Legislative Policies

Persons or entities employed or retained by a principal seeking to influence official County action are required to register as a lobbyist with the Clerk of the Board. Refer to the Lobbyist Online Registration page for more information, registration and forms.

The Procurement Guidance Document and Best Practices ManualPDF consolidates Miami-Dade County procurement policies, procedures and guidelines, along with federal regulations and state statutes, and the corresponding guidelines issued by the Internal Services Department's (ISD) director and the chief procurement officer. The manual serves as a guide to the County's procurement process for procurement staff, client department liaisons and project managers, governmental entities, and the South Florida vendor community.

Cone of Silence

The Cone of Silence prohibits certain oral communications regarding a particular RFP, RFQ or bid during the period the Cone is in effect.

Ethics

The County has formally adopted the National Institute of Governmental Purchasing (NIGP) Code of Ethics as its official ethics policy to guide and govern all County employees engaged in the procurement of goods and services.

Miami-Dade County procurement procedure is governed by a number of Administrative Orders, Ordinances and Resolutions.
