    Important Notices

    Submittal of scanned copies of signed and sealed documents is not an accepted electronic submittal method
    Plans, specifications, plats, reports, or other documents submitted in electronic format for review must be signed and sealed electronically where required by state laws as described in the Florida Statutes Chapter 471.025, 481.221, and 668.001-006. Scanned copies of signed and sealed documents are not an accepted electronic submittal method. There are many different accepted methods for digitally signing and sealing a plan using commonly accepted public / private key technology provided by various vendors. It is important that any method that is utilized be accompanied by a signed and sealed statement from the professional that the method and software that have been utilized to sign and seal the plans complies with the intent of the Board Rules. Specifically, with reference to Florida Statutes Chapter 481 and Florida Administrative Rule 61G1-16.005 for Architects or Florida Statutes Chapter 471 and Florida Administrative Code Rule 61G15- 23.003 for Engineers. This document must be submitted in original format to be scanned along with the permit application. Plans examiners cannot approve your plans without the appropriate Electronic Signature and Seal. Thank you for your attention to this matter.
     
    New ADA Standards for Accessible Design in effect (18 months transition)
    US Department of Justice (DOJ) on July 23, 2010 signed final regulations revising the Department’s ADA regulations, including its ADA Standards for Accessible Design. These regulations will be published in the Federal Register and ADA webpage at http://www.ada.gov/regs2010/ADAregs2010.htm. DOJ's regulations allow covered entities the choice of following either the updated standards or the original standards during the first 18 months. After this period of time, use of the 2010 standards will become mandatory. In setting the effective dates, DOJ sought to allow sufficient time for transitioning to the updated standards so as not to disrupt design and construction projects already underway. DOJ's new rules also revise or supplement other sections of its ADA regulations, including those covering existing facilities, service animals, policies and programs, maintenance of accessible features, auxiliary aids and services, and effective communication.     Emergency Relief for Construction affected by Economic Crisis
    The Emergency Relief Ordinance 09-10 is an amendment to Chapter 8 of the Code of Miami-Dade County which establishes a procedure for issuance of a Stop Work Order which would prevent the expiration of the building permit for qualifying property. Qualifying property includes: new residential or commercial construction with a permit issued or re-issued on or after October 1, 2006 with an expiration date on or before December 31, 2009. The construction work must have been halted due to economic hardship such as bankruptcy, foreclosure, assignment of benefit of creditors, short sales and slow sales as demonstrated by fewer than 50% of the units under construction being under sales contract.     Effective January 4, 2010 Plans Automatically Routing to WASD New Business Section, as applicable
    To continually improve the plan review process, effective January 4, 2010, plans will automatically route, when applicable, through review by Water and Sewer New Business Section. This automatic routing will be part of the regular Permitting & Inspection Center Plan Central process. The change will result in advising applicants sooner in the plan process of WASD comments and requirements. To assure smooth transition and answer your questions, a public meeting is scheduled for December 14, 2009 at 3 pm in Conference Rooms I and J on 2nd floor of the Permitting and Inspection Center 11805 SW 26 Street.     Miami-Dade County Building and Neighborhood Compliance Department (BNC)-Effective Oct. 1, 2009
    Effective October 1, 2009, the Building Department merged with the Office of Neighborhood Compliance (former Team Metro)to form the Miami-Dade County Building & Neighborhood Compliance Department (BNC). This newly- merged department will remain at the Miami-Dade County Permitting & Inspection Center which is a “one stop shop of permitting and code enforcement services” related to buildings and neighborhood regulations. Both websites will also be merged but in the meantime, the Building Department is accessible via www.miamidade.gov/building and Neighborhood Compliance via http://www.miamidade.gov/compliance/ For more details, please click onto link.

