTZ and a development was proposed. On that basis, he asked how the ordinance affected the overall process and whether it altered or replaced that sequence.

ACA Schwaderer Raurell explained that the ordinance created a parallel process, in that the item bringing a property into the RTZ and the typical special exception hearing would both remain, and that the ordinance would allow a covenant to be proffered administratively and accepted by the Zoning Department before the Board considered the legislative action to bring a property in.

Commissioner Hardemon asked whether public benefits tied to additional height and density fell within the scope of the covenant.

ACA Schwaderer Raurell explained that the covenant was authorized under the specific Live Local provision addressing height and density in Transit-Oriented Developments, that the enforceability of additional terms was less certain, and that a project not proceeding under Live Local would still come before the Board through the typical special exception hearing.

Commissioner Regalado added that the covenant was not limited to height and density and could address the speed or process of development, and that the RTZ benefit allowed the County to effectuate a proffer.

Commissioner Hardemon indicated that the measure appeared to be needed and expressed appreciation for the safeguard added at Commissioner Milian Orbis's request.

Mayor Levine Cava stated that the ordinance ensured the County had leverage and requested that the item be deferred.

Ms. Gomez reiterated that Live Local operated as a preemption on the County's control and that the ordinance provided a mechanism to insert parameters beneficial to development that the County otherwise had no vehicle to effectuate.

Commissioner Regalado responded that she had worked on the measure extensively with staff, that the item was specific to the nexus of the RTZ and Live Local, and that she did not wish to broaden it into an omnibus Live Local measure. She noted that the district commissioner brought each item and established what was important for the site, that the administration already had the opportunity to weigh in when RTZ items were presented, and that broader priorities for the RTZ should be addressed in the RTZ item.

Commissioner Cohen Higgins expressed uneasiness with the ordinance. Referring to the whereas clauses, she noted that the statute allowed the applicant and the county to agree to development parameters differing from the statute, and she asked whether the ordinance could instead be drafted so that the Board, rather than the administration, held that authority.

ACA Schwaderer Raurell advised that such an approach was possible, though it might require additional mechanics so that an ordinance bringing a property into the RTZ would not take effect until the Board had the covenant recorded and in final form.

Commissioner Cohen Higgins stated that she preferred to retain that authority and would not support the ordinance as written.

Commissioner Gonzalez moved to defer the ordinance to the next meeting to allow additional time to understand what authority, if any, was being delegated.

Speaking on the deferral, Commissioner Regalado stated that she had accepted every amendment offered, including the provision that matters return to the Board where legally permissible and the removal of administrative modification, and that certain statements made during the discussion conflicted with the amendments she had already accepted. She stated that she did not wish to defer the item only to have it rewritten, that the Board could not declaw Live Local within the RTZ without risking litigation by the State, and that the ordinance gave the Board more authority rather than less. She emphasized that the commissioners, not staff, brought items into the RTZ, and that the Board could amend the RTZ if an issue arose.

Commissioner Lopez stated a familiarity with the Live Local Act and noted that most development came through the RTZ. She stated that the gap was real, that the ordinance provided a safeguard that did not currently exist and gave the Board greater control, and that knowing the covenants before deciding whether to accept a property into the RTZ was preferable. Commissioner Lopez indicated a readiness to vote in favor and stated that a deferral would not accomplish anything.

Chairman Rodriguez stated that he reviewed each item several times before it reached the Board, that he was comfortable with the item as amended, and that he was prepared to vote, though he would support a deferral if colleagues needed additional time.

Commissioner Gonzalez stated that he was comfortable voting but did not want the item to fail on account of uneasiness, and that he would withdraw his motion to defer if the Board wished to vote.

Commissioner Bastien stated that she agreed with Commissioner Regalado, was satisfied with the amendments, and was ready to vote.

Commissioner Gonzalez withdrew his motion to defer.

Commissioner Bastien expressed her support for the foregoing ordinance and noted the importance of the infill housing program, which enabled developers to utilize properties for the development of affordable housing. She explained that she had proffered an amendment to ensure that the proposed changes would not adversely affect developers working to increase the availability of affordable housing throughout the County.

ACA Terrence Smith read the following amendment into the record: to clarify that delays that are caused beyond the developers control and delays caused by extraordinary circumstances, include those administerial delays caused by the county or other governmental entities and law suits, excluding law suits brought by or against the county that may affect the timely completion of homes on county owned property. Additionally, to allow the Board by a two-thirds vote of its membership to grant one additional extension where the developers demonstrated that the home is substantially completed.

Commissioner Hardemon suggested that the foregoing proposed ordinance be deferred to the next Board meeting, noting that it primarily affected the districts represented by Commissioners McGhee (D10) and Gilbert III (D1), who were not present, as well as his own district and Commissioner Bastien's. He indicated that the affected commissioners should be present and participate in the discussion before the Board considered the item.

