Alternative Plan Review & Inspection

This program allows the "Fee Owner" the option of using a private provider to conduct plan review and inspection duties in lieu of the municipal building department personnel.

Miami-Dade County must register all architects, engineers and individuals certified under Chapter 471, Chapter 481, and part XII of Chapter 468 of the Florida Statutes who apply to participate in the Alternative Plan Review and Inspection Program for Unincorporated Miami-Dade County. The online automated information system, labeled Private Provider and Duly Authorized Representatives, are available to provide building departments with instant notification regarding the status of any registered person to facilitate issuance of permits under the Alternative Plan Review and Inspection process.

The Florida Building Commission has established forms to be used when participating in the Alternative Plan Review and Inspection Program (Section 553.791, Florida Statutes):

  • The Notice to Building Official of Use of Private Provider is a form indicating that the fee owner has elected to participate in the Alternative Plan Review and Inspection Program. This form also includes information regarding the project, the qualifications of the private providers and duly authorized representatives, as well as proof of the requisite professional and liability insurance coverage

  • The Private Provider Plan Compliance Affidavit form is used by the private provider to attest to the Building Official that the plans submitted by the private provider were reviewed for and follow the Florida Building Code and all local amendments to the Florida Building Code.
The Department will maintain separate listings of private providers and duly authorized representatives on our web page.
Under the Professional Certification Program, the Building Official for Miami-Dade will not review the plans submitted or perform the code inspections, subject only to the Quality Assurance Program established by ordinance. You may schedule inspections Monday through Friday using one of the following methods ONE BUSINESS DAY PRIOR to the day you wish to have an inspection (before 4 p.m.):