    2008 NEC to be adopted October 1, 2009 (permits and plans must be in compliance)
    Effective October 1, 2009, all permit applications and plans submitted must comply with the 2008 National Electrical Code (NEC). Additionally, Patrons that utilize the Cookie Cutter or Master Model Programs should begin updating the models to comply with the new code in order to avoid permitting delays.     Effective Monday, August 10, 2009, Concurrent Plans Processing Available for "A" Team Plans for Work at Miami-Dade County Aviation Department
    Effective Monday, August 10, 2009, all A-Team plans will be processed through the Concurrent Plans Processing System (CPP). The CPP Systems allows the plans and documentation to be sent electronically to multiple departments for review, thus expediting the permitting process. As of the effective date permit applicants must submit a CD-Rom containing the plans and documentation (in PDF format), required for a building permit for projects defined as “ATeam”. The CD must be submitted with the permit application (original form) to the Miami International Airport Building Department Office. Please follow the attached Concurrent Plans Processing (CPP) Guidelines for E-Plan Processing when preparing your documents for submittal on the CD.
     
    DERM Implements a Tie Beam Inspection Hold on All New Construction and Substantial Additions
    Effective July 6, DERM's Office of Plan Review Services will implement a Tie Beam Inspection Hold on all new construction and substantial additions. This means that an Under Construction Elevation Certificate showing floor elevation, adjacent grade elevation and crown of road elevation will be required.     Hazard Assessment of Copper Corrosion and Air-Conditioner Evaporator Coil Failures Possibly Associated with Imported Drywall
    The Florida Department of Health is currently identifying and assessing potential human health hazards related to the phenomenon of rapid and recurring corrosion of metals inside homes.     Tie Beam Inspection Types Changes/Updates
    Please be advised that the inspection type ‘075 = Partial Tie Beam Column’ has been eliminated. Inspection type ‘005 = Tie Beam’ should be utilized in its place. If a partial inspection is required, the inspector will utilize the disposition ‘Approved Partial.’

    Effective 3/4/2009 The Following Mechanical Permit Categories only require a Final Inspection
    Please be advised that effective today, the following mechanical permit categories only require a “Final” inspection: Mechanical Category 15 – inspections “002” Rough and “023” Underground are NOT required. The only required inspection will be “001” Final. Mechanical Category 42 –inspections “002” Rough and “029” Pressure Test are NOT required . The only required inspection will be “001” Final. Mechanical Category 43 –inspections “002” Rough are NOT required. The only required inspection will be “001” Final. Mechanical Category 24 –inspections “002” Rough, “023” Underground and “029” Pressure Test are NOT required. The only required inspection will be “001” Final.
     
    Inspection Type 064 Accessibility Inspection is no longer active
    Compliance with the Florida Accessibility Code will be verified at the time of Rough and Final Inspections where applicable. Therefore, inspection type ‘064 = Accessibility Inspection’ is no longer active
     
    Inspection Type 027 Monolithic Slab has been eliminated.
    Please be advised that the inspection type ‘027 = Monolithic Slab’ has been eliminated. For Monolithic Slab inspection requests, please use the inspection type ‘004 = Foundation/Monolithic Slab’.
     
    Effective March 1, 2009, a Change to the Florida Building Code
    Effective March 1, 2009, a change will occur to the Florida Building Code (FBC). As of the effective date, all permit applications and plans submitted must comply with the 2007 FBC edition.Please click link for more details.

    Where do I get a permit?
    There are different building jurisdictions. Each city has it's own building official who issues building permits for work within that city's limits. If you live in unincorporated Miami-Dade County or the City of West Miami, the Miami-Dade County Building and Neighborhood Compliance Department will issue building permits.

    How can I view or obtain copies of the original building plans of my home or commercial property?
    You must schedule an appointment to view or obtain copies of your plans. Appointments are scheduled Monday through Friday during the hours from 7:30am to 3:00pm.

    How will I know when I need inspections?
    Inspections depend on what is involved in the project. Simply stated, an inspection is required prior to covering up any part of the construction.

    Why did the bank put a hold in my credit card account when I tried to pay for permit fees?
    Banking institutions have their own business regulations, which are completely unrelated to our online payment applications and out of our control to amend.  Once a transaction is submitted, if it is rejected due to address issues, the issuing bank locks the funds for 2 to 3 days depending on those individual regulations.  After that time has elapsed the funds are released, and only the successful transaction is charged to the customer’s account.  The fact that the transactions are rejected once the bank issues the warning is indeed a good security procedure to protect the customers against fraudulent charges.

    Why was my credit card payment rejected?
    Credit card transactions are often rejected by the credit card company when the billing address that you entered in the web page does not match with address the credit card company has on record.
