Passenger (For-Hire) Transportation Licenses
The For-Hire Transportation and Omit Division licenses and regulates taxicabs, limousines, passenger motor carriers (including jitneys and tour vans), special transportation service vehicles, non-emergency transportation services, for-hire chauffeurs, and ambulance services. For-hire vehicles, as well as private school buses, are inspected for safety and appearance at our vehicle inspection station. the division maintains an extensive chauffeur training schedule for new and renewing for-hire chauffeurs.
Miami-Dade County regulates private ambulance companies and public sector ambulance (municipal 911 fire rescue) services.
All drivers must meet eligibility qualifications such as driving record and criminal background checks and must attend certain training programs.
Providers must be issued a Passenger Motor Carrier Certificate of Transportation and operate on a fixed route but not on a fixed schedule basis.
Vehicles providing limousine service are required to have a for-hire license. Limousines are not equipped with meters.
Providers must have a Certificate of Public Convenience and Necessity and includes the transportation of persons on stretchers, using wheelchairs, or whose incapacitation makes it impractical for them to need medical attention en route.

Providers of motor carrier service: contract, charter, jitney and special operations carriers.
Passenger Service Companies
To provide taxicab passenger services on behalf of a for-hire holder, the company must first obtain a Miami-Dade County passenger service Company registration.

Special Transportation Service (STS) Vehicles
Any motor vehicle engaged in delivering special transportation services for compensation pursuant.
Transports eight passengers or less and provides either street hail or pre-arranged taxicab service, which is equipped with a taximeter, and the passenger controls the route and destination.
Providers must be issued a Passenger Motor Carrier Certificate of Transportation if their vehicles are not larger than 30 ft in length and have seating capacity of 9-28 passengers.
