Section 5.19 - Rights of Protest
This section describes the appeals procedure for this RFP. The basis of any appeal for these grants is limited to failure on the part of the County to follow the process outlined in this RFP document. A written intent to file an informal protest shall be filed with the Clerk of the Board and mailed to the Issuing Department (OMB) within two County workdays of the filing of the Mayor’s recommendation. The Mayor’s recommendation to award will be e-mailed to all applicants to RFP No. CBO1516. This two-day period begins on the County workday after the filing of the Mayor’s recommendation. Such written intent to file an informal protest shall state the particular ground on which it is based. Due Tuesday, Feb. 21, 2017.
The protestor shall then file all pertinent documents and supporting evidence with the Clerk of the Board and mail a copy to the issuing department (OMB) within two County workdays after the last date to file the written intent of informal protest. Due Thursday, Feb. 23, 2017.
A decision regarding the validity of the informal protest will be made within two County workdays of the last day to file pertinent documents and supporting evidence by a three-member Informal Appeals Panel appointed by the issuing department. This two-day period begins on the County workday after the last date to file pertinent documents and supporting evidence. Appellants will be notified of the Panel’s decision within one day of the Informal Appeals Panels meeting. This one-day period begins on the County workday after the meeting.
The Informal Appeals Panel will reconvene at 11 a.m. on Monday, Feb. 27, 2017 on the 22nd floor of the Stephen P. Clark Center, 111 NW 1st Street, Miami.
Status Update -- Nov. 22, 2016
Please be advised that the tentative schedule for RFP CBO1516 has been extended.
The delay was unavoidable based on the volume of proposals received; the condition of the proposals; the length of time required to complete the cure period review and due diligence processes; and challenges in recruiting and training a sufficient number of both internal and external reviewers to serve as members of the various Evaluation/Selection Committees.
At this point, it is anticipated that the Mayor will issue his preliminary recommendations for grant awards sometime in early January and, pending any appeals and final approval by the Board of County Commissioners, contracts that result from this process would have an approximate start date of June 1, 2017.