Commissioner Bermudez stated that there needed to be consequences for developers and organizations that obtained infill properties but did not develop them, and that this matter affected the entire County.

  REPORT: Commissioner Bermudez expressed concern regarding the continued use of sole sourcing at the airport. He stated that while certain items, such as acoustical roof tiles, were appropriately sole sourced, while others, such as roll-up door controllers and video cameras, were not, and that competition generally produced the best and lowest price. He identified the inclusion of grease traps as a particular concern given the County's flow issues, and he indicated that, as presented, he was inclined to vote no.

Mr. Ralph Cuti� explained that the resolution sought a limited delegated authority applicable only to the fifteen projects listed in Exhibit B, and that it did not constitute blanket sole-source authority. He stated that the authority would allow the Mayor or the Mayor's designee to specify certain sole-source components within those competitively solicited projects in order to implement them more quickly and cost-effectively and to minimize operational disruption, noting that much of the airport's existing infrastructure was proprietary and costly to remove. He further advised that the item reflected substantial due diligence as required by state statute, including approximately fifty letters from the airport's engineers of record and a supporting review by the airport's long-serving bond engineer, and that each competitive solicitation would still return to the Board for approval.

Commissioner Bermudez acknowledged the explanation and stated that he was satisfied and would support the item.

In response to Commissioner Milian Orbis's inquiry regarding when sole-source arrangements were reassessed to determine whether another vendor could provide the required services or materials, Mr. Cuti� explained that the airport's technical staff and engineers evaluated available technologies on an ongoing basis in coordination with procurement staff, rather than waiting until the end of a contract. He confirmed that the airport was not required to continue with the same vendor and always retained the option to competitively bid the work.

Mr. Jimmy Morales added that the request was limited to approximately five major projects currently underway at the airport, including the D60 program and the new terminal work, and that those projects would be competitively bid. He explained that certain subcomponents, such as the airport's security-card and runway-lighting systems, could not be replaced in their entirety without significant disruption and cost, and that the approach was intended to ensure compatibility and seamless integration among the airport's critical systems.

Commissioner Regalado expressed concern regarding the optics of granting the airport additional sole-source authority and asked why pools had not been used.

Mr. Cuti� explained that pools had not been considered because the components were specific to the listed projects and had to be tailored to each project's design, and that a pool would not address the operational disruption and cost concerns previously described.

Commissioner Regalado noted that the airport already operated its own procurement process with considerable flexibility under state law, and that the item appeared to expand that flexibility further.

Mr. Cuti� responded that the airport coordinated closely with the County's procurement department on many procurements.

Mayor Levine Cava added that the County did not wish to be left with legacy products that could not be replaced, and that the objective was to preserve flexibility.

Commissioner Steinberg asked whether the construction contracts would still be competitively bid, and Mr. Cuti� confirmed that they would, with the authority serving only to specify certain sole-source components within those solicitations.

Commissioner Steinberg further asked whether the existing systems were themselves problematic and whether the projected savings justified the approach.

Mr. Cuti� explained that the identified systems were considered sound, that the airport continued to evaluate potential improvements, that the contracts included termination provisions, and that the estimated savings, exceeding $302 million, were conservative.

Commissioner Regalado asked whether the authority could be limited so that awards returned to the Board, and Mr. Cuti� advised that the awards would return to the Board in any event. She thereafter proffered a friendly amendment to require, for the sole-source components a market analysis comparing the sole-source component price to the market; and the cost to the airport of replacing the existing system, including the associated operational disruption and removal costs.

Mr. Morales requested that the replacement-cost component be included, and Mr. Cuti� confirmed that it would encompass the operational disruption and the cost of removal, not merely the cost of the item.

Commissioner Cohen Higgins accepted the proffered amendment.

Commissioner Cohen Higgins moved to adopt the foregoing proposed resolution as amended. This motion was seconded by Commissioner Gonzalez, and upon being put to a vote, passed 11-0 (Vice Chairman McGhee and Commissioner Gilbert III were absent) .

  REPORT: Commissioner Regalado advised that she had pulled the resolution to amend it. She noted that the item had been vetted over a period exceeding three years, and that its purpose was to convey County land to the federal government to afford the Air Force full access to and protection of the adjacent runway, which had been the central concern throughout the process. She further advised that an issue concerning the Miami-Dade Fire Rescue Department's (MDFR) continued need for a portion of the property had arisen shortly before the meeting, and that the proposed amendment resolved it.

