Effective July 6, DERM's Office of Plan Review Services will implement a Tie Beam Inspection Hold on all new construction and substantial additions. This means that an Under Construction Elevation Certificate showing floor elevation, adjacent grade elevation and crown of road elevation will be required. Effective Monday, May 11, 2009, the Building Department will begin assessing upfront fees for plan revision and re-issuance applications. The upfront fee will be $106.59 for applications relating to plan revision involving a Building Department review, and for re-issuance of existing permits the fee will be $130.00, and will be credited towards the revised permit fee. For Plan revisions that do not require a Building Department review the up front fee will be $25.00. For your convenience, these fees can be paid in person or through the website at www.miamidade.gov/building.
Currently, Miami-Dade County collects the revised permit fees when revised permits are issued. This practice has resulted in not recovering costs for services when the applications are abandoned. This change is being made in order to mitigate that loss. Your understanding is appreciated.

Effective April 1, 2009, buyers of foreclosed properties in unincorporated Miami-Dade County will get some protection against unexpected repairs or other deficiencies of the property under an ordinance adopted by the Miami-Dade Board of County Commissioners (BCC) on December 2, 2008. Ordinance No. 08-133 applies to all residential properties in unincorporated Miami-Dade County which are acquired through a Certificate of Title (Foreclosures and Judgments), in accordance with Chapter 45, Florida Statutes. Residential properties affected include single-family homes, condominiums, townhouses and duplexes. The Florida Department of Health is currently identifying and assessing potential human health hazards related to the phenomenon of rapid and recurring corrosion of metals inside homes. Please be advised that the inspection type ‘075 = Partial Tie Beam Column’ has been eliminated. Inspection type ‘005 = Tie Beam’ should be utilized in its place. If a partial inspection is required, the inspector will utilize the disposition ‘Approved Partial.’
Please be advised that effective today, the following mechanical permit categories only require a “Final” inspection:
Mechanical Category 15 – inspections “002” Rough and “023” Underground are NOT required. The only required inspection will be “001” Final.
Mechanical Category 42 –inspections “002” Rough and “029” Pressure Test are NOT required . The only required inspection will be “001” Final.
Mechanical Category 43 –inspections “002” Rough are NOT required. The only required inspection will be “001” Final.
Mechanical Category 24 –inspections “002” Rough, “023” Underground and “029” Pressure Test are NOT required. The only required inspection will be “001” Final.
Compliance with the Florida Accessibility Code will be verified at the time of Rough and Final Inspections where applicable. Therefore, inspection type ‘064 = Accessibility Inspection’ is no longer active

The Emergency Relief Ordinance 09-10 is an amendment to Chapter 8 of the Code of
Miami-Dade County which establishes a procedure for issuance of a Stop Work Order
which would prevent the expiration of the building permit for qualifying property.
Qualifying property includes: new residential or commercial construction with a permit
issued or re-issued on or after October 1, 2006 with an expiration date on or before June
1, 2009.
The construction work must have been halted due to economic hardship such as
bankruptcy, foreclosure, assignment of benefit of creditors, short sales and slow sales as
demonstrated by fewer than 50% of the units under construction being under sales
contract.

Announcing a Graduated Penalty System effective on Monday, February 5, 2007 that will stop the further review of any given trade discipline that has been disapproved three (3) times. Where do I get a permit?
There are different building jurisdictions. Each city has it's own building official who issues building permits for work within that city's limits. If you live in unincorporated Miami-Dade County or the City of West Miami, the Miami-Dade County Building Department will issue building permits.
How can I view or obtain copies of the original building plans of my home or commercial property? You must schedule an appointment to view or obtain copies of your plans. Appointments are scheduled Monday through Friday during the hours from 7:30am to 3:00pm.
How will I know when I need inspections?
Inspections depend on what is involved in the project. Simply stated, an inspection is required prior to covering up any part of the construction.
Why did the bank put a hold in my credit card account when I tried to pay for permit fees?
Banking institutions have their own business regulations, which are completely unrelated to our online payment applications and out of our control to amend. Once a transaction is submitted, if it is rejected due to address issues, the issuing bank locks the funds for 2 to 3 days depending on those individual regulations. After that time has elapsed the funds are released, and only the successful transaction is charged to the customer’s account. The fact that the transactions are rejected once the bank issues the warning is indeed a good security procedure to protect the customers against fraudulent charges.

Credit card transactions are often rejected by the credit card company when the billing address that you entered in the web page does not match with address the credit card company has on record.
