Board of Rules and Appeals (BORA)

The Board of Rules and Appeals (BORA):

  • Hears appeals of Building Officials,
  • Grants Temporary Certificates of Occupancy (TCO), Temporary Certificates of Completion (TCC), and
  • Issues Interpretations of the Building Code.

The Board also has authority on several other areas as outlined in the Building Code and the Miami-Dade Code Chapter 8. BORA can conduct investigation into the enforcement of the Code, and holds hearings at which interested persons may appear and be heard. If evidence indicates that the best interests of the public are served by taking action, the Board has the power to suspend or revoke permits.

The certification of Building Officials, Inspectors and Plans Examiners in accordance with the Building Code, before employment by any inspection authority regulated by the Code, is another function of the Board.