ACA Monica Rizo read the proposed amendment, which provided as follows:
- That approximately 2 of the 32 acres were currently needed, and would remain needed, by MDFR through no later than June 2027, and were therefore declared surplus to the County's needs as of June 2027, following MDFR's relocation;
- That the balance of the 32 acres was declared surplus as of the effective date of the resolution;
- That the County Mayor or the Mayor's designee was authorized to retain a surveyor to bifurcate the legal description of the 32 acres between the acreage to be used by MDFR, designated Parcel 2, and the balance, designated Parcel 1;
- That the immediate conveyance of the balance, Parcel 1, to the Air Force was authorized; and
- That the conveyance of the approximately 2 acres, Parcel 2, to the Air Force was authorized following MDFR's relocation, anticipated on or before June 2027, together with conforming changes to the title.

Commissioner Regalado noted that the MDFR maintained a warehouse on the site and would require several months to vacate it.

Commissioner Gonzalez requested that the resolution be further amended to convey five acres to the Sheriff's Office, indicating that he had been advised by representatives of the Police Benevolent Association (PBA) that the Sheriff's Office sought the land.

Commissioner Regalado responded that no request had been submitted on behalf of the Sheriff's Office, that the Sheriff's Office maintained no presence on the property, and that the purpose of the resolution was to return the land to the federal government rather than to allocate acreage. She requested that Mr. George Palmer address the matter.

Mr. Palmer clarified that the five acres referenced by Commissioner Gonzalez were situated on the adjacent property, which was not part of the subject conveyance.

Commissioner Regalado confirmed that the acreage was not included and reiterated that the resolution was intended solely to afford the Air Force full access to the runway. The request on behalf of the Sheriff's Office was accordingly not incorporated.

Commissioner Regalado moved to adopt the foregoing proposed resolution as amended. This motion was seconded by Commissioner Bermudez, and upon being put to a vote, passed 11-0 (Vice Chairman McGhee and Commissioner Gilbert III were absent).

The amended version of this resolution will be assigned Resolution No. R-472-26.

He then asked the County Attorney's Office to read the amendment into the record.

He indicated that he would nonetheless support the item, as the contract needed to move forward, and he asked the administration to avoid such delays going forward.

  REPORT: On behalf of Commissioner Cohen Higgins, ACA Bruce Libhaber advised that the following proposed resolution would be amended to insert in the fifteenth line of the title of the resolution, after the word �funds� and in Section 3 after the word �funds�, the following language: �of up to $24,980,000 upon approval of subsequent capital budget�.

Commissioner Milian Orbis asked whether, as the County renovated and updated its bus shelters, it was pursuing additional ways to generate revenue from them, such as advertising or solar panels.

Ms. Miller explained that the shelters at issue were too small to carry advertising, and that of the County's existing shelters, only approximately 800 were large enough to do so. She clarified that advertising was placed on the sides of the shelters rather than on the back panels, for safety reasons.

Commissioner Regalado noted that the matter had been discussed at the Transportation Committee, where she had proposed revising the County's bus shelter advertising rules because a series of restrictions limited the County's ability to maximize advertising. She explained that the restrictions governing the placement of advertising were imposed by the Florida Department of Transportation (FDOT).

Commissioner Hardemon raised concerns regarding bus shelters in his district, particularly along Northwest 62nd Street (Martin Luther King Jr. Boulevard), extending into Commissioner Bastien's district, where historic structures that had formerly served as bus stops and shelters had fallen into disrepair after the County discontinued maintaining them. He described the resulting accumulation of trash and the associated public-safety concerns. Commissioner Hardemon asked whether the program would allow the County to remove the smaller, unwanted shelters and restore the traditional shelters, which provided protection from rain and heat, enhanced the appearance of the area, and included advertising panels, and whether it would ensure that those shelters were properly maintained. He indicated that his continued support for such items would depend on proper maintenance in the areas he represented, and that he did not want advertising placed throughout his district while those areas remained neglected.

Ms. Miller responded that the shelters under the contract were specifically designed and were provided, installed, and maintained by the vendor, and that staff would need to reassess the area Commissioner Hardemon described to determine whether those shelters could be incorporated into or added to the contract. She stated that she did not have an answer that day but would review the matter.

Commissioner Hardemon further addressed the size of the trash receptacles associated with the abandoned shelters, noting that the larger receptacles at those sites had been sealed with plywood and that no County department serviced them. He stated that he had obtained large-scale cleanups from the Solid Waste Department but that such efforts should not be necessary, and he requested a plan to add trash receptacles along Northwest 18th Avenue. He stated that his objective was to improve public spaces, and that he did not wish to award contracts to companies while the community remained without proper maintenance.

Mayor Levine Cava acknowledged the concerns and attributed them largely to the limited funding available for maintenance across several departments. She stated that the funding level was not acceptable and offered to work with Commissioner Hardemon to address the problem.

Chairman Rodriguez agreed with the concerns and framed the problem as one of workplace culture and accountability. Drawing on his own weekly practice of driving his district and reporting debris, he observed that crews would often address a reported item while leaving nearby trash untouched, and he stated that County staff and the County's landscaping contractors needed to take greater responsibility for maintenance. He suggested that contracts be revised to require debris removal and that non-performing contractors be replaced.

Mayor Levine Cava responded that the underlying issue was the level of available resources. She explained that the responsible departments operated on very limited budgets, that the funding level was not acceptable, and that pending action in the state legislature could further reduce the County's capacity to maintain streets, transit, parks, and other services. She urged the commissioners to engage state legislators and maintained that the problem was fundamentally one of resources rather than personnel.

Commissioner Bastien stated that change was needed and that the issue extended beyond funding. She described a large-scale, one-day trash cleanup she had organized in District 2 in coordination with the Solid Waste Department and the Sheriff's Office, and noted that such efforts could be repeated regularly. She called for greater accountability, criticized the practice of continuing to award contracts to companies that performed poorly, and emphasized the County's responsibility to be a good steward of taxpayer funds.

Commissioner Regalado, noting that she picked up trash on her own street daily, agreed that resources were part of the problem and pointed to a disparity in how solid waste crews were distributed among districts. She identified a disconnect among the departments responsible for different maintenance functions, along with the jurisdictional complications that arose when parcels belonged to other entities, such as FDOT, the City of Miami, the South Florida Water Management District, or the school district, for which the County was often blamed. She urged a more comprehensive approach, including replacing grass with lower-maintenance vegetation or wildflowers in certain areas to reduce upkeep and deter illegal dumping, and expanding the "fill-a-bag" litter-collection program she had previously established for the beaches to other higher-trash areas.

  REPORT: Commissioner Bermudez stated that, although he respected the Cuban American National Foundation (CANF) and the Mas Santos family and appreciated Commissioner Milian Orbis's intent, he could not support an item that tied the Board to a single organization when numerous other exile organizations, including the Assembly of the Cuban Resistance and groups operating both in exile and on the island, had worked equally hard on the cause. He explained that, given Miami-Dade County's large Cuban American population, the Board's message would carry weight, and that it was important not to grant the Board's imprimatur to one organization's plan. He indicated that, as presented, he would not support the item, and he urged that all groups be brought to the table.

Chairman Rodriguez agreed with the substance of Commissioner Bermudez's concerns and observed that the commissioners of Cuban descent shared the same goal of a free and democratic Cuba. He stated that he did not believe the item necessarily tied the Board to a single organization, and he asked Commissioner Milian Orbis to clarify and to consider an amendment so that the Board's message would be unified.

Commissioner Milian Orbis explained that the framework had been provided to her in connection with her ongoing work on Cuba-related legislation and had been developed with the Cuban American Bar Association. She stated that the item expressed support for that framework and reaffirmed the County's position, and that it was not intended to exclude any organization, noting that the item referred to "a meaningful framework" rather than "the" framework. She indicated that she was willing to amend the item to include additional organizations and to convene a workshop with interested colleagues in order to develop a more comprehensive plan recognizing all organizations that had contributed to the cause. She further noted that a letter of support from Las Damas de Blanco had been submitted and distributed.

Commissioner Gonzalez expressed support for the item with the amendment to include other organizations. He noted that he, Chairman Rodriguez, and Miami Dade College President Pumariega had been organizing a forum to review the various proposals in coordination with the U.S. Department of State, and he stated that the conversation would continue beyond this item.

Commissioner Regalado stated that the item was premature. She recounted a recent international meeting on Cuba's future, hosted by Florida International University (FIU), at which more than twenty different plans had been discussed. She cautioned that the legislation should not relegate organizations that had dedicated decades to the cause to a catch-all, and she pointed out that the various plans contained conflicts that the item did not resolve. She proposed that the item be deferred so that all organizations could submit their plans and a workshop could be held, after which the Board could take a considered position supported by a legislative record.

Chairman Rodriguez responded that he did not regard the item as premature, noting that events in Cuba were unfolding in real time, and he expressed the view that the Board should move something forward while leaving the item open to all organizations. He disclosed that he and Mayor Levine Cava had been meeting with federal officials, including the U.S. Coast Guard, to prepare for a possible change in Cuba.

Commissioner Bermudez stated that he would support the item if its language were revised to include the other organizations and their plans, and he agreed with Commissioner Regalado that the matter merited fuller discussion. He reiterated that the item should not focus on a single organization or plan, however meritorious, because of the message that would send.

Commissioner Milian Orbis accepted the proffered amendment.

Commissioner Hardemon asked which organizations would be named in the amendment.

Chairman Rodriguez stated that the amendment would encompass all organizations for the time being, and that the item could be revisited and refined following a workshop.
